Scope of the Project:

  • Chhatrapati Shivaji Maharaj Terminus Railway Station is a mega station of Indian Railways situated in the heart of Mumbai. Presently 14 lakh passengers (approx.) are handled at this station through the operation of over 500 (approx.) number of trains daily, comprising both originating/ terminating trains, and suburban and long-distance trains. The daily passenger traffic is expected to increase to 16 lakh nos by the year 2040.
  • The Authority has been tasked with the redevelopment project of Chhatrapati Shivaji Maharaj Terminus Railway Station to develop the entire area of 36 ha (approx.) as a world-class station with station related retail facilities, DRM office, Officer’s Rest House, and office space for Railways, affording a world-class experience to various users of this area. The Master Plan for the redevelopment of this entire area has already been approved by Railways.
  • The scope of the Project under this Agreement comprises various components of Phase-I redevelopment plan and broadly comprising the following major elements:
  • Redevelopment of new station buildings spanning across operational railway tracks and platforms;
  • New DRM office and Officer’s Rest House;
  • Refurbishment of existing Railway offices;
  • Conservation of UNESCO World Heritage buildings;
  • Development of circulating area and landscaping, etc. around the station premises;
  • Parcel Handling Facility along with a thorough subway running across all platforms along with ramps to each platform;
  • Ballastless track/ washable apron on tracks within platform area
  • Performance and fulfilment of all other obligations of the Contractor in accordance with the provisions of this Agreement and matters incidental thereto or necessary for the performance of any or all of the obligations of the Contractor under this Agreement.

Scope of Works:

