RLDA invites tender for major upgradation of Delhi Cantonment Railway station on Engineering, Procurement and Construction mode

Rail Land Development Authority (RLDA) has invited Proposal through e-tendering mode for Major Upgradation of Delhi Cantonment Railway Station of Northern Railway on Engineering, Procurement and Construction (EPC) mode.

Scope of Work:

  • The scope of work shall broadly cover survey, investigations, design and Major Upgradation of Railway Station including but not limited to undertaking civil works and MEP works for station building.
  • The Selected Bidder (the “Contractor”) shall be responsible for Engineering, Procurement and Construction of the Project under and in accordance with the provisions of an Engineering, Procurement and Construction agreement (the “EPC Agreement”) to be entered into between the Selected Bidder and the Authority in the form provided by the Authority as part of the Bidding Documents pursuant hereto.
  • Detailed Engineering, Surveys (PreEngineering, Pre-Construction and Post-Construction), Procurement, Fabrication, Transportation, Construction (Civil, Structural, Mechanical, Electrical, HVAC, Fire Fighting and other related services) and Installation, Testing, Pre – commissioning, Commissioning and handing over as per the terms of the EPC Contract. The detailed scope is provided as part of Volume II: EPC Agreement with Schedules of this RFP.

Objective:

  • The objective is to undertake Technical Feasibility Study and prepare a Concept & Master Plan of the Project Railway Station for the purpose of affirming up RLDA’s requirements in respect of development and construction of the Project Railway Station and Project Facilities, and enabling the prospective developers to assess RLDA’s requirements in a clear and predictable manner through the management of Request of Technical proposal.
  • Our Vision towards the Station redevelopment:
    • To create separate arrival/departure passenger movement and circulation at the Project Railway Station on both sides.
    • We aim to provide Safe and comfortable world class passenger amenities/services with maximum possible modern amenities in a clean and pleasing ambiance.
    • Superior road connectivity with the city for quick and easy access to the Project Railway.
    • Station and adequate parking within the station premises, efficient multimodal interface, provide flexibility for integration facilities with future transport infrastructure.
    • Smooth Arrival/ Departure and movement of pedestrians, passenger vehicles, parcel, luggage, linen & catering material etc. within and around station premises, state of the art passenger information and display systems, security systems and fire safety systems etc.
    • Providing user-friendly facilities and passenger services for the convenience of common/unfamiliar passengers, old and physically challenged passengers.
    • Implementing leading edge technologies and design innovative services and solutions,
    • Integrated development with the surrounding areas of the city and upgradation of the station and creation of an iconic urban infrastructure.
    • Least possible inconvenience to passengers, road commuters and residents during the period of construction.
    • The project is to be conceived as a Green Building Project and therefore environmental factors to be given very high priority.
