Background:

  • Bangalore Metro Rail Corporation Ltd., (BMRCL) a Joint Venture of Government of Karnataka and Government of India, invites open tender (Single stage – Two Envelope System) from eligible, reputed and experienced Contractors (JV Permitted) for “Design, supply, installation, testing and commissioning of ballasted / ballastless track of standard gauge in Phase-2A & 2B and in Baiyappanahalli & Airport Depots for Bangalore Metro Project.”

Two Works Packages:

  • TrackWork-T1: “Design, supply, installation, testing and commissioning of ballast less track of standard gauge (approximately 57 Track KM) in elevated viaduct section between Silk Board Metro station (Km. 0.00) to Krishnarajapuram Metro station (Km. 18.236) & between Krishnarajapuram Metro station (Km. 0.00) to Kempapura Metro station (Km. 10.200) and in Baiyappanahalli Depot, along with ballasted track in Baiyappanahalli depot of Bangalore Metro Rail Project, Phase-2A & 2B.”
  • TrackWork-T2: “Design, supply, installation, testing and commissioning of ballast less track of standard gauge (approximately 51 Track KM in elevated viaduct section and 2 Track KM in Cut & Cover section) between Kempapura Metro station (Km. 10.200) to Airport Metro Station (Km. 36.530) and in Airport Depot along with ballasted track in Airport depot of Bangalore Metro Rail Project, Phase-2B.”

Introduction:

  • The Bangalore Metro Rail Corporation Limited is a Joint venture enterprise of Government of India and Government of Karnataka, entrusted with the responsibility of implementation of Bangalore Metro Rail project. The Phase-1 of the project which is already under operation consists of 42.3 km with 40 stations.
  • The East West Corridor is for a length of 18.2 km and North South Corridor is for a length of 24.1 Km. The underground section, which is 8.80 km in length, has seven stations including the interchange station at Majestic.
  • The Phase-2 of Bangalore Metro Rail Project consists of Four Extensions to the existing lines and Two New Lines with a total length of 72.095 km with 61 stations (49 Elevated and 12 Underground).

Eligibility:

  • Tenderer may be a Proprietorship Firm/ Partnership Firm/Private Limited Company/ Public Limited Company. Tenderer may apply either as a single entity or as ‘Joint venture’. Joint Venture is permitted in this tender.
  • There should not be more than Three partners in the Joint Venture. If a manufacturer of rails is participating as a JV partner, his financial share in the JV shall be limited to the estimated cost of supply of rails in this BOQ.
  • Only those Tenderers who satisfy the condition of ‘Class-I/ Class-II Local Supplier’ as per Clause 2.3 of EQC shall be eligible to participate in this Tender.
  • Class-I Local Supplier’ means a supplier or service provider whose goods, services or works offered for procurement, meets the minimum Local content of 90%.
  • Class-II Local Supplier’ means a supplier or service provider whose goods, services or works offered for procurement, meets the minimum Local content of 20%but less than that prescribed for ‘Class-I Local Supplier’.
  • Local content’ means the amount of value added in India which shall be the total value of the item procured (excluding net domestic indirect taxes) minus the value of imported content in the item (including all customs duties) as proportion of the total value, in percent.

Work Experience:

  • Participation as a Single entity or Joint Venture partner or Subcontractor, in at least One work of Similar nature* that has been **satisfactorily completed during last 07(seven) years ending as on date of tender submission, where the length of track not less than 45.6 Track KM
  • Participation as a Single entity or Joint Venture partner or Subcontractor, in at least Two works of Similar nature* that has been **satisfactorily completed during last 07(seven) years ending as on date of tender submission, where the length of track in each work not less than28.5 Track KM
  • Participation as a Single entity or Joint Venture partner or Subcontractor, in at least Three works of Similar nature* that have been **satisfactorily completed during last 07(seven) years ending as on date of tender submission, where the length of track in each work not less than22.8 Track KM

Notes:

  • Similar nature of work for this contract shall be the completed/substantially completed work of supply & installation or installation of ballastless track work on Metro Rail or High Speed Rail having design axle load not less than 15 tons.
  • If a contract is completed or ongoing, consisting of ‘Similar nature’ of work(s) along with other works, then the client’s certificate clearly indicating the amount of work done in respect of the “similar work” shall be furnished by the tenderer in support of work experience.
  • Value of satisfactorily completed portion of any ongoing works up to the last day of tender submission will also be considered for qualification of work experience criteria if:
    • 80% or more of the Track work is physically completed which is to be substantiated by a certificate from the client. or
    • 80% of the awarded Track work value or revised Track work value whichever is lower has been certified for Payment.
  • Documentary proof such as completion certificates from clients clearly indicating the nature/scope of work, actual completion cost, and actual date of completion for such work should be submitted. In case such documentary proofs are not submitted, that work will not be considered as a qualifying work.
  • In case the “similar nature work” (s) is executed for a private client, Bill wise details of payment received certified by CA, Proof of TDS issued by clients for all payments received.
  • In case of joint venture/ Consortium, full value of the work, if done by the same joint venture shall be considered. However, if the qualifying work(s) were done by them in a JV/Consortium having different constituents or percentage participation, then the value of work as per their percentage participation in such JV/Consortium shall be considered.
  • This is to be substantiated with a specific certificate and JV Agreement from the employer who has awarded the work. Without such certificate, the experience of such work(s) shall not be considered.