  • The Permanent and Temporary works shall comprise the Design and Construction of all Works and services necessary to complete the Redevelopment project complete as per Agreement, which include all or parts the following:
  • Survey and Investigation including Soil/ground Investigations, Topographic Survey, Existing Building Structures (EBS) Survey, Utilities Investigation, Existing Water Wells/bore wells Investigation as necessary; and
  • Design of a Railway Station to suit the design requirements and preliminary planning of layout, architectural ambience and facilities already got done by the Authority. The Contractor can suggest changes to improve the planning, provided that the original intent is fulfilled, and
  • Site clearance, including tree felling, tree transplanting, and the fencing, barricading and securing of the site areas and works areas; and
  • Pre-condition surveys and reports for, and instrumentation & monitoring and protection of Existing Building Structures(EBS), including rebuilding, strengthening/repairing or restoration of any adjacent structures; and
  • The demolition and slicing (wherever required) of existing buildings, and other structures as necessary for the permanent and temporary Works and as approved by the Authority. This shall include some temporary relocation of occupants in the interest of speedy implementation of work; and
  • The surplus excavated material (that cannot be used in the Works), shall be treated as Contractor’s property. The Contractor shall be free to take away and make use of this surplus spoil (including rock spoil) in the manner he wishes to. The muck/spoil that is acceptable and can be used at a later stage in the Works, shall be temporarily stockpiled in a dumpsite as proposed by the Contractor and agreed by the Engineer and the concerned regulating authorities.
  • The surplus muck/spoil (soil/spoil/material/building debris), which is not acceptable or cannot be accommodated for use in the Works or cannot be made use of by the Contractor for his own purpose, shall be disposed of in approved dumping area(s), as per the Stipulations in Authority’s Requirements and other Agreement documents, including compaction to the desired levels to the satisfaction of the Engineer, and
  • Underground and above ground ancillary structures/facilities including ventilation shafts, plant rooms (including that for chillers plants, Cooling towers, air-cooled chillers, DG sets, water tanks and pumps etc.) etc.; and
  • Location, diversion (both temporary and permanent), Protection, temporary support and reinstatement/relocation of charted and uncharted utilities to the satisfaction of the concerned Utility Company/authority and Engineer; and
  • Traffic management and road works, both temporary and permanent including diversions of roads and footpaths, temporary decking, pedestrian walkways, subways and footbridges, and restoration of pavements and road facilities, etc.; and identification, monitoring, protection and/or removal of existing water wells, ; and
  • All Temporary works necessary (including casting yard and batching plants) and equipment etc.; and
  • Water, sewer and drainage works at station including channels, drains, sumps, pumps, ejector pumps, piping, floor traps and floor wastes and its accessories complete in all respects and as per the Agreement stipulations; and
  • Design, manufacture, supply, install, testing and commissioning of HV supply along with all equipment, HT Cabling and necessary space and arrangements for operation of transformers/ panels etc.
  • Design, manufacture, supply, install, testing and commissioning of LV and MV supply routes cable galleries/cable ways/inserts to fix for all the cableways/cable trays, or equipment; and
  • Supply, installation and functional testing of earth mat and embedded earthing cables etc.; and
  • Water Supply System, which shall include potable water system, water system for firefighting, cooling water make up system, water supply system for plant and equipment, water supply system to toilets, storage tanks etc. and as per Agreement stipulations; and.
  • Design, manufacture, supply, install, testing and commissioning of Generators to be located at appropriate locations, AMF Panels and Fuel tanks for essential loads and as per the Agreement Stipulations; and
  • Design, manufacture, supply, install, testing and commissioning of Power supply arrangement to UPSs with dual Battery Banks from the Main Distribution Board / Emergency Distribution Boards up to the incoming breakers / switches including, power and control cables of required length, Grade and size and cable containment including termination at both ends and as per the Agreement Stipulations; and
  • Design, manufacture, supply, install, testing and commissioning of Uninterruptible Power Supply (UPSs) with dual Battery Banks and UPS DB and as per the Agreement Stipulations; and
  • Design, manufacture, supply, install, testing and commissioning of Normal / Emergency/ UPS Power supply to M&E SCADA, BMS SCADA, PST SCADA Systems (where applicable) from the Main Distribution Board / Emergency Distribution Boards up to the incoming breakers / switches including, power and control cables of required length, Grade and size and cable containment including termination at both ends and as per the Agreement Stipulations; and
  • Design, manufacture, supply, install, testing and commissioning of Normal and Emergency Power supply arrangement for station services viz. Signage, handrail guide lights (with UPS power supply) for Staircases, from the Main Distribution Board / Emergency Distribution Boards up to the incoming breakers / switches including, power and control cables of required length, Grade and size and cable containment including termination at both ends and as per the Agreement Stipulations; and
  • Design, manufacture, supply, install, testing and commissioning of Normal and Emergency Power supply arrangement for station (including subways) to Fresh Air system, Compressors of pneumatic air dampers etc., MCC, Control panels, Compressors and AHUs from the Main Distribution Board / Emergency Distribution Boards up to the incoming breakers / switches including, power and control cables of required length, Grade and size and cable containment including termination at both ends and as per the Agreement Stipulations; and
  • Design, manufacture, supply, install, testing and commissioning of Normal and emergency Power Supply to Signal, Telecom, equipment; including, power and control cables of required length, Grade and size and cable containment including termination at both ends and as per the Agreement Stipulations; and
  • Design, manufacture, supply, install, testing and commissioning of Power supply to Domestic water Pump system, motor control centre including, power and control cables of required length, Grade and size and cable containment including termination at both ends and as per the Agreement Stipulations ; and
  • Design, manufacture, supply, install, testing and commissioning of Normal and Emergency Power supply to Lifts and Escalators including, power and control cables of required length, Grade and size and cable containment including termination at both ends and as per the Agreement Stipulations; and
  • Design, manufacture, supply, install, testing and commissioning of Power supply arrangement for station Security equipment viz. Baggage scanners, Metal Detector System, Monitors and recording equipment, Battery Charging facilities for Hand held scanners etc. at the Concourse entrances including, power and control cables of required length, Grade and size and cable containment including termination at both ends and as per the Agreement Stipulations; and
  • Design, manufacture, supply, install, testing and commissioning of Low voltage cabling including termination at both ends up to switchboards / Motor control centers of Fire water supply and firefighting pumps including, power and control cables of required length, Grade and size and cable containment including termination at both ends and as per the Agreement Stipulations; and
  • Design, manufacture, supply, install, testing and commissioning of Light fixtures, wall fans, exhaust fans and other such electrical installations as per the Agreement Stipulations ; and
  • Design, manufacture, supply, install, testing and commissioning of system and equipment required for EMC and Step potential Mitigation and as per the Agreement Stipulations; and
  • Design, manufacture, supply, install, testing and commissioning of Earthing and Bonding System as per the Agreement Stipulations; and
  • Design, manufacture, supply, install, testing and commissioning of Lightning Protection System and as per the Agreement Stipulations; and
  • Design, manufacture, supply, install, testing and commissioning of Addressable Automatic Fire Alarm System c/w Smoke and Heat detectors complete with all accessories and as per the Agreement Stipulations; ands
  • Design, manufacture, supply, install, testing and commissioning of Hose reel System, Fire Hose cabinet and all accessories and as per the Agreement stipulations; and
  • Design, manufacture, supply, install, testing and commissioning of Sprinkler System for non-public areas and non-electrical rooms of the station, complete with all accessories and as per the Agreement Stipulations; and
  • Design, manufacture, supply, install, testing and commissioning of Fire Extinguishers (Fire detection and suppression system) complete with all accessories including all other control and safety services within the station etc. and as per the Agreement Stipulations; and
  • Design, manufacture, supply, install, testing and commissioning of Cable containment and accessories for Fire Protection system cables as per the Agreement Stipulations; and
  • Design, manufacture, supply, install, testing and commissioning of Main Alarm Panel and Repeater Panel, Sub-Alarm Panels and Mimic panels, Fireman’s Plan Box as per the Agreement Stipulations; and
  • Design, manufacture, supply, install, testing and commissioning of Addressable Manual Call Points Alarm bells, strobe lights, beacon lights and emergency signage Alarm bells, , high power illuminator, Visual notifications and emergency signage as per the Agreement Stipulations; and
  • Design and construction interfacing for Air Conditioning and Mechanical Ventilation systems and station (including subways) ventilation systems including elements of the fire detection and firefighting systems etc.; and
  • Temporary ventilation, air conditioning, plumbing and lighting in station (including subways), and ancillary structures etc., and
  • Design, manufacture, supply and installation of signage systems and providing necessary facilities for advertising media to be placed separately at the Railway Station; and
  • Provision of intermodal transport facilities, including bus bays and drop off areas and car and two /three wheeler parking at stations (wherever required), and
  • Survey instrumentation, ground treatment, ground and building monitoring, risk analysis, settlement prediction, underpinning and protection to existing buildings and structures wherever required, preventative and corrective actions, pre-conditional surveys of Environment Baseline Survey (EBS) and reports; and
  • Construction and maintenance of the site office for the Engineer’s staff, complete in all respects as per the details given in the Authority’s Requirements/ Agreement documents to the satisfaction of the Engineer and the location as suggested by the Authority/Engineer for the duration of Agreement, including connection to mains electricity, water, sewerage, drainage, broadband and telephone, landscape, street furniture etc.; and
  • Construction and maintenance of new and existing roads and diversions, including restoration to original condition; and
  • Removal, storage and reinstatement of road furniture such as street lighting, traffic signals, bus shelters/stands, footpaths including stone kerbs, boundary walls, horticulture works, and any other work to restore the site to its original condition as stated in the Agreement as per current standards and site requirements, as and when possible; and
  • Retention of those utilities chosen by the Contractor or as approved/agreed by the utility authority and Engineer, transportation and safe-keeping of retrieved material at the stores of utilities department, trial pits or other investigations prior to diversion works and restoration of road prior to construction of station; and
  • Designing, detailing and execution of works related to interiors, landscape, art work, lighting, façade and other elements of building to meet the design intent; and
  • Planning, design and implementation of works necessary for providing access to the different parts of structures for maintenance purposes and other works as stated or implied in the Authority’s Requirements, Outline Design and Outline Construction Specifications and Authority’s Drawings etc.
  • The Contractor shall be responsible for obtaining approval for the designs of the station and structures (both underground and above ground) by all relevant Railway and civic authorities having jurisdiction authority, wherever required.
  • The Contractor shall be responsible for obtaining relevant certificates or clearance from Railways, Local civic Authorities including Fire Services, wherever required.

