General:

  • The Employer has endeavoured to delineate the scope of the Services to be provided  by Detailed Design Consultant in this volume. Such descriptions are not intended to  be comprehensive, it being understood that Design Consultant shall be required, without adjustment or addition to the fixed rates or compensation agreed to herein, each item of work to provide any services, whether or not listed herein, that are within the scope of its field of professional practice and that are reasonably inferable as being necessary, or that would be customarily furnished by other providers of professional services of the type and nature provided for in this Agreement, to accomplish the Services set forth in this volume.
  • The Consultant shall provide and complete the Consultancy Services, to the standards and in the manner, frequency, quantity and times specified in accordance with the Conditions of Contract, except for variations which have been agreed to in writing by the Employer. DDC shall perform services relating to the Project.
  • DDC shall exercise reasonable skill, care, and diligence in the performance of his obligations under the Agreement and in accordance with the prevailing standards of the profession. The DDC shall provide professional, objective, and impartial advice and at all times hold the Employer’s interest paramount.
  • Where the Services include the co-ordination between the DDC and other consultants and Contractors employed on the Project, the DDC shall provide such coordination.
  • The DDC shall obtain, co-ordinate and submit to the Employer for his information and approval all details, drawings, arising from such coordination with others. Such coordination will take place throughout the contract period.

Objective:

  • The consultant shall perform the Services set out in this Agreement. The detailed scope of works for Architect/ Firm/ Consultant shall comprise of but not be limited to, preparation of Master plan and include all the buildings/ Structures/ External & Internal Services/ Systems for the complete project on barrier free & Green building design Concepts.

Scope of Work:

Lead Design Checker:

  • The consultant shall appoint a suitably qualified experienced person(s) to act as the Lead Design Checker by engaging staff from a reputed external consulting firm subjected to prior approval of the client within 28 days after the signing of agreement.
  • The Lead Design Checker shall not produce any of the design or temporary works designs as a part of the consultant’s team.
  • The Lead Design Checker shall be a Professional Engineer with at least twenty (20) years’ experience in the relevant work, with at least ten (10) years’ experience of a similar nature.
  • Experience shall include management of design projects that include the types of work included in the Scope. The Lead Design Checker shall be assisted by a team of Design Checkers to cover the full scope of the design required by this Contract.
  • The Lead Design Checker shall issue a written report to the Employer’s/stakeholders’, covering the status of all designs checked during the preceding month. The Lead Design Checker shall undertake design checks on the Consultant’s designs.
  • All design documents, drawings, plans, calculations, and reports produced by the Consultant shall be proof checked by the Lead Design Checker, accompanied by two original copies of a ‘Design Certificate’, when the design is submitted to the Employer’s/stakeholders.

  • The Consultant shall ensure that, as all designs are for complex structures and have the potential to affect the safety, quality and durability of the Permanent Works, the Lead Design Checker shall approve in advance the Consultant’s proposals before they are executed on site.
  • The Employer shall have full and unrestricted access to the Lead Design Checker and to all persons carrying out the design checking, and all their data, information, calculations, drawings, and records.

Preparation of Detailed Project Report:

  • Detailed project report for Multi Modal Facility Complex at Broadway, Chennai shall include the following:
  • Project area improvement report & implementation strategies. The Consultant shall collect all details of the important physical features of the site. These features should include buildings and structures, monuments, trees, plantations, utility services such as electric and telephone lines (O/H & U/G) and poles, optical fibre cables (OFC), etc.
  • The information collected during reconnaissance and field surveys shall be shown on a plan so that proposed improvements can be assessed, and suitable action can be initiated. A separate plan for each of the services involved shall be prepared for submission to the concerned authority.
  • Study of contextual issues, socio-cultural aspects, landscape features and built form etc.
  • Estimate/Traffic Forecast for the passenger / public / tourist / footfall inflows over next 20 years.
  • Study of existing infrastructure, accessibility, circulation pattern and parking to assess current carrying capacity and need for expansion of infrastructure and facilities in & around Multi Modal Facility Complex at Broadway.
  • Conduct technical feasibility of the project.
  • Preparation of Detailed project report from the feasibility report prepared by Greater Chennai Corporation consisting of various options as per TNIDB format.
  • Propose a revenue model to ensure sustainable revenue generation along with self-sustaining maintenance of the Multi Modal Facility Complex at Broadway. Also, the project is to be developed as a facility to the public by providing the sufficient number of bus bays, parking facilities and other required amenities.
  • Assess the risk associated, propose risk management tools, and Propose management structure.
  • Evaluate and suggest training and capacity building needs of the community, management personnel and other stakeholders.
  • Land use plan, EIA reports & property development viability reports.
  • Intelligent transport system and integration strategy highlighting integration with existing/upcoming transportation means.
  • Identification and other associated works for finding the alternate new land for temporary bus stand during the construction stage in consultation with all the stakeholders.
  • The existing petty shops in the project area has to be considered in the future design and provision of these shops shall be reviewed by the Consultant and possibility of providing space at subsidised rates will also to be studied and included.
  • Social and Environmental impact assessment, report preparation and approval for the project to be included.
  • The connectivity to nearest MRTS station, Chennai Metro and Bus terminus with MMFC project site with Skywalk/ FOB / Vehicle underpass shall be explored and shall be explored and included as desired by the client.
  • Feasibility for permanent underground structures and DWall structures shall be explored and incorporated.
  • The design shall be compatible for Differently abled person accessibility in conformation to the Harmonized Guidelines and space standards for barrier free built environment for persons with disability and elderly persons.
  • Identifying, proposal and approval of land for relocation of existing bus stands during the construction phase shall be included.
  • Preparation of Detailed Project Report Comprising all above points and available Detailed Feasibility Report shared to the Successful Bidder and getting the approval from CMRL / Greater Chennai Corporation and other stakeholders.

Master / Concept Development stage:

  • The Consultant is required to prepare the following in consideration with Approved DPR:
  • A Master Plan for the entire area, detailed architectural plans, plan enlargements, landscaping drawings, site development plans etc.
  • The Master Plan shall consist of Line Plans of Buildings, zones of various components of the area (parking bays, drop-off bays, landscaping, bus terminus buildings, parking facilities, public amenities etc.), interconnectivity and external linkages and Services of the whole project within standard/ permissible FAR and Ground Coverage.
  • Topographical Survey drawings of the whole area,
  • Preparation of Development Plan of the whole area based on the requirements of the Client and local byelaws for its approval by the Client and the Local/ Statutory Bodies (if required).
  • Preparation of Conceptual Plan of various Buildings and Services including its Walk-through presentation and its approval.
  • Consultant shall also be responsible to arrange Environmental clearance if required. Client shall reimburse only statutory charges, levied by any Govt. agency for this purpose.

  • The consultant shall obtain, co-ordinate and submit to the Employer’s Representative for his information and approval all details, drawings, arising from such coordination with others. Such coordination will take place throughout the contract period.
  • Detailed design consultant shall propose and provide innovative solutions for design optimization, at any time, which in the Consultant’s opinion will, if adopted, (i) accelerate completion, (ii) reduce the cost to the Employer of executing, maintaining, or operating the Works, (iii) improve the efficiency or value to the Employer of the completed Works, or (iv) otherwise be of benefit to the Employer.
  • The proposal shall be prepared at the cost of the Consultant; the proposed concepts after suitable iterations and fair exchange of technical information based on their past experience in design of metro systems substantiated with the latest codes & standards and design practices, should be presented to the design teams and Management of CMRL before the commencement of relevant works.
  • Detailed design consultant is entrusted with the prime responsibility and accountability for the improvement of the design solutions as the case may be after diagnosing any flaw in their design and should substantiate in writing any quality and safety aspects found missing/ unaddressed at any stage of design and construction work at any point of time at their own cost.
