SCR Invites open Tenders for leasing of Parcel Cargo Express Train for transportation of Parcels

South Central Railway has invited sealed open tenders for leasing of Parcel Cargo Express Train from valid registered lease holders and others having an average annual turnover of Rs.10 Crores during the last three financial years ( 2017-18, 2018-19 & 2019-20). 

Work Description: Invites open tenders for leasing of PCET for transportation of parcels, originating from secunderabad for two streams. 1.CHZ-SGTY 2.CHZ-NGC

  • The following streams are proposed for running of Parcel Cargo Express Train on lump sum leased freight (accepted rates) on round trip basis for a period of Six (6) years.
  • The minimum composition of the length of the Rake size of leased Parcel Cargo Express Train (PCET) shall be 15 Parcel Vans (VPHs/VPs/VPUs/VPHUXs) + one brake van (two compartments of SLR, having parcel capacity of 04 tonne each) for first six months of the contract.
  • After six months, the minimum composition of leased PCET shall be 20 parcel vans (VPHs/VPs/VPUs/VPHUXs) + one brake van (two compartments of SLR, having parcel capacity of 04 tonne each) and lump sum leased freight shall be charged on pro rata basis.
  • However, the composition of leased PCET may be increased on mutual consent up to 24 parcel vans by enhancing the prevailing accepted rate of the contract during its currency on PRORATA BASIS.

Railway Board have furnished approved intermediate loading/unloading stations for each zone. The intermediate loading/unloading stations for the following streams are on the path of the train run route.

Parties willing to participate in the subject tender may indicate the number of VPs intended to be loaded in each trip and also offer the rate per tonne in the tender form supplied subject to a minimum of 15VPs + One Brake Van for the first six months and minimum of 20 VPs + One Brake van for rest of the contract period along with Earnest Money Deposit.

Salient features of leasing of Parcel Cargo Express Train on round trip basis are:-

  • The minimum composition of the length of the Rake size of leased Parcel Cargo Express Train (PCET) shall be 15 Parcel Vans (VPHs/VPs/VPUs/VPHUXs)+one brakevan (two compartments of SLR, having parcel capacity of 04 tonne each) for first six months of the contract.

After six months, the minimum composition of leased PCET shall be 20 parcel vans (VPHs/VPs/VPUs/VPHUXs) + one brakevan (two compartments of SLR, having parcel capacity of 04 tonne each) and lump sum leased freight shall be charged on pro rata basis. However, the composition of leased PCET may be increased on mutual consent up to 24 parcel vans by enhancing the prevailing accepted rate of the contract during its currency on PRORATA BASIS. 

Moreover, in case, after increase of composition, at a later stage, the operation of PCET is not sustainable, the number of parcel vans may be reduced up to minimum composition of 20 parcel vans + 1 brake van and rates reduced accordingly on PRORATA BASIS.

  • Lumpsum leased freight shall be collected on the day of loading which will be calculated as per actual permissible carrying capacity of the parcel vans supplied for loading. 
  • 2% Development charge will be levied on accepted lump sum leased freight.
    • Goods and Service Tax (GST) of 5% will also be levied in addition to the freight as applicable.
  • Pre-payment of lump sum leased freight is compulsory on the day of loading as per the terms & conditions.
  • This service will be provided with a minimum frequency of at least two trips per month. The frequency can be increased based on requests made by the leaseholder subject to the availability of parcel vans and operational feasibility.
  • Leaseholder has to make his own arrangements for loading and unloading of parcel vans.
  • Budgetary or any other increase shall not be applicable during the contractual period.
  • Leased parcel vans plus Brake van will be placed at operationally convenient locations for loading/unloading at originating/intermediate/destination stations.
  • The lease holder, if he so desires, may load parcel vans from intermediate station(s) subject to operational clearance and payment of lump sum leased freight on end-to-end basis.
  • Zonal Railways may change the terminal within the same area in view of operational exigencies or on party’s request in view of local circumstances, provided reasons are justified.
  • Tender documents have to be obtained from the Senior Divisional Commercial Manager’s Office, First Floor, Sanchalan Bhavan, Secunderabad on any working day between 10.00 hrs and 17.00 hrs. or Tender form can be downloaded from S.C.Railway website at “http://www.scr.indianrailways.gov.in”.
