Bangalore Metro invites tender for integration of QR Code mobile ticketing and recharge of smart cards services for the metro network

Introduction:

Bangalore Metro Rat Corporation Ltd (BMRCL) is the Special Purpose Vehicle (SPV) of the Government of Karnataka and Government of India implementing Bangalore Metro Rail Project.

Phase-1 of the Project comprises of 40 stations on two corridors; the East- West (E-W) Corridor, of approximately 18.10 km length with 16 stations, out of which 4 are underground stations and the North-South (N-S) Corridor of approximately 24.20 km length with 24 stations, out of which 3 are underground stations.

These two corridors are interconnected for interchange of train rakes at Kempegowda (previously named as Majestic) underground Station, purely for operational purposes. The mode of traction is 750 V for Third Rail. The track is Standard Gauge (1435mm). Complete Phased is in revenue services since June 2017.

Phase-2 of the Project consists of the four extensions to the Phase-1 corridors and two new corridors. Two more new lines under Phase-2A and Phase-2B are being constructed.

Current Process of Ticketing System:

  • BMRCL is using state-of-art technology for Automatic Fare Collection (AFC) System wherein contactless smart fare media is used for ticket validation at entry/exit. For Single Journey, Contactless Smart Tokens (CSTs) are used.
  • These tokens are collected by fare gates at the end of journey. Commuters who travel frequently on Bangalore Metro can purchase Contactless Smart Card (CSC), which can be used for multiple journeys by recharging the store value in the card.
  • Currently, the recharge of the CSC can be done at the Ticket Office by paying cash or through debit/credit card/ UPI and through online channels viz. Namma Metro mobile app, WhatsApp, Paytm, Amazon Pay and BMRCL’s website. In order to enhance customer convenience, it has been decided to facilitate additional online channels for recharge of the CSC on BBPS and ONDC platforms.
  • The Phase-I and Phase-II AFC system also supports QR Code based mobile ticketing and open loop National Common Mobility Card (NCMC). The backend system for QR code ticketing solution has been implemented by BMRCL as part of AFC project.
  • The solution has provision for integration with multiple mobile app service providers for generation and sale of QR code tickets to Bangalore Metro travellers. Currently, ‘Namma Metro App’, WhatsApp, Paytm and Yatra mobile apps are issuing QR code tickets through direct integration with BMRCL AFC System. It is envisaged to enable Third Party mobile app providers for sale of QR code tickets for Bangalore Metro on BBPS & ONDC platforms.
  • Therefore, BMRCL is inviting this Tender (Tender no. 1 AFC BBPS & ONDC) for the Integration of BMRCL QR Code Mobile Ticketing & Recharge of Smart Cards with BBPS (Bharat Bill Pay System) & ONDC (Open Network for Digital Commerce).
  • The Tenderer will be required to carry out all activities and perform roles and responsibilities to meet the objective of integrating BMRCL QR Ticketing and Recharge of Smart Cards on BBPS & ONDC platforms envisaged in the tender.
  • It is the responsibility of the tender to abide by all RBI mandated guidelines and any other applicable regulatory/ statutory guidelines, over and above the terms and conditions of this tender, for providing such services.

Scope of Services:

BBPS Integration:

  • Design/Development/Integration of BMRCL AFC System with BBPCU (Bharat Bill Pay Central Unit) to facilitate the following through BBPCOUS (Bharat Bill Pay Customer Operating Units):
    • Issuance of QR code based mobile ticketing for travel in Bangalore Metro, and
    • Recharge of closed loop CSCs on behalf of BMRCL
  • Migration of BMRCL’s existing direct integrations on to the BBPS platform as per BMRCL decision
  • Providing transaction clearing, reconciliation of accounts and money settlement
  • Support and helpdesk for cardholders and commuters
  • Ensure Security Compliance
  • Support Management service
  • Helpdesk Support to BMRCL
  • MIS and Reporting
  • Admin Portal for BMRCL

ONDC Integration:

  • Design/Development/Integration of BMRCL AFC System with ONDC (Open Network for Digital Commerce) to facilitate the following through Buyer Apps:
    • Issuance of QR code based mobile ticketing for travel in Bangalore Metro, and
    • Recharge of closed loop CSCs on behalf of BMRCL
  • Supply, Installation, Testing and Commissioning of Adaptor Hardware and Software in BMRCL premises to convert BMRCL QR Ticketing & Smart Card recharge APIs to ONDC protocol and vice versa.
  • Design, Development, Testing and Commissioning of Seller Application on behalf of BMRCL
  • Migration of BMRCL’s existing direct integrations on to the ONDC platform as per BMRCL policies v) Providing transaction clearing, reconciliation of accounts and money settlement
  • Support and helpdesk for cardholders and commuters
  • Ensure Security Compliance
  • Support Management service
  • Helpdesk Support to BMRCL
  • MIS and Reporting
  • Admin Portal for BMRCL

Eligibility:

The Tenderer should be a company incorporated under the Companies Act, 1956/2013, duly registered under the law applicable to such company, and further subject to compliance with applicable laws, policies and guidelines of the Government of India, and

Should be in existence since the last three financial years excluding the current financial year, i.e., should be registered on or before 31.03.2020.

The Tenderer should have an average annual financial turnover of Rs. 1.7 Crore /- (Rupees One Crore Seventy Lakhs) in the last three financial years (2020-21, 2021- 22 and 2022-23).

The Tenderer must have licence/authorization/approval from Reserve Bank of India (RBI) (RBI) for implementing BBPS as Biller Operating Unit under Payment and Settlement Systems Act, 2007.

The Tenderer must possess a certificate for Biller Operating Unit issued by NPCI. The Tenderer must have successfully implemented at least one integration with any Biller on the BBPS platform as Biller Operating Unit.

Annual transactions:

  • The Tenderer should have handled minimum: 100 lakh digital transactions per annum, or
  • Nine lakh digital transactions in any one month on BBPS/ONDC platform as Biller Operating Unit/Seller App in the preceding year from date of NIT.
