Scope of Work:

  • Lucknow metro consists of 21 stations ie CCS Airport, Amousi, Transport Nagar, Krishna Nagar, Singar Nagar, Alambagh, Alambagh Bus stand, Mawaiya, Durgapiri, Charbagh, Husainganj, Sachiwalaya, Hazratganj, KD Singh Babu stadium, Vishvavidyalya, IT College, Badshah Nagar, Lekhraj, Bhoot Nath, Indira Nagar, & Munsipuliya, 01 Depot and 01 RSS  And Kanpur metro consists of 09 stations, ie IIT Kanpur, Kalyanpur, SVM, Vishvavidyalaya, Gurudev Chauraha, Geeta Nagar, Rawatpur, LLR & Motijheel, 01 Depot and 01 RSS.
  • The Bidders must familiarize themselves with the UP Metro project, especially the layout of the Depot, the Stations, RSS and the Viaduct with track and the Train coaches, Site conditions and take the same into account while preparing and submitting their Bids.
  • They are required to verify the information given in respect of area etc. and seek clarifications, if any from UPMRCL before bidding. To obtain first-hand information on the assignment and on the local conditions, Bidders are encouraged to pay a visit to the stations, depot and viaduct sites in the Lucknow and Kanpur locations before submitting their Bid and to attend a pre-bid meeting. Attending the pre-bid meeting is optional.
  • The Bidders representative should contact the official named in the Key details to arrange for their visit or to obtain additional information on the pre-Bid conference. Bidders should ensure that these officials are advised of the visit in advance to allow them time to make appropriate arrangements.
  • Total scope of work for manpower may be increased upto 25% which may be in the same city or in another city at Agra, if required.
  • Supervisor shall be from ex-Army/Police/CPMF or certified from appropriate certificate body eg. NCVT (National Council for Vocational Training), NSDC (National Skill development corporation) etc or having 5 years of working experience.
  • The security guard shall be trained for passenger/ customer dealing etc. The frisking security guards shall be trained properly with DFMD/ HHMD handling.
  • All technical equipment like X-BIS, HHMD and DFMD will be provided by UPMRC.
  • The supervisor shall coordinate with the full security staff and keep watch and take rounds at regular intervals so that the security of the colony is not compromised.
  • The guards shall be alert and keep watch on the area for which they are authorised and  also be aware of the surrounding area.
  • In case of any emergency the supervisor shall immediately contact the concerned UPMRC Officials.

Work Experience:

  • The tenderers will be qualified only if they have successfully completed work(s), completion date(s) of which falling during last seven years ending last day of the month previous to the month of tender submission end date as given below:
    • At least One “similar work” with a value of Rs. 7.75 Crore or more.
    • Two “similar work” each with a value of Rs. 4.84 Crore or more.
    • Three “similar work” each with value of Rs 3.87 Crore or more.

Notes:

  • The tenderer shall submit details of work executed by them in the Performa of Annexures-1 & 1 A of NIT. for the works to be considered for qualification of works experience criteria.
  • For the above, documentary proof such as LOA, completion certificates from clients clearly indicating the nature/scope of work, actual completion cost and actual date of completion for such work should be submitted. The offers submitted without this documentary proof shall not be evaluated.
  • In case the work is executed for a private client, copy of work order, bill of quantities, bill wise details of payment received certified by C.A., T.D.S certificates, and Form 26 AS for all payments received and copy of final/last bill paid by client shall be submitted. 
  • Value of a successfully completed portion of any ongoing work up to the ending last date of the previous month of submission and the end date of tender will also be considered for qualification of work experience criteria.
  • For completed works, the value of work done shall be updated to the end date of previous month of submission, end date of tender price level assuming 5% inflation for Indian Rupees every year and 2% for foreign currency portions per year.
  • Criteria for work experience for “similar work” as described in para-A, above, shall be satisfied by a single entity.
  • Financial data for the last five audited financial years has to be submitted by the tenderer in Annexure-2 of NIT along with audited balance sheets. The financial data in the prescribed format shall be certified by a Chartered Accountant with his stamp and signature.
  • In case the audited balance sheet of the last financial year is not made available by the bidder, he has to submit an affidavit certifying that ‘the balance sheet has actually not been audited so far’. In such a case the financial data of previous ‘4’ audited financial years will be taken into consideration for evaluation. If the audited balance sheet of any year other than the last year is not submitted, the tender may be considered as non-responsive.
  • Where a work is undertaken by a group, only that portion of the contract which is  undertaken by the concerned applicant/member should be indicated and the remaining done by the other members of the group be excluded. This is to be substantiated with documentary evidence.
  • Value of existing commitments (as on last date of previous month of submission end date of tender during the period of works of this tender starting from first date of month of submission end date of tender has to be submitted by the tenderer in Annexure 3 of NIT. These data shall be certified by the Chartered Accountant with his stamp and signature.
  • Available bid capacity has to be submitted by bidder in Annexure 4 of NIT. Available bid capacity should be more than NIT Value.
