Source of Funds:
- The Employer has applied loans from the European Investment Bank – EIB (hereinafter called “Funding Agency”) towards the part cost of the Project, and intends to apply a portion of the proceeds of the loans for payments under this Contract. Disbursement of the loans will be subject, in all respects, to the terms and conditions of the Loan Agreements, including the disbursement Procedures and the applicable guidelines of EIB.
Scope of Work:
- Visit the corridors including depots, Stations, Receiving Substations sites & 132 kV cable routes for familiarization with the working surroundings and environment.
- Validation of designs provided by the Employer to ensure that tentative capacities, ratings and quantities of equipment indicated in the tender documents meet the operational requirements and suggest modifications if required.
- Procurement of equipment as per approved specifications.
- Delivery of equipment at site.
- Deal and resolve in co-ordination with the Employer / Engineer the interface with other contractors to ensure timely completion of the Works.
- Submission of Installation plan, Good for construction (GFC) drawings and method statements for installation works.
- Testing, including Integrated Testing and Commissioning.
- Supply, Installation, Testing and Commissioning of 132 kV / 33 kV Receiving Substation (RSS) equipment including civil works, building services and earth mat associated with RSSs.
- Supply, Installation, Testing and Commissioning of 33 kV HT Cables from Receiving Substations to Auxiliary and Traction Substations.
- Supply, Installation, Testing and Commissioning of 33 kV HT Cable network connecting various ASS/TSSs.
- Supply, Installation, Testing and Commissioning of 33 kV/ 415 V Auxiliary Substation equipment at RSS, Stations and Depots.
- Supply, Installation, Testing and Commissioning of 33 kV AC / 750 V DC Traction Substation equipment at Stations and Depots.
- Supply, Installation, Testing and Commissioning of 750 V DC / 33 kV AC inverter recuperation system at designated TSS.
- Supply, Installation, Testing and Commissioning of 750 V dc Cable and cable connections from TSS to Third Rail.
- Supply, Installation, Testing and Commissioning of DC negative Cables and cable connections from running rails to TSS and rail cross bonds.
- Supply, Installation, Testing and Commissioning of Third Rail system operating at 750 V dc for feeding power to Rolling Stock on mainlines, connecting line and depot.
- Supply, Installation, Testing and Commissioning of Stinger System operating at 750 V dc for feeding power to Rolling Stock in workshop.
- Supply, Installation, Testing and Commissioning of Control & Monitoring equipment for traction and auxiliary power supply, and necessary interface with OCC (Operation Control Centre).
- Supply, Installation, Testing and Commissioning of Control and Monitoring equipment for SCADA including Large Visual Display (LVD) panels.
- Supply, Installation, Testing and Commissioning of ETS system, Voltage limiting devices and Stray current monitoring system.
- Provision of Earthing systems, Bonding & Stray current management including BEC/SEC conductor & stray current cable.
- Provision of all the construction drawings, documents & manuals, and as-built drawings required to supply, install, test and commission the above installations.
- Provision of all plans and manuals in connection with these installations.
- Supply of spare parts, tools and equipment for Traction system, Power Supply, Control and Monitoring (C&M) Systems.
- Supervision of maintenance.
- Provide Knowledge Transfer and Training to Employer’s staff.
- Training RTU for Traction Power controllers & SCADA staff.
General:
- The design and construction of the Works shall be developed in accordance with the Employer’s Requirements and the Contractor’s Technical Proposals.
- The Works shall be designed for minimal maintenance through a 35-year operational life.
- The Contractor shall provide all the software confirmed in the Employer’s requirements in a timely manner to permit the Engineer to review the Contractor’s submissions.
- Engineering, Supply, Erection, Testing and Commissioning of Power supply, Third Rail and SCADA system shall be as per clause no. 2.1.2 of Vol-IV (Technical Specification)
- Some of the major utilities which cannot be diverted if decided by utility owning agency, the Contractor shall take into consideration the existence of these utilities and design the foundation at these locations accordingly, if required, the pile cap top level shall be fixed at the bottom of the utilities without any extra cost. The BoQ bill nos. mentioned in pricing document, Vol-VII shall include any other item of work as may be required to be carried out for completing the construction and commissioning of RSS, TSS & ASS, 3 rd rail and SCADA system with all necessary interface works with Project Partners in all respects in accordance with provision of the contract and to ensure the structural stability and safety during and after construction and commissioning.
