RLDA invites tender for grant of lease for development of Multi-Functional Complexes at various railway stations for 45 years

Rail Land Development Authority (RLDA) has invited Proposal through e-tendering mode for Grant of lease for development of Multi-Functional Complexes (MFCs) at Jhargram, Bharatpur, Bankura, Krishnanagar City Junction, Malda Town, Sikar, Dhakuria, Hisar and Patiala railway stations for 45 years.

Scope of the Project:

  • The Lessee shall, at its own risk, cost and expense, arrange to design, finance, construct and develop the MFC(s) at the Sites(s) within a maximum period of 24 (Twenty Four) months from the Effective Date in terms of the Lease Agreement.
  • MFCs being railway’s operational buildings, approval of plans from local authorities is not required and only approval of Nodal Officer of RLDA shall be required. The Nodal Officer shall give approval to plans subject to the consultation by Lessee with the Urban Development Authority in urban areas and compliance of other statutory requirements of building laws by the Lessee.
  • The Lessee shall arrange at its own cost power supply, water supply and sanitation facilities and other utilities for the MFCs where Railway is not able to provide these services but on Railway’s prescribed charges.
  • Railways shall provide suitable access from surrounding railway land for bringing these utilities to the MFCs without any way and leave charges. However, it will be the Lessee’s responsibility to follow the local building bye laws and take all necessary approvals from competent authorities (including environmental clearances, permissions for cutting tress, etc) wherever required.
  • Any charges for obtaining such approvals from the competent authorities shall be paid by the Lessee to the authority (ies) concerned. RLDA will facilitate the Lessee in dialogue/obtaining such permissions from local authority on best effort basis.
  • The Lessee shall complete the construction and commission of the first phase with a minimum built up area of 200 sqm and provide rail user facilities preferably like shopping, book stall, ATM, food stall, PCO booth, medicine and variety store etc. at each MFC Site within a period of 9 months from the date of handing over of the Site to the Lessee.
  • In case it is not feasible to operationalize 200 sqm. earlier than the main MFC building due to size or layout constraint of the specific MFC/Site, suitable extension may be considered in terms of Clause 14.2.2 of GCLA by RLDA on specific request with justification by the Bidder.
  • The Lessee shall prepare the plan for each MFC subject to fulfilment of requirements of the Lease Agreement and the Built Up Area not exceeding the maximum limit specified therein. While preparing the development plan, the Lessee shall provide at least 15% extra parking facilities within the MFC than required as per bye laws of the local authorities for the proposed development and in no case the developed parking shall attract vehicles more than its design capacity.
  • The Lessee shall be permitted to market and sub-lease Built Up Area for usage for any legal and lawful activities preferably rail user facilities like shopping, food stalls/restaurants, book stalls, PCO booths, ATMs, medicine and variety stores, budget hotels, parking etc. but excluding the activities that attract crowd like theatres, cinemas, or any other such activity having periodic showtimes. However, multiplexes up to a sitting capacity of 200 persons for each screen may be allowed.
  • The Lessee shall design and construct all permanent civil structures(s) for the Design Life. While designing the structure to be built on the Site, the Lessee shall adopt the elevation and outside finishes of the building in such a manner that it is aesthetic and matches with the architecture of the railway station building as well as the local architectural ethos of the city where the Site is located.
  • The Lessee will also try to depict local history and culture by way of suitable murals, paintings etc. in the public areas. The design should be based on construction material and construction methodology that causes minimum hindrance to smooth movement of passengers and vehicles to and from the railway station.
  • The Lessee shall design and provide a suitable signage for the MFC building depicting the name of the complex as “Multi-Functional Complex”, name of RLDA and the Lessee along with their respective logos after the completion of the Project. The Lessee shall submit the design of the signage to the Nodal Officer for approval.

Multifunctional Complexes (MFCs) at Railway Stations:

  • RLDA has been authorised by the Ministry of Railways to undertake the development of the Multifunctional Complexes (MFCs) at Railway Stations across India. This tender/bid is for development of MFCs at Nine Sites as listed below:

  • The development of Multifunctional Complexes (MFCs) may be undertaken with Additional Built Up Area beyond the Built Up Area prescribed in above table subject to permissible in terms of Bye-Laws and developer agree to pay Additional Lease Premium and Additional Annual Lease Rent on Pro-rata basis.
  • Each site is located in the vicinity of the respective station building and falls in the circulating area of the Railway stations or nearby the Railway Station. For site plans and site inventory, please refer to Schedule and Specifications (RLDA LDHB Part –V).
  • All the sites enjoy very good connectivity to different parts of the city.
