Tenders invited for development of Raninagar Jalpaiguri Brown Field Goods shed on PPP model

Northeast Frontier Railway (NFR) has invited open tender from interested parties, with a provision of two packet system for development of Raninagar Jalpaiguri (RQJ) Brown Field Goods shed for maintenance of existing infrastructure and provision of new infrastructure such as Development of approach road, goods circulating area, Merchant room, drinking water facilities, resting facilities for labour etc. at Railway’s estimated cost of Rs. 12.81 Crore on a PPP model for a period of 05 years as a Common User facility.

  • Name of the work: Development of RANINAGAR JALPAIGURI (RQJ) for Brown Field Goods shed in “Two Packet System” for maintenance of existing infrastructure and provision of new infrastructure such as Development of approach road, goods circulating area, Merchant room, drinking water facilities, resting facilities for labour etc. at Railway’s estimated cost of Rs. 12.81 Crore on a PPP model for a period of 05 years as a Common User facility.
  • Earnest Money Deposit: Rs.7,36,000/-
  • Time Period of completion of work: 06 Months

Tender Document available for download from website: To be collected from Office of the Sr. Divisional Commercial Manager, N F Railway, Katihar and Assistant Commercial Manager,N.F.Railway,New Jalpaiguri, on payment of requisite cost of the Tender form. Form & Documents may also be downloaded from www.nfr.indianrailways.gov.in . In case Form & Documents are downloaded from the website, cost of Tender form is to be deposited in the form of Demand Draft, drawn in favour of FA & CAO/N. F.Railway, Maligaon payable at Katihar. Any form, submitted without Cost of Tender form will be summarily rejected. 

The interested Tenderer may offer their tender under the two packet systems i.e Packet(A)-Technical Bid and Packet(B)- Financial bid in the prescribed format.

  • Earnest money in the form of Demand draft/FDR drawn in favour of FA & CAO, N.F.Railway, Maligaon to be deposited along with the tender documents. No tender will be accepted without earnest money.
  • If the tender form is not filled properly and not supported with requisite documents duly self attested and requisite money, tender will be summarily rejected.
  • N.F.Railway administration reserves the right to cancel the tender notice even at the last minute without assigning any reason whatsoever.
  • The Railway will not accept wherein conditional offer has been given by the tenderer and the offer will be out rightly rejected and earnest money will be forfeited.
  • Offers in sealed covers addressed to the Sr. Divisional Commercial Manager, N.F.Railway, Katihar duly superscripted ‘Offer for Development of Raninagar Jalpaiguri (RQJ) Brown Field Goods shed.
  • Unsuccessful tenderer shall not be given any notice.
  • Packet–A shall be technical bid which contains the eligibility criteria and layout and design of the works detailed for renovation at goods shed which needs to be qualified by the bidder with his own drawing & proposal. Those shortlisted, who qualify in the technical bid (Packet-A) based on the finalization of layout and design by the selection committee shall be considered for evaluation of their financial bid i.e. Packet-B.
  • Packet-B is the financial bid. The agency/party has to make their offer in terms of percentage of share of Terminal Charge and Terminal Access Charge asked on realization of such charges at Raninagar Jalpaiguri (RQJ) Brown Field Goods shed.

(It is advised that agency should evaluate the share of Terminal Charge for the traffic being dealt and also the prospective traffic for next Five years vis-a-vis the investment required to be made for development of facilities at respective goods shed as per scope of work and specification of the work before making their bid in terms of percentage share in Terminal Access charge). Bids asking more than 100% of the Terminal Charge will not be entertained & summarily rejected.