Eligibility:

  • Satisfactorily completed the works as mentioned below during the last seven years up to 31.12.2022.
    • Three Similar Works each costing not less than Rs 450 crores, or
    • Two Similar Works each costing not less than Rs 600 crores, or
    • One Similar Work costing not less than Rs 900 crore

Similar Work:

  • Construction of Passenger handling terminals i.e. railway stations, metro stations, stations of RRTS / HSR / monorail, airport terminals, bus terminals having RCC framed structure or steel structure along with MEPF works executed under one agreement. or
  • Construction of commercial real estate project (such as educational institution, hospital, hotel, convention centre, mall/shopping complex, sports complex, office complex) at a single site with a minimum built up area of 50,000 sqm, having RCC framed structure or steel structure along with MEPF works executed under one agreement, and
  • Any Bridge construction work costing more than Rs 375 Cr. The value of the completed works shall be brought to current level by enhancing the same at a simple rate of 7% per annum, calculated from the date of completion to 31.12.2022.
  • Minimum one ongoing infrastructure work (not necessarily Similar Work) of contract value not less than Rs 1000 crores secured during the last five years up to 31.12.2022.
  • The value of the awarded work shall be brought to current costing level by enhancing the same at a simple rate of 7% per annum, calculated from the date of award to 31.12.2022.
