In continuation to engagement of independent environmental and special consultant, the Gujarat Metro Rail Corporation (GMRC) Limited has now invited tenders for the work/Services, “Selection of Consultancy Firm for Financial Feasibility report Preparation of PPP AFC revenue Model followed by Open loop EMV & RuPay based ticketing RFP submission for Surat Metro Rail Project Phase-I” of Gujarat Metro Rail Corporation (GMRC) Limited.
The Project has two distinct corridor, with double track as under:

Pre-Bid Meeting: Pre- bid Meeting to be held through Video Conferencing / online on 24-07-2020, 11:30 Hrs onwards.
Scope of services for the work:
The scope of services to be provided by the Consultant generally includes, but are not limited to:
- Prepare Detailed Financial Feasibility project Report of PPP AFC revenue Model comprising of different options of revenue sharing, Capital cost investment responsibility and O&M activities.
- Provide Transaction Advisory Services.
- Prepare RFP for engaging open loop PPP AFC solution provider.
General description in brief of qualifying requirements and eligibility criteria:

| 2 | The bidder should have been in operation in the field of public sector consultancy for the last 5 years in India. | Work orders as proof of operations. |
| 3 | Past experience of providing advisory/consultancy services for planning and/ or implementing EMV based automated fare collection system accepting: EMV card or Rupay card (NCMC / q-Sparc specs) as fare media for transport authority (buses/ metros/ monorail/LRT) in last 10 years in India or abroad. The Scope of work shall involve following as minimum 1. Preparation of solution design 2.Preparation of commercial strategy and business case 3. Preparation of AFC PPP RFP and preparation of detailed Project Report. 4. Relevant Revenue Modelling for AFC EMV based system. | |
| 4 | The Bidder should not have been suspended /blacklisted/terminated by any Central/ State government departments/Corporations /PSUs for corrupt or fraudulent practices or for unsatisfactory services/performance rendered in last 3 (three) years. | Self-certification issued by the company secretary/ CFO/ Auditor of the bidder. |
| 5 | The bidder should not have any agent/middleman or not will be engaged or has not any agency commission been or will be paid for this work. |
Note: In case of JV/consortium/LLP, each member individually fulfils the above mentioned Requirements.
A disqualification to any point mentioned above will lead to disqualification of Eligibility Criteria. Technical proposal of such bidders shall not be evaluated and Financial Package shall be returned unopened.
