Chennai Metro launches tender for Phase-2 Rolling Stock design and manufacturing

Chennai Metro Rail Limited (CMRL) has commenced the tender process for the design and manufacturing of rolling stock, along with a comprehensive maintenance contract for 15 years, as part of its Phase-2 project.

Brief about Tender Submission:

Name of Work: Design, manufacture, supply, testing, commissioning, training of personnel and Comprehensive Maintenance Contract for Fifteen (15) Years of Standard Gauge Metro Rolling Stock (Electrical Multiple Units).

Future PLans:

  • CMRL plans to operate 365 days a year, from approximately 4.00 Hrs to 00.00 Hrs Monday through Sunday.
  • Rakes will initially operate as 3-car train sets and may be increased to 6-car train sets based on passenger patronage.
  • Operations are planned in GoA4 (UTO) mode from the initial passenger service inauguration.
  • Maximum allowable operating speed: 80 kmph; maximum design speed: 90 kmph.
  • Trains may travel an average of 1,50,000 km per year.

Sustainability:

  • The Contractor shall apply the highest standards for application of sustainability (with proven design) in the design and construction of the trains to affect overall life-cycle cost savings and environmental benefits. Life-cycle analysis shall be conducted and used for rationalising all sustainability inputs.
  • Sustainability consideration will provide heavy emphasis on delivering energy efficiency of system and subsystems, energy conservation and regenerative braking, potential and kinetic energy conservation systems and light weightiness to effect reduced traction power energy consumption.

General Requirements:

  • The chapter establishes performance, environmental, and design criteria for the Train Set, encompassing dimensional, environmental, weight, ride quality, performance, acoustical, and electrical noise requirements.
  • Each car of the train must have an onboard emergency equipment list, with the contractor proposing a suitable enclosure and mounting location for CMRL approval.
  • One car in each 3-car Train Set is designated exclusively for lady passengers, with finalisation of design-related amenities during the design stage.
  • Passenger emergency instructions must be installed in each car, along with additional spare signage provided to CMRL, subject to approval.
  • Proposals detailing the appearance and location of emergency information signs require CMRL approval.
  • Each driver car of the 3-car Train Set must have one wheelchair parking area, with at least four seats allocated for elderly and differently-abled passengers in each car.
  • Initial operation will involve a 3-car Train Set, with the possibility of conversion to a single consist six-car rake at a later date within the chosen design concept.
  • The train will feature a high-floor design to facilitate level boarding from platforms, ensuring wheelchair and mobility-impaired boarding without the need for bridging or lifting devices.
  • Specifications for horizontal and vertical gaps between passenger door thresholds and platform edges are outlined in SOD (Clause 2.7.1).
  • Train Sets will operate bi-directionally with equal performance in either direction, and emergency operator desk details are explained in chapter 5.
  • Full platform screen doors (PSD) will be installed in underground stations, and half PSD in elevated stations, with coordination required with designated contractors for proper design, installation, and operation of PSDs, as outlined in clause 6.2.4.

Eligibility Criteria:

Minimum average annual turnover of INR 215.41 Crores calculated as total certified payments received for Contracts in progress and/or completed, within the last five (5) years of the bid submission deadline divided by five (5) years.

Specific Experience:

A minimum number of 50 cars (Metro, LRT, Suburban EMUs, Train sets) must have been manufactured as a Prime Contractor (single entity or JV member) (ii) during the last ten (10) years of the bid submission deadline.
