RSB Projects bags contract for construction of Buildings for Sumber Station Yard of Udhampur-Srinagar-Baramulla Rail Link project

The IRCON International has issued a Letter of Acceptance (LOA) to RSB Projects Limited for Construction of proposed Buildings including Main Station Building, DG Room, Guest House, RPF & GRP Barracks, RPF & GRP Posts and Road for Sumber Station Yard of USBRL Project, J&K. (Package: Buildings & Roads/Sumber Station Yard).

In May this year, IRCON had invited online open e-tenders for the Tender Ref No: IRCON/JKCELL/JAT/14/1014/K B/BuildRoad/SumbStn/469.

Scope of work:

According to the tender document, the scope of work includes the following:

Station Building and GRP Post/RPF Post for Sumber Yard:-

  • The scope of work includes Work of Construction of Station Building and GRP/RPF’s Post at Sumber Yard. The work mainly involves construction of Building Works of ground floor and 1st floor, RCC Raft/strip/isolated foundation, RCC Column-Beams framed Structures, RCC Slab on 1st floor and Steel Roof Trusses with Color bond Lysaght Trimdek Profile Sheet/Galvalume Sheet or equivalent sheet roofing, concrete and brick works, wood work, steel work, false ceiling, stainless steel wood & glasswork, sunshades, internal water supply, sanitary installations, drainage, toilet, steel roof truss, and earthwork in excavation and other allied miscellaneous works. The tender is for construction of Buildings and all other miscellaneous works required for construction of Buildings and as per the items included in BOQ, are included in the scope of work. The work also includes electrical works for cable ducting etc. The works shall be carried out as per approved design and drawings and as per instruction of the Engineer-in-Charge. The construction work shall be completed asper schedule given in the completion period.
  • The work is to be carried in Sumber Station Yard. There may be difficulty in transportation of materials/working. The Contractor shall carry out the work safely and no unsafe practice shall be followed. The tenderers are expected to take into account above factors while quoting the rates.
  • Some of the other works including electrical works may be carried out by other agency. The tenderer shall work in co-ordination with other agency as and if required. Similarly other agencies may be working for other works in yard. The work is to be done in smooth manner without hindrance to the works of the other agencies as per the instruction of Engineer-in-Charge.
  • The construction work shall be completed as per schedule within the stipulated period as per the tender conditions.
  • All other ancillary works and works incidental to main works shall be carried out as per codes of practices and manual of instructions of Engineer-in-Charge as and when required.

GRP Barrack/RPF Barrack, 40 Bedded each:-

  • The scope of work includes “Work of Construction of RPF Barracks/GRP Barracks,40 Bedded each and other allied works at Sumber Station Yard. The structure shall be mainly RCC Column framed structure consisting of roof with steel tubular Roof Trusses with Color bond Lysaght Trimdek Profile Sheet/Galvalume Sheet or equivalent sheet roofing, concrete and brick works, wood work, steel work, false ceiling, stainless steel –wood & glass work, internal water supply, sanitary installations, drainage arrangements and other miscellaneous and allied works. The work also includes electrical works for PVC Conduits, metal modular boxes. The works shall be carried out as per approved design and drawings and as per the instruction of the Engineer-in Charge.
  • The work is to be carried out in Sumber Station Yard. There may be difficulty in transportation of materials/working. The Contractor shall carry out the work safely and no unsafe practice shall be followed. The tenderers are expected to take into account above factors while quoting the rates.
  • All other ancillary works and works incidental to main works shall be carried out as per codes of practices and manual of instructions of Engineer-in-Charge as and when required.

Electrical Sub Station for Railway Building:-

  • The scope of work includes “Work of Construction of Electrical Sub-Station 2X1500KVA/2X1000 KVA and other allied works at Sumber Station Yard. The structure shall be mainly RCC Column framed structure consisting of roof with steel tubular Roof Trusses with Color bond Lysaght Trimdek Profile Sheet/Galvalume Sheet or equivalent sheet roofing, concrete and brick works, wood work, steel work, false ceiling, stainless steel –wood & glass work, internal water supply, sanitary installations, drainage arrangements and other miscellaneous and allied works. The work also includes electrical works for PVC Conduits, metal modular boxes. The works shall be carried out as per approved design and drawings and asper the instruction of the Engineer-in Charge. The work also includes for construction of Ramp and foundation for installation of Electrical Equipment’s and other accessories as per instructions with respect to drawings issued by IRCON.
  • The work is to be carried out in Sumber Station area at the location of different type of Sub- station. There may be difficulty in transportation of materials/working. The Contractor shall carry out the work safely and no unsafe practice shall be followed. The tenderers are expected to take into account above factors while quoting the rates.
  • The tenderer shall work in co-ordination with the other agency as and if required. Similarly, other agencies may be working for other works in Yard. The work is to be done in smooth manner without hindrance to the works of other agencies as per the instruction of the Engineer-in-Charge.
  • All other ancillary works and works incidental to main works shall be carried out as per codes of practices and manual of instructions of Engineer-in-Charge, as and when required.

