Scope of Work:

  • This work mainly includes the “Construction of Viaduct & Ramp Including related works for the approach of New Town Maintenance Depot (1.38 KM approx.) from Depot Line Ch. 110 M (Main Line Pier CPP-655 near New Town Station) to Ch. 1490 M (entrance of New Town  Maintenance Depot) including balance viaduct superstructure work between Technopolis and Owl more in connection with New Garia – Biman Bandar Metro Corridor of Kolkata Metro  Railway Line, West Bengal”.

In the instant package following works are involved:

  • Depot Approach: “Construction of Viaduct & Ramp Including related works for the approach of New Town Maintenance Depot (1.38 KM approx.) from Depot Line Ch. 110M (Main Line Pier CPP-655 near New Town Station) to Ch. 1490 M (entrance of New Town Maintenance Depot).
  • Balance viaduct superstructure work between Technopolis and Owl more in connection with New Garia – Biman Bandar Metro Corridor of Kolkata Metro Railway Line, West Bengal”.

The detailed scope of the work is as below:

  • Total length of Depot Approach: 1.38 km approx. (From Main Line Pier CPP655 to entrance of New Town Maintenance Depot)

Balance Viaduct Details of package- ANV3/1: 

  • Balance superstructure work of Main Line between P460 to P463 at Sector-V near Technopolis, Total Length: 112.00 m approx.
  • Balance superstructure work of Main Line between P575 to P579 at Bagjola canal location, Total Length: 137.3 m approx.
  • Balance superstructure work of Main Line between P650 to P655 at Owl More,
  • Total Length: 130.402 m approx.
  • Total viaduct length (1380 + 112 + 137.3 + 130.402) = 1759.702 m approx.
  • The alignment is predominantly along the existing road & vacant Land at some portions and  also crosses a canal. The key date for the various stages of the work is defined in attachment A.

Work Content:

  • The scope of works shall, inter-alia, include the following but not be limited to:
  • Construction of General and Structural works is payable through Schedule-A1. 
  • The reinforcement steel will be paid through Schedule-A3 and structural steel items, HTS bar & Pre-stressing steel will be paid through Schedule-A2.
  • All Site facilities to the Employer and the Engineer to be paid in schedule-B.
  • Detailed survey of the alignment corridor, minimum 50 m on either side from the centre line of  alignment to validate the survey report and feasibility of pier/column/Ramp/Depot locations  provided at the tendering stage or later.
  • GPS Survey, Closed Traverse survey of 1 in 50000  accuracy connected with GPS points. Traverse computation and error adjustment will be in  commercial software Least Square method. The same commercial software shall be supplied to RVNL.
  • Detailed Topographical survey, Levelling, 1√K accuracy connected with Survey of India GTS benchmark considering the sensitivity of the work and fixing of permanent and temporary  bench marks in order to have accurate planning and execution of the Metro works. Fixing and maintaining permanent and temporary pillars along the alignment as per instruction of the Engineer in charge. Drawings will be prepared in AUTOCAD and submitted in soft and hard copies.
  • Traverse and levelling stations will be revalidated once in Three months. Method statement to be submitted and got approved before work. Three permanent Traverse pillars (600mm x 600mm x 1000mm) shall be established forming a triangle having 100m minimum distance with intervisible, Photograph with x, y, z values after completion of construction for future work as instructed by Engineer in charge. The payment of the same shall be made under Schedule “C1”.
  • Geotechnical Investigations and interpretation of the physical properties, strength, and elastic parameters of the ground required for the design of the structures for the Viaducts, Ramp Down, Embankments and for road diversions works etc. or as directed by the Engineer in Charge.
  • The Geotechnical Investigation Report (GIR) shall be prepared and spatial variation of the parameters shall be addressed and recommendations shall be made zone wise to be adopted for the design of the foundations. The payment of the same shall be made under schedule “C1” and cost of preparation GIR is deemed to be included for the rates quoted against the Schedule-C1.
  • All works sites shall be barricaded and barricades shall be maintained till completion of the  activities. The tree cutting/transplantations shall be carried out only with the permission of the Forest department, and cut trees to be deposited at the forest department in consultation with them. The payment of the same shall be made under Schedule-C2.
  • All utility works, Traffic Management and Road works along the alignment shall be either diverted or supported and shall be restored back with the permission of the utility owning agency and to the requirement of the owner.
  • The payment of the same shall be made under schedule-C3 to C6. Offloaded superstructure works of package-ANV3/1 will be paid through schedule-D

Methodology:

  • The computerized Critical Path Method (CPM) network using the Precedence Diagramming Method (PDM) has been selected by the Employer as the technique for contract management system and in coordinating the multi-contract project.
  • This technique shall also be employed by the Tenderer in preparing their Tender submissions and by the Contractor in their Construction Stage submissions.
  • Unless otherwise agreed by the Employer/Engineer, all programs submitted by the Contractor shall be produced using computerized Critical Path Method (CPM) Networks developed implementing the Precedence Diagramming Method (PDM) with Resource Loaded Charts and Tables.
  • The Contractor shall implement and use throughout the duration of the Contract, a computerized system to plan, execute, maintain and manage the planning, design, pre-construction, construction, and subcontracts in executing the CPM scheduling by PDM.
  • The reports, documents and data shall be provided monthly and shall be an accurate representation of the current status of the Works and of the work remaining to be accomplished; work planned to be taken up during next month, shall provide a sound basis for identifying problems, deviations from the planned works, and for making decisions; and shall enable timely preparation of the same for presentation to the Engineer.
  • The payment for the same is deemed to be included in the rates quoted against schedules.

Eligibility:

Average Annual Construction Turnover:

  • Minimum average annual construction turnover in equivalent INR 201.89 Crores Calculated as total certified payments received for contracts in progress or completed, within the last three financial years (refer note below the table).

Net –Worth:

  • Minimum average Net-Worth (Total Assets – Total Liabilities) should not be less than INR 30.28 Crores during the last three financial years (refer note below the table)

Contracts of Similar Size and Nature:

  • Execution as contractor or subcontractor, at least One contract with a value of at least INR 90.85 Cr. that has been successfully or is substantially completed within the last Seven years before the deadline for submission of the bids, and that is similar to the proposed work.
  • The similar work here shall be that which meets the requirement of any one of the following: 
    • Construction & launching of PSC segmental girders / fabrication, erection & launching of steel girders of 28 m or longer spans with total length of such spans being 880 m or more in elevated Metro Railway Projects (Viaduct).
    • Execution of 8212 m of installation of pile of dia of 1200 mm in elevated Metro Railway Projects (Viaduct), or
    • Execution as contractor or subcontractor, at least Two contracts, each with a value of at least INR 53.00 Cr. that have been successfully or are substantially completed within the last Seven years before the deadline for the submission of the bids, and that are similar to the proposed work.
  • Each similar work here shall be that which meets the requirement of any one of the  following: 
    • Construction & launching of PSC segmental girders / fabrication, erection & launching of steel girders of 28 m or longer spans with total length of such spans being 440 m or more in elevated Metro Railway Projects (Viaduct).
    • Execution of 4106 m of installation of pile of dia of 1200 mm in elevated Metro Railway Projects (Viaduct).
