Scope of Work:
- Design supply, installation, testing & commissioning of AFC system by Re-Engineering the existing Lucknow Metro closed loop system for implementation of Open Loop EMV NCMC card and QR Code ticketing.
- UPMRC currently operates Lucknow Metro Rail services between CCS Airport to Munshipulia Station (Total 21 stations).
- The Table below shows likely route length of corridor and type of the corridor i.e. at grade, underground or elevated.

- Closed loop tokens & smart cards are currently used as fare media by commuters to travel on this line. This document explains the detailed Scope of Work that UPMRC is planning for implementation of Open Loop EMV NCMC Card and QR Code (Mobile/Paper) ticketing functionality.
It includes following task but not limited to:
- Supply & Service for Implementation of Open Loop EMV NCMC Card Based for Rupay /Master/Visa
- Re-Engineering/ upgradation the existing Lucknow Metro closed loop AFC system (AFC Gate, TOM/EFO, TVM, station computer (SC) and Central Computer including Hardware & Software services) for implementation of Open Loop EMV NCMC card and QR Code (Mobile/Paper) ticketing.”
- Supply & Service for Implementation of Open Loop EMV NCMC Card Based for Rupay Brief Scope of Work for Implementation of Open Loop EMV NCMC Card that includes butnot limited to following.
- Supply & Service of EMV (L1, L2 & L3) certified Readers* for current AFC equipment, Gates, TOM/EFO, TVM that supports Open Loop EMV NCMC for Card based Rupay, Master & Visa and existing closed loop fare media (Cards & tokens).
- Supply & service of all required network accessories Network switches, cables, racks, junction box etc. required for working for Open Loop EMV NCMC Card Based for Rupay/Master/Visa.
- Upgradation of software of current AFC equipment (AFC Gates, TOM/EFO, TVM )for issuing QR code tickets and Issuing & Top-up of EMV NCMC card.
- Upgradation of Station computer (Hardware & software) as per design & functionality requirement.
- Upgradation of Central computer (Hardware & software) as per design & functionality requirement.
Detailed scope of work:
- Detailed scope of work for implementation of Open Loop EMV NCMC card based Rupay card, that includes but not limited to following,
- Retrofitting of EMV Reader & QR reader on existing AFC station level equipment (Gate,TOM/EFO/TVM): Design, Develop of fixture for fixing & installation of EMV Reader, QR code on existing AFC equipment with existing closed loop card & token functionality.
- Acceptance of Open loop EMV NCMC card based Rupay card having store value & other fare products (Period pass, Trip pass etc.) on already installed gates having EMV NCMC Readers,
- Design, Develop & Upgrade Kernel & Firmware of Gate Reader’s for acceptance of EMV store value & trip pass card both.
- Design Develop & Upgrade interface between AFC equipment/ devices EMV reader and already installed AFC central computersystem /AFC back office for data storage, equipment configuration and other existing features.
- Design, Develop & upgrade interface between AFC devices EMV reader and FI /Bank switch for acquiring of transactions happen on AFC system.
- All required certifications to be taken from Rupay (NPCI)/Master/Visa for operation.Cost of these certificates to be taken care of by the tenderer.
- Issuance & Top up of EMV based cards having store value & Trip/Period Pass from TOM/EFO having EMV Readers as well existing card.
- Develop & Upgrade TOM/EFO, software already installed for, Top up and Penalty of Store Value & Trip/Period pass both.
- Develop & Upgrade software already installed for TOM/EFO for Issuance, Topup and Penalty of Store Value & Trip / Period pass.
- Develop & Upgrade interface between AFC devices and already installed AFC Backup office for data Storage, equipment configurations and other existing features.
- Develop & Upgrade interface between TOM/EFO and FI/Bank switch for acquiring of transactions happen on AFC devices.
- Develop & Upgrade interface between TOM/EFO & for managing all functions of the cards using the TOM/EFO interface and user access control modules.
- Commuters will be able to pay in:
- Cash
- Scanning of UPI QR Code and Bharat QR
- Debit, Credit & Prepaid Cards
- Wallet
- Any other Payment mode
- All payment mode data need to be captured & validated from AFC for issuance & top up of EMV cards i.e integrated POS machines (preferably wireless) and dynamic QR code display.
Scope of work QR code ticketing Implementation:
- Design, supply, installation, testing & commissioning of AFC system by ReEngineering the existing Lucknow Metro closed loop AFC system for implementation of QR code ticketing at AFC equipment (Gate/TOM, EFO/TVM), Station Computer and Central Computer system.
- Design, Supply, installation, testing & commissioning of QR code reader at AFC equipment that support QR reading and scanning.
- Supply of all required network accessories like Network switches, cables etc. required for working for QR Code ticketing.
- Supply of all required power/electrical accessories like cables, connectors, etc. required for working for QR Code ticketing.
- Complete Software Designing, Development & installation for supporting QR code-based ticketing (Paper & Mobile) as per the guidelines and also compatible with existing close loop card & tokens.
- Complete Software Designing, Development & installation of QR EMV Card Readers at Gate, TOM/EFO,TVM.
- Complete Software Designing. Development & Up gradation of existing AFC Station computer, Central computer system and AFC Backoffice.
- Complete setup of Servers (Station Computer as well as Central Computer). QR code ticketing shall be implemented as per latest standards and guidelines.
- All required interfaces shall be done & Certifications to be taken for commercial operations.
- Installation, Testing & Commissioning of complete QR code ticketing system.
Services:
- Complete Software Designing, Development & Upgrade for supporting Open Loop EMV NCMC Card Based for Rupay/Master/Visa as per their guidelines and also compatible with existing close loop card & token.
- Complete Software Designing, Development & Upgrade of EMV Card Readers at AFC devices with existing close loop Card
- Complete Software/Hardware Designing, Development of all AFC devices software for NCMC EMV and existing close loop card ,token.
- Complete Software Designing. Development & Up gradation of existing Station computer, AFC Central computer system/ Backoffice/CCHS.
- Complete setup of software of Servers (Station Computer, Central Computer system/CCHS).
- Complete Software Designing, Development & Upgrade of existing Network as perbanking standards.
- Complete connectivity and Interface with FI and Bank switches.
- All required Certifications to be taken for commercial operations.
- Retro fitment of EMV reader/validators in current AFC equipment (Gate, TOM/EFO, TVM)
- Complete Interface with all levels like AFC equipment, SC, CC, Network, Database, AFC Back office.
- Installation, testing & Commissioning of complete system.
- End to end testing of complete system with all relevant parties e.g. FI, Bank, UPMRC, NPCI, Master, Visa, PCI DSS and other required for commercial operations.

Work Experience:
- The tenderers will be qualified only if they have successfully completed similar work(s) during the last 7 years ending on the last day of the month previous to the month of tender submission:
- At least one “similar work” of value of ₹ 8.22 Crores or more, or
- Two “similar works” each of value of ₹ 5.14 Crores or more, or
- Three “similar works” each of value of ₹ 4.11 Crores or more
- Similar work for this contract shall be “Design, Supply, Installation & commissioning of Contactless Smart Card automatic fare collection system for MRTS/Bus”, and
- Tenderer should have successfully completed one project, of any amount, for Open loop Ticketing/ NCMC/ QR code ticketing through Bank in MRTS.
