General:
- X-RAY Baggage Inspection System, DFMD and HHMD System shall be located at the specified location of UPMRC metro stations or other places as per site requirement to screen passenger’s baggage and the passenger himself before permitting entry to platforms and vital locations of UPMRC premises.
Scope of Work:
- The specification of X- Ray Baggage Inspection System, DFMD and HHMD covers technical specification and requirement of baggage Inspection systems consisting of X-Ray Equipment, entry/exit stainless steel roller tables, Table and chair for operating the operator console, UPS, LCD colour monitors, operator control console, DFMD, HHMD etc. for baggage Inspection at different locations of Metro stations.
- X-Ray Baggage Inspection System shall be networkable (Ethernet) as per site requirement.
- The Equipment should be capable of storing images and these images can be retrieved from a USB port using an external drive. The system shall be able to work continuously without interruption.
System Description:
- X-Ray Baggage Inspection System to be provided at Metro Stations of UPMRC shall consist of X-Ray Equipment, operator console with touch sensitive pad, stainless steel roller tables on entry and exit side, online UPS with maintenance free batteries for giving 30 minutes power back-up, LCD Colour monitors, power cable, Combined Test Piece (CTP), Threat Image Projection (TIP) software etc.
- X-Ray Baggage Inspection System shall have tunnel size of minimum 60 cm (width) x 40 cm (height).
- DFMD with Passage dimensions 200cm height, 72cm Breadth, 57cm Width and weight approximately 80 Kg, minimum 8 Zones with throughput of 25 person per minute shall be placed at the entry of all stations.
- HHMD with maximum 500 Gms. Weight, single push button operation, scan rate of minimum 3” to 24” per second, shall detect ferrous and non-ferrous metals.
General Requirements:
- Original equipment Manufacturer or their authorised representatives of X-Ray Baggage Inspection System, DFMD and HHMD shall have their services based in India.
- X-Ray Baggage Inspection System shall have quality system compliance (ISO 9001), CE complied and (AERB) Atomic Energy Regulatory Board of India certified. Manufacturers will have to produce a certificate in this regard for the particular model proposed in the bid.
- The X-Ray Equipment shall comply with the film safety of ten passes of ISO 1600/33 DIN high speed photographic film.
- All software and firmware upgrades shall be free of cost for lifetime of respective security equipment as per conditions mentioned in the tender. The PC of the Equipment shall be easily accessible and programmable.
- The system should be capable of adapting to diverse operational requirements and evolving security challenges through easy customization of software-based controls and tools.
- The power supply available at the Metro Station shall be 230V, 50Hz AC which may vary from 160 Volts to 270 Volts. All modules of the Inspection System should work using this power supply only with requisite converters and voltage stabilizers of suitable capacity (Minimum of 3 KVA capacity).
- The X Ray Baggage Inspection System and DFMD shall be capable of bidirectional Inspection operation.
- X Ray Baggage Inspection System for all type of Metro stations should mainly consist of the following:
- X-Ray system
- Operator Control Console
- Inbuilt lockable drawer for console/screen monitor
- Entry/ Exit Roller Table and UPS
- Power Stabiliser (Minimum of 3 KVA or above from reputed supplier)
- Battery and Stabiliser Stand.
- The X-Ray Equipment, DFMD and HHMD devices should preferably be provided at specified location of the metro station or any other locations as decided by the purchaser in Agra.
- The X Ray Baggage Inspection System shall have imaging capabilities using dual energy folded detector array having minimum number of diodes for following tunnel sizes: For tunnel size Minimum 60 cm (width) x 40 cm (height): Sensor > 1000 photodiodes
- The X Ray Baggage Inspection System shall have a transparent colour feature providing crisp, clear and robust colour images enabling the operator to interpret threat objects with higher degree of confidence.
- The X Ray Baggage Inspection System shall have an operator interface with a touch-sensitive pad /roller allowing operator for a continuous heads-up operation.
- The Equipment should be capable of discrimination of organic /inorganic stripping, reverse video, pseudo Colour imaging, image annotation, real time continuous diagnostics and edge enhancement.
- The Equipment should have image zooming capability from minimum 2X – 16X zoom and continuous zoom up to 16X.
- Each Equipment should have Threat Image Protection (TIP) software which can insert fictitious threat images at periodic intervals and track operator responses, allowing supervisors to assess the effectiveness of the Inspection operations and encouraging operators to stay alert.
- The system shall have an image archive option that supports storage of up to minimum 50,000 images, determined by the user defined expiration dates or on a first-in, first out basis.
- The system shall have audio and visual alarm for a threat after it has compared scanned objects to data on known threats and shall highlight suspect items for further analysis.
- All the Equipment installed outside the control room shall be able to withstand 0 Deg. C to 50 Deg. C and humidity of 95 % non-condensing. The storage temperature capacity should be 0 Deg. C to 50 Deg. C and airborne noise level of <70 dB (A).

Eligibility:
- The tenders for this contract will be considered only from those tenderers (proprietorship firms, partnerships firms, companies, corporations) who meet requisite eligibility criteria prescribed in the sub-clauses of clause 1.1.3 of NIT. Joint Ventures and consortiums are not allowed to participate in the tender.
- A tenderer shall submit only one bid in the same tendering process. A tenderer who submits or participates in more than one bid will cause all of the proposals in which the tenderer has participated to be disqualified. No tenderer can be a subcontractor in the same bidding process.
- Tenderers shall not have a conflict of interest. All Tenderers found to have a conflict of interest shall be disqualified. Tenderers shall be considered to have a conflict of interest with one or more parties in this bidding process, if:
- A tenderer has been engaged by the Employer to provide consulting services for the preparation related to procurement for on implementation of the project;
- A tenderer is any associates/affiliates (inclusive of parent firms) mentioned in subparagraph (a) above; or
- A tenderer lends, or temporarily seconds its personnel to firms or organisations which are engaged in consulting services for the preparation related to procurement for on implementation of the project, if the personnel would be involved in any capacity on the same project.
- The bidders will be qualified only if they satisfy the criteria as given in para A below during the last seven years ending 31.03.2022.
Work Experience:
- The tenderers will be qualified only if they have successfully completed work in India/abroad during last Seven years ending 31.03.2022 as given below:
- At least One “similar work” of value of Rs. 3.78 Crores or more, or
- Two “similar work” each of value of Rs. 2.36 Crores or more, or
- Three “similar work” each of value of Rs 1.89 Crores or more.
- Similar work for this contract shall be supply, installation, testing and commissioning of X-ray Baggage Inspection System in Central Govt. /State Government Department, Defense, Police Department, Railways, Airports, Metro Stations, /PSUs.
