Scope of Works:

Definition of Plumbing System:

  • Water Supply System 
  • Station Drainage System 
  • Tunnel Drainage & Ramp Drainage System 
  • Wastewater Drainage System 
  • Sewage (Soil) Drainage System 
  • Seepage Water Drainage (Stations &Tunnels) 
  • Rainwater Drainage System (Surface Water) 
  • Vent Piping, Sanitary Fixtures & Accessories. 

Water Supply System:

  • Regular inspection and maintenance of water supply pipes, valves, and fittings 
  • Repairing any leaks or damages to the water supply system promptly 
  • Checking the water pressure and flow rate to ensure they are within acceptable limits. 
  • Cleaning the water storage tanks and ensuring the quality of the water is maintained. 
  • Regular testing of the water quality for any signs of contamination 
  • Checking and maintaining the water filtration systems, pumps, and booster systems 

Station Drainage System:

  • Regular inspection and maintenance of drainage pipes, valves, and fittings 
  • Clearing any blockages in the drainage system, including floor drains, scuppers, and inspection chambers 
  • Repairing any leaks or damages to the drainage system promptly 
  • Cleaning and maintaining the sump and pump chambers. 
  • Regular testing of the water quality in the sump pits for any signs of contamination 

Tunnel Drainage & Ramp Drainage System:

  • Regular inspection and maintenance of drainage pipes, valves, and fittings 
  • Clearing any blockages in the drainage system, including floor drains, scuppers, and inspection chambers 
  • Repairing any leaks or damages to the drainage system promptly 
  • Cleaning and maintaining the sump and pump chambers. 
  • Regular testing of the water quality in the sump pits for any signs of contamination 

Wastewater Drainage System:

  • Regular inspection and maintenance of wastewater pipes, valves, and fittings 
  • Clearing any blockages in the wastewater system, including floor drains, scuppers, and inspection chambers 
  • Repairing any leaks or damages to the wastewater system promptly 
  • Cleaning and maintaining the grease traps and interceptor tanks. 
  • Regular testing of the water quality in the interceptor tanks for any signs of contamination 

Sewage (Soil) Drainage System:

  • Regular inspection and maintenance of sewage pipes, valves, and fittings 
  • Clearing any blockages in the sewage system, including floor drains, scuppers, and inspection chambers 
  • Repairing any leaks or damages to the sewage system promptly 
  • Cleaning and maintaining the sewage pumps and pump chambers.
  • Regular testing of the water quality in the sewage pits for any signs of contamination 

Seepage Water Drainage (Stations & Tunnels):

  • Regular inspection and maintenance of seepage water drainage systems. 
  • Clearing any blockages in the seepage water drainage system, including floor drains,  scuppers, and inspection chambers.
  • Repairing any leaks or damages to the seepage water drainage system promptly. 

Rainwater Drainage System (Surface Water):

  • Regular inspection and maintenance of rainwater drainage systems. 
  • Clearing any blockages in the rainwater drainage system, including floor drains, scuppers, and inspection chambers 
  • Repairing any leaks or damages to the rainwater drainage system promptly 

Vent Piping, Sanitary Fixtures & Accessories:

  • Regular inspection and maintenance of vent pipes and fittings 
  • Checking and maintaining the sanitary fixtures such as toilets, urinals, washbasins, and faucets
  • Repairing or replacing any damaged or malfunctioning sanitary wares, fixtures, or accessories.
  • Cleaning and maintaining the air vents and odour control systems.
  • Overall, the scope of work for maintaining the water supply and drainage systems in Metro stations and tunnels includes regular inspections, cleaning, and maintenance of all pipes, valves, fittings, pumps, and tanks, as well as prompt repairs of any damages or malfunctions. It is important to ensure that the water quality is maintained and regularly tested for any signs of contamination, and that all systems are functioning properly to prevent any disruptions or safety hazards especially to commuters.

Roles and Responsibility are Follows:

