RVNL invites tender for OHE and doubling of track work between Phaphamau-Janghai section of Lucknow Division of Northern Railway

Rail Vikas Nigam Limited (RVNL) has invited bids under Single Stage Two Envelope Bidding procedure In Two Packages for Design, supply, erection, testing & commissioning of 2X25 KV AC OHE between Phaphamau (Excl.) – Janghai (Excl.) section of Lucknow Division of Northern Railway for upgradation of electric traction system in connection with doubling of track between Phaphamau (Excl.) – Janghai (Excl.) section of Lucknow Division on Northern Railway in the state of Uttar Pradesh, India.

Scope of Work:

• This work pertains to Design, supply, erection, testing & commissioning of 2 x 25 KV AC OHE between Phaphamau (Excl.) – Janghai (Excl.) section of Lucknow Division of Northern Railway for upgradation of electric traction system with doubling of track between Phaphamau (Excl.) – Janghai (Excl.) section of Lucknow Division on Northern Railway in the state of Uttar Pradesh, India.
• Phaphamau (Excl.) – Janghai (Excl.) section is a part of the vital link connecting Allahabad with Varanasi in the northern region. Apart from passenger goods traffic, the proposed line will be helpful in development of the surrounding regions. Proposed line is to be operated on a 2 x 25 KV OHE basis.
• At present, doubling work is being carried out in the section by RVNL. Scope of this tender consists of Design, supply, erection, testing & commissioning of 2 x 25 KV AC OHE between Phaphamau (Excl.) – Janghai (Excl.) section on the doubling line.
• Further, existing line in the section is operational on 25 KV AC and required modification on existing line is to be done to suit 2 x 25 KV AC for upgradation of electric traction system due to high power requirement.
• Relevant latest RDSO/CORE/RVNL drawing should be referred which is applicable for carrying out the works on 2 *25 KV OHE system. Total length of the section is (RKM 47/TKM 125).

The section comprises of five intermediate station which are as shown below:

At present following works are being carried out in the section:

Availability of Land:

• The major portion of the required land for the execution of works is available along the alignment.
• However, the contractor may have to take lease of the land temporarily for installation of his facilities like batching plant/ Casting Yard/ Site Workshop etc.
• The bidders are advised to make detailed study and cater for such expenditure in the bid.

Approaches to the project site:

• Approach to project length is available through level crossings and through revenue land from existing roads, at a reasonable number of locations.
• The contractor shall plan for approach roads to the various sites of work after conducting a detailed site survey and should include the cost of inputs for any such approach roads in his bid for the work.
• However, in case, any existing road needs to be widened or bridge needs to be strengthened & there is no alternative road available to the site of work and the authority owning the said road submits demand to CPM/RE/RVNL to carry out some specific works, CPM/RE/RVNL shall get such works executed through the existing contractor or any other agency and shall make payment for such work.

Electrification:

• The existing single line on Phaphamau-Janghai section has been electrified with standard 25 kV 50 HZ, AC overhead equipment. The section is to be provided now with a double line.
• The work involves Design, supply, erection, testing, commissioning and modification of OHE into 2 x 25 KV AC OHE in the Janghai (Excl) – Phaphamau (Excl.) section with modifications to the existing OHE including cut and connect locations, etc. in Lucknow Division on Northern Railway, Uttar Pradesh, India.

TSS, SP, SSP AND LT Sub-Stations to be provided or to be modified:

• Execution of TSS/SP/SSP works is out of scope for present tender.
• The work is to be executed as per the latest instructions, AC Traction Manual, SMIs and drawings issued by Ministry of Railways, RDSO, CORE and CEE/Zonal Railway/RVNL till 28 days before the deadline for submission of bids.
• Power line crossing modification will be required to meet IRSOD stipulations with latest A&C’s LT modification is to be done:
• Work also involves electrification of service buildings, platforms, platform shelters, FOBs, level crossing gates, goods yards, residential buildings and other installations. Alteration to the existing service connections will also be involved.
• SCADA Control building is to be constructed/modified at Railway divisional HQ which is out of scope of present tender.
• Trimming of trees, if any, will be the sole responsibility of the contractor and cost for the same is deemed to be included in the contract. No additional payment for the same will be made.
• For the storage/transportation/loading/unloading, etc. of material, contractor depot to be constructed by the contractor at his own cost at a place decided by Employer.

Design and Drawing:

• Supply and installation of overhead equipment at 2 x 25 KV AC and all associated work includes preparation of all drawings.
• Bidders need to carry out detailed surveys for preparation of detailed plans/drawings as required for supply and installation of overhead equipment at 2 x 25 KV AC and all associated works.
• The Geeral Power Supply Diagram and the Sectioning Diagram (approved in principle) will be prepared by the successful bidder and submitted for approval from the Employer/Railways.
• The bidder shall be required to prepare other drawings such as Cross section drawings of foundations etc. as per extant instructions and get them approved from the Engineer/Employer.
• Contractor shall get soil testing done to verify soil bearing capacity at a stretch of not more than 5 km for OHE foundations and at the other location as specified by the employer and wherever soil strata changes. Contractor shall verify the Soil bearing capacity as per guidelines.