33 KVA Switch Yard and PSS for Tunnel-T-48& T-49/ Portal Sub-Station for T-48 & T-49:-

  • The scope of work includes “Work of Construction of 33 KVA Switch Yard and PSS for Tunnel T-48& T-49/ Portal Sub-Station for T-48& T-49 at Sumber Station Yard. The structure shall be mainly RCC Column framed structure consisting of roof with steel tubular Roof Trusses with Color bond Lysaght Trimdek Profile Sheet/Galvalume Sheet or equivalent sheet roofing, concrete and brick works, woodwork, steel work, false ceiling, stainless steel –wood & glass work, internal water supply, sanitary installations, drainage arrangements and other miscellaneous and allied works. The work also includes electrical works for PVC Conduits, metal modular boxes. The works shall be carried out as per approved design and drawings and as per the instruction of the Engineer-in Charge. The work also includes for construction of Ramp and foundation for installation of Electrical Equipment’s and other accessories as per instructions with respect to drawings issued by IRCON.

  • The scope of work includes “Work of Construction of Equipment Control Room for Tunnel for T-48& T-49 at Sumber Station Yard. The structure shall be mainly RCC Column framed structure consisting of roof with steel tubular Roof Trusses with Color bond Lysaght Trimdek Profile Sheet/Galvalume Sheet or equivalent sheet roofing, concrete and brick works, wood work, steel work, false ceiling, stainless steel–wood & glass work, internal water supply, sanitary installations, drainage arrangements and other miscellaneous and allied works. The work also includes electrical works for PVC Conduits, metal modular boxes. The works shall be carried out as per approved design and drawings and as per the instruction of the Engineer-in Charge. The work also includes for construction of Ramp and foundation for installation of Electrical Equipments and other accessories as per instructions with respect to drawings issued by IRCON.
  • The work shall be carried out in Summer Station Yard. There may be difficulty in transportation of materials/working. The Contractor shall carry out the work safely and no unsafe practice shall be followed. The tenderers are expected to take into account above factors while quoting the rates.
  • Some of the other works including electrical works may be carried out by other agency. The tenderer shall work in co-ordination with other agency if required. Similarly other agencies may be working for other works in yard. The work is to be done in smooth manner without hindrance to the works of the other agencies as per the instruction of the Engineer-in- Charge.
  • All other ancillary works and works incidental to main works shall be carried out as per codes of practices and manual of instructions of Engineer-in-Charge, as and when required.

Construction of Retaining Wall, RS Wall and Road:-

  • The work mainly includes:
    • Filling of suitable excavated materials/good soil/Earth/Muck/Malba between Ch:110+160 to Ch 111+550 and as per site requirement. This work includes leading of available Muck for filling/developing Sumber Yard with loading, unloading and screening from nearest dumping Yard (as per instruction of Engineer-in-Charge) to Sumber Yard having lead of more than 500mupto 25Km.
    • Construction of Cement Concrete Retaining wall with drain of varying height as per specifications/requirement at site as per instructions of Engineer-in-Charge.
    • Construction of RS Wall (in accordance with design and drawing with specifications) as per instructions of Engineer-in-Charge.
    • Construction of internal Road (bituminous road) as per drawing and specification and requirement at site as per instructions of Engineer-in-Charge.
    • Construction of footpath for pedestrian and other related works for development of Sumber Yard as per instructions of Engineer-in-Charge.
    • Construction of Circulating Area.
    • The Contractor shall carry design and proof checking of RS wall from reputed institution such as IIT/NIT.
  • The work is to be carried out in Sumber Station Yard. The Contractor shall carry out the work safely and no unsafe practice shall be followed.
  • Other agencies may be working for other works in yard. The tenderer shall work in coordination with other agencies as and if required. The work is to be done in smooth manner without hindrance to the works of the other agencies as per the instruction of the Engineer-in-Charge.

About the Project:

  • The USBRL (Udhampur Srinagar Baramulla Rail Link) is a National project undertaken by the Indian Railways for construction of a broad-gauge railway line through the Himalayas with the aim of connecting the Kashmir region with rest of the country. 
  • The all-weather, comfortable, convenient and cost effective mass transportation system will be the catalyst for the overall development of the northernmost alpine region of the country. 
  • Construction of the first three phases of the project has been completed and the line is in operational use for running of trains between Baramulla-Banihal in Kashmir valley and Jammu-Udhampur-Katra in Jammu region. 
  • Work on the intervening 111 Km section Katra-Banihal, the most arduous and treacherous portion due to its geology and extensive riverine system replete with deep gorges is ongoing. 
  • There are several iconic bridges and tunnels coming up in this section. 
  • Most of the rail track is slated to be in tunnels or bridges in this section. 
  • In the absence of an effective surface transport system in this in-hospitable region, Railways had to first lay access roads to the tune of 205 Km to reach the construction sites.
  • Three agencies; IRCON, KRCL and Northern Railway with extensive experience in construction of rail lines are involved in this project. 
  • Many international agencies and premier Indian institutes like IIT Roorkee, IIT Delhi, DRDO and Geological Survey of India are providing expertise in planning and implementation. 
  • Several sets of tunnelling machineries and cranes have also been imported.
