General:
- Gujarat Metro Rail Corporation (GMRC) Limited was incorporated by the Government of Gujarat to implement Ahmedabad Metro Rail Project, Phase – 1. The Company was restructured and with effect from 20th March 2015, the company has been converted into 50:50 SPV of the Government of India and Government of Gujarat.
- GMRC is implementing Ahmedabad Metro Rail Project Phase – I, Phase – II and Surat Metro Rail Project Phase – I (the “Project”) with an objective of providing safe, fast and eco-friendly transportation services to the public at affordable rates while simultaneously reducing congestion on roads.
Scope of Work:
- The DPR report for Surat Metro Project Phase-I identifies 05 Metro Stations for development on PPP (04 to be considered for this study). To achieve the aforesaid objectives, scope of work which has been divided into two phases shall focus primarily on, but not limited to theM following:
- Phase 1, Feasibility Stage: Revenue Model options and Business plan with implementation mechanism (Macro and Micro level).
- Phase 2, Bid Process Management: Analysing suitable transaction structuring along with preparation of bid documents and project marketing and bid process management.
- Further, for each site, the consultant shall liaise with concerned authorities like SMC, Dream City Ltd etc. and other relevant stakeholders to obtain land details and detailed site surveys.
- Assistance of GMRCL will be provided as required. Detailed site surveys will have the following details:
- Land boundaries including all obligatory points, surrounding roads/structures and measure/plot the sides of the site.
- Existing roads, structures within the plot and other transport infrastructure and roads abutting the plot fences, compound walls, gates, bore wells, demarcation of plot boundaries/reservation plot;
- All standing/built up structures indicating the number of storeys etc.
- Trees, electric poles, electricity lines, telephone lines, water supply lines & installations above ground, sewerage lines & installations above ground, HT/LT electric lines and other utilities etc.
- In case of unavailability of data from the competent authorities, the consultant shall carry out a topographic survey and collect details as mentioned above for all the land parcels without any additional cost.
Conceptual Plan and Feasibility Analysis:
- Prepare conceptual plan for the commercial development of the site. The conceptual plan should clearly show the land use, infrastructure requirement, and compliance with CGDCR, Fire Norms, FSI utilisation and other applicable norms.
- It should also show consideration for integration with existing/proposed Metro infrastructure with reference to the issued/ongoing tenders. The conceptual layout should also take into account formulation of a smooth interface with the Metro Station so as to mutually benefit the proposed facility as well as the Metro System by enhancing ridership / footfalls.
- The consultant shall identify necessary approvals and clearances to be obtained for the proposed facilities/developments and assist the authority in identifying and preparing appropriate documentation to support any applications with regards to the same. Based on real estate market analysis, conceptual plan and block cost estimates, develop a financial model for the project. Bring out various assumptions for revenue, cost and others, including basis thereof, which are used in the financial model.
- The financial model shall be prepared in MS Excel program and a simplified summary sheet of the entire financial analysis should be prepared showing key data such as: Project Cost, Equity, Debt, Capital Expenditure, Total Revenues, Total O&M Expenditure, Project Cash Flows, Project IRR and Equity IRR. Appraise/review the SMC/Dream City land parcels as provided in DPR/MOU for viability of PPP.
- The consultant shall also apprise GMRCL of the optimum area that would be required to make a project viable or achieve the expected targets set in DPR. Identify critical success factors and interventions required for realising the maximum potential/project viability for each location. Based on the above, submit a feasibility report for the project specifically outlining its recommendations.
Notes:
- The experience of Government / PSU / Private sector Entities shall be considered for evaluation.
- The ongoing project will be considered if more than 70 percent payment is made by client and the Final study draft has been submitted for approval. In this case, the bidder has to submit the client certificate / CA certificate certifying the 70% payment has been made and the final draft study has been submitted for approval.
- The Applicant should provide details of only those projects that have been undertaken by it under its own name or either as a lead partner of JV/Consortium or as a member of JV/Consortium with minimum 26% participation.