  • Please note that in case CMRL judges that the continuation of any person of the Contractor including its subcontractor (s) is not in the interest of work, a written notice will be given to the contractor, who must promptly remove the person within a week. CMRL can withdraw the approval of any person at any stage during execution.
  • CVs of the above required and Staffs are to be submitted to the employer for approval after the award of the contract, the staff have to be duly interviewed by the contractor judging his technical capabilities depending on which the contractor shall submit the resume to CMRL for review, interview and approval. Only then the deployment of the said personnel shall be affected.
  • No continuous two shifts are permitted for Technical Assistants, suitable alternative reliving manpower should be available unless otherwise prior permission from CMRL in charge during a very emergency situation.
  • The FMS Agency must arrange common CUG numbers for common communication based on CMRL requirements.
  • The FMS agency must arrange 3 Sets of Desktop Computer and Printer (Laser Printer) for day-to-day operations. The same shall be kept at CMRL premises (Koyambedu Admin, Alandur, AG-DMS Stations).
  • Each staff member should have a Smart mobile phone to access the app and GPS locator enabled to track and map the staff.
  • Agency needs to provide Uniform, Identity Cards, Name bearing Plates etc. to each and  every deployed Staff and all the staff should enter and exit with the mentioned identity in  CMRL premises.
  • All Monsoon preventive measures and protective equipment should be arranged for all their  staff such as Raincoats, Gumboots, etc.
  • The contractor should maintain all necessary safety precautions for their labours with  personal protective equipment (PPE’s).
  • Shift On duty FMS Staff shall report to CMRL staff.
  • All the shifts relieving procedures shall be made at the respective locations only such as Admin, Depot & Stations with proper handing overs with log format.
  • The FMS agency keeps a biometric attendance system in each station and Koyambedu Administrative Building. It has to be monitored and accessible to CMRL and monthly reports to be submitted. Decisions of attendance monitoring through Bio metric or mobile application are solely based on CMRL direction.
  • The FMS manager needs to receive the day-to-day complaints from CMRL and close the faults.
  • Daily reports shall be updated to CMRL.
  • Any consumables required for repair and maintenance shall be arranged by the contractor. 
  • Any failure shall be immediately reported to CMRL. 
  • The contractor shall also carry out all in-house preventive/breakdown maintenance for associated equipment which is not mentioned but required for completion of job and system healthiness.
  • The FMS Agency shall have a bicycle in each station, Admin Building & Depot. 
  • Maintenance needs to be performed round the clock. Hence the Technical Assistants need to work in three shifts and general shifts. The working hours shall normally be consistent and  shall be intimated by CMRL based on the criticality.
  • Provide 24×7 availability of technicians and supervisors at underground stations. 
  • Responsible for PTW 
  • Coordinate with electrical and mechanical departments for sump, tunnel, and cross passage cleaning.
  • Coordinate with the Plumbing zonal contractor for cleaning work for wastewater tank, sewage tank, fire water tank, and cooling tower tank. 
  • Coordination with E&M department– FMS for dewatering at all levels especially during Manson seasons. 
  • Maintaining JE logbook for work done in a shift / DPR. 
  • Maintaining Fault register.
  • Maintaining Materials registers.
  • Serving of damaged fittings/ fixtures.
  • Replacing sanitary wares, foot operating switches, pipelines, and fittings. 
  • Clearing blockages in Sanitary wares, pipelines, scupper drains, and Inspection chambers at all levels of the stations.
  • Clearing blockages using fire hose with high water pressure in drain lines, scupper drains, IC chambers and CP drains.
  • Scheduled cleaning / servicing of Bottle traps, WC/ EWC flushing system, PRV and NRV.
  • Weekly scheduled Cab inspection to monitor the water seepages in tunnels. 
  • Fixing, replacing, and servicing of metro water flow meters. 
  • Check CP pumps regularly during non-revenue hours.
  • Monitoring all lift pits especially during monsoon seasons. 
  • Routing D-Wall seepage through scupper lines. 
  • Remove pit blockages and perform pit dewatering.
  • Performing emergency work during monsoon seasons.
  • Arrest drains line leakages by suitable method.
  • Preparing and updating the status in the drawings for IC chambers and drain lines at all levels of stations and tunnels.
  • Preparing PPTs for monthly work.
  • Regular monitoring of pumps and valves of gardening lines.
  • Regular monitoring of station RO water supply line.
  • Daily monitoring the status of restrooms in all the stations and buildings.
  • Water level monitoring in the sumps and refilling the same in coordination with the E & M Department.
  • Other plumbing related works and documents as per ISO Audit guidelines.

Eligibility:

  • The minimum average annual financial turnover of the bidder during the last three years, ending on 31st March,2023 of the previous financial year, should be at least Rs. 1,20,00,000/- (Rupees One Crores and Twenty Lakhs Only) and should be a profit making company.

Similar work Experience

  • The bidders should have executed;
    • Three similar works costing not less than Rs. 1,60,00,000/- (Rupees One Crore Sixty Lakhs only), or
    • Two Similar Works costing not less than Rs. 2,00,00,000/- (Rupees Two Crore 3only), or
    • One Similar Work costing not less than Rs. 3,20,00,000/- (Rupees Three Crore Twenty Lakhs only).
  • “Similar work” means “Providing Facility Management Services (FMS) for Plumbing or MEP (Mechanical, Electrical and Plumbing) systems and in High rise buildings / Metro stations / Railway stations / CPWD / Large Engineering Industries / Large Malls / PSU / Private Companies”.
  • The Experience certificate for having satisfactorily completed is to be obtained from the engineers not below the rank of Executive Engineer / Director / Head of procurement department / equivalent and the same should be in originals.
  • Experience of having successfully completed similar work during the last 7 years ending on 31/03/2023.
