Chennai Metro Update: Tender invited for civil maintenance work at various locations in corridor-1 of Phase-1 and Phase-1 extension

Chennai Metro Rail Limited (CMRL) has invited digitally signed open e-tender through e-procurement portal for Civil maintenance works in corridor–1 of Phase – 1 and Phase-1 extension (including Nandanam HQ building, Nandanam Quarters and Wimco Nagar Depot) and other miscellaneous works.

Scope of Work:

  • The General scope of works includes but not limited to;
  • Carrying out civil maintenance & repair works at all Elevated, Underground stations, Viaduct, Underground Tunnels and Koyambedu Depot
  • Coordination with Operation & Maintenance Department of CMRL to carry out the maintenance works.
  • Employers shall issue individual work orders for the Works estimated more than ten lakhs. The Nature of such works shall be developmental works.
  • For petty and other miscellaneous maintenance works, contractor shall execute the works asper the directions and instructions of Engineer-in-charge.
  • Submission of drawings and estimate to facilitate the Employer to issue work orders for the development works identified by the Employer.
  • Execution of Development works within the time frame fixed in the individual work order.
  • Carrying out all petty and emergency works.
  • For more clarity and better understanding, the works covered under each Schedule are given below. The Scope of works should be read in conjunction with General and Particular conditions of contract.
  • Works covered under BOQ 1 – Selection of Tender for Civil Maintenance Works in all Elevated and Underground stations of Phase-I and Phase-I Extension (including Koyambedu Depot, Koyambedu Admin. Building and Wimco Nagar Depot) and other miscellaneous works anywhere”
  • The contractor has to carry out the general maintenance works at stations, Depot & Tunnels As per the instruction of Engineer-in-charge
  • The contractor‟s representative should coordinate with the Station controller; Operation & Maintenance department to avail power blocks to carry out the necessary maintenance works.
  • Should coordinate with the station controller, Operation & Maintenance department to availand close work permit before and after completion of maintenance works.
  • Maintenance of registers stipulated for the maintenance works.
  • Mobilization of necessary tools, tackles, manpower & Machinery to carry out the maintenance works.
  • Carrying out the maintenance works with necessary safety precautions without disturbing the passenger movement and train operations.
  • Works covered under BOQ 2- Selection of Tender for Civil Maintenance Works in all Elevated and Underground stations of Phase-I and Phase-I Extension (including Koyambedu Depot, Koyambedu Admin. Building and Wimco Nagar Depot) and Other miscellaneous works anywhere”
  • The Contractor has to supply manpower, machineries for the general maintenance
  • The Schedule-B will be operated only when all other schedules could not be operated to carry out the maintenance works and employer‟s decision on applicability of schedule is final and binding on the contractor.
  • The contractor‟s representative should coordinate with the Station controller; Operation & Maintenance department to avail power blocks to carry out the necessary maintenance works.
  • Should coordinate with the station controller, Operation & Maintenance department to avail and close work permit before and after completion of maintenance works.
  • Maintenance of registers stipulated for the maintenance works.
  • Mobilization of necessary tools, tackles, manpower & Machinery to carry out the  maintenance works.
  • Carrying out the maintenance works with necessary safety precautions without disturbing the passenger movement and train operations.
  • Works covered under BOQ 3- Selection of Tender for Civil Maintenance Works in all Elevated and Underground stations of Phase-I and Phase-I Extension (including Koyambedu Depot, Koyambedu Admin. Building and Wimco Nagar Depot) and OtherMISCELLANEOUS WORKS anywhere”
  • Coordination with the Operation & Maintenance department, External authority and availing the required permission from all statutory and regulatory authorities to carry out the inspection and maintenance works.
  • Has to mobilise necessary manpower, machinery, equipment etc., to carry out the camber measurement, bearing inspection & deck inspection.
  • Should maintain the storm water drain, pond, Internal Road, Open area, Rain water gutters free from silt, debris, waste etc., all the time by deploying necessary manpower, tools , equipment and machinery
  • The contractor has to carry out the general maintenance works at stations, Depot & Tunnels as per the instruction of Engineer-in-charge
  • The contractor‟s representative should coordinate with the Station controller; Operation & Maintenance department to avail power blocks to carry out the necessary maintenance works.
  • Should coordinate with the station controller, Operation & Maintenance department to avail and close work permit before and after completion of maintenance works.
  • Maintenance of registers stipulated for the maintenance works.
  • Mobilization of necessary tools, tackles, manpower & Machinery to carry out the maintenance works.
  • Carrying out the maintenance works with necessary safety precautions without disturbing the passenger movement and train operations.
  • The particulars of the proposed Works given herein must be considered only as advance information and a general guide to assist TENDERERS

Eligibility:

  • The TENDERER to be eligible for Qualification, should fulfil the following qualification criteria:
  • The TENDERER should be a well-established and reputed Engineering Contractor, registered as a legal entity in India, and having experience of minimum seven years in the field of CivilEngineering and its associated works.
  • Experience of having successfully completed similar works during the last 5 years ending on 31/03/2022
    • Three Similar completed works costing not less than the amount equal to 40% of the  estimated cost, or
    • Two Similar completed works costing not less than the amount equal to 50% of the
    • estimated cost, or
    • One Similar completed works costing not less than the amount equal to 80% of the estimated cost
  • The Experience certificate for having satisfactorily completed is to be obtained from the engineers not below the rank of Executive Engineer / Director / Head of procurement department / equivalent and the same should be in originals.
  • The TENDERER should have an average annual turnover of 30% of estimated cost during the past three financial years, ending on 31st March, 2022.
  • Joint Venture is not applicable in this tender.

About CMRL:

  • The Chennai Metro is a rapid transit system serving the city of Chennai, Tamil Nadu, India. The Chennai Metro Rail Limited (CMRL), a joint venture between Government of India and the Government of Tamil Nadu, operates the Chennai Metro. It is the third longest metro system in India after Delhi Metro and Hyderabad metro.
  • The Phase-I of Chennai Metro Rail project covers a length of 45.046 km network and consists of two corridors i.e. Corridor-I (Blue Line) – From Washermenpet to Airport (23.085 Km), Corridor -2(Green Line) – From Chennai Central to St. Thomas Mount (21.961 km).
  • About 55% of the corridors in Phase-I are underground and the remaining elevated. Out of 32 nos of stations 13 nos are elevated stations and the remaining 19 nos are underground stations.
  • Inter corridor interchange stations are available at Alandur (Elevated) station and Chennai Central (Underground) station respectively. The system commenced service in 2015 after partially opening the first phase of the project.
