Chennai Metro Rail Limited (CMRL) has invited digitally signed open e-tender through e-procurement portal for Tender for providing depot machine operation & maintenance services in Koyembedu Depot & Wimco Nagar Depot.

Scope of Work:

Overview:

  • CMRL has 2 depot to facilitate the Maintenance activities of Rolling stock:
    • Koyemebedu Depot
    • Wimco nagar Depot
  • The Depot machines are used for the Rolling stock maintenance, it has been classified as Major and minor machines.
  • Based on the severity of the Major and minor machines, it has been further classified as Critical machines & Non-Critical machines.
  • CMRL now wishes to outsource All Depot machines Operation & maintenance service  (preventive maintenance & Corrective maintenance) activities of the Koyemebedu depot  and wimco nagar depot as per the annexure -21 & 22
  • The Operation & Maintenance Services Contractor includes the following:
    • Operation & Maintenance of all the Depot major and minor critical machine
    • Train shunting operation,
    • Special Vehicles (RRV, Diesel shunter and Battery shunter) Operation,
    • Coupling operation, Point Machine Operation and OHE Isolator Operation.
  • Maintenance services include both Scheduled and Unscheduled maintenance of all the depot equipment covered under the contract.
  • The Contract period is for Three (03) years. However, CMRL shall have the right to extend the contract period for a maximum of 2 years. CMRL will notify its decision for extension of contract period within 3 months of end date of the contract. The extension of contract shall be obligatory on the contractor.
  • CMRL shall have the right to have any person removed who is considered to be undesirable or otherwise and similarly the Contractor reserves the right to remove the personnel with prior permission of CMRL.
  • The contractor shall perform maintenance services as per the prescribed procedure approved by CMRL from time to time.
  • CMRL reserves the right to instruct the contractor to increase manpower for improving the quality of Depot Machine Operation & Maintenance services. If the contractor is not in a position to perform Depot Machine Operation & Maintenance services to the satisfaction of CMRL even after deploying the additional manpower, the contract is liable to be terminated after giving three months prior notice, in which case the contractor’s performance bank guarantee will be forfeited.
  • The contractor’s maintenance personnel shall independently be capable of executing and supervising the cleaning & housekeeping services Cleaning of all the depot equipment and its proximity is under the scope of the contractor.
  • The works mainly include but are not limited to planning and execution of operation and maintenance service to Depot machines, managing interface with other contractors who work in Koyambedu depot and Wimco nagar depot.

Scope of Operation & Maintenance Services of Depot machines:

  • CMRL koyambedu depot has 5 No’s of major machines and 65 No’s of minor machines, out of which 32 No’s (both major and minor machines) found to be critical, which requires day to day maintenance services to support and facilitate Rolling stock maintenance services.
  • CMRL Wimco nagar depot has 1 No. of major machines and 06 No’s of minor machines, and all the 07 No’s machines (both major and minor machines) found to be critical, which requires day to day maintenance services to support and facilitate Rolling stock maintenance services.
  • The details of machine for maintenance service (preventive maintenance & Corrective maintenance) activities for all the critical major and minor machines of Koyemebedu depot and Wimco nagar depot as follows:

  • Depot major and minor machine preventive maintenance services consisting of Daily, weekly, monthly, quarterly, half yearly, yearly, Bi-year and Four year schedules were mentioned in clause No 3.4 of scope of work.
  • Check sheet for maintenance services for Depot machine is attached Annexure-A.
  • The Contractor shall promptly inform CMRL of any error, omission, fault and other defects in the check sheet/specifications, which are discovered while reviewing the contract documents or in the process of execution of the Operation & Maintenance services.
  • Contractor is also expected to suggest improvements and updation of Check sheets during the course of execution of the contract.
  • CMRL has the rights to revise the Check sheets/specifications. The Contractor shall follow the check sheets approved by CMRL and carry out the activities accordingly.
  • All the Depot Major & Minor Non critical Machine Maintenance services also shall be carried out by the contractor. The Complete list of Depot machines of koyembedu depot and Wimco nagar depot details attached in Annexure-21 & Annexure-22.
  • To comply with ISO requirements, Tools & lifting equipment must be inspected & certified from 3rd party as per the State Government industrial rules and regulations. The List of Tools and lifting Equipment for Inspection is attached in Annexure-28
  • The Contractor shall assist CMRL for the implementation of ISO, providing necessary documents and compliance related to ISO on the services provided by the Contractor.
  • Manual Operation of OHE isolator & providing/Removal of the discharge rod as per the SOP.

Maintenance Activities:

  • Following the power block procedure before start of maintenance activities wherever applicable
  • Undertaking maintenance service activities based on the job cards issued by PPIO
  • Perform all checks, as per checklist provided by CMRL
  • After completion of maintenance activities, closing of Job card in E2M
  • Based on need and experience, the maintenance pattern and methodology may change.
  • The Supervisor/Team Leader is expected to optimize maintenance, by means of better practices

Corrective maintenance activities:

  • Following the power block procedure before start of maintenance activities wherever applicable
  • Undertaking Corrective maintenance service activities based on the job cards issued by PPIO
  • Perform the Corrective maintenance, as per the procedure.
  • After completion of corrective maintenance activities, closing of Job card in E2M
  • Based on need and experience, the maintenance pattern and methodology may change. The Supervisor/Team Leader is expected to optimize maintenance, by means of better practices.

Scope of Depot Operation service:

  • Internal Depot Train movements shall be perform by the Contractor as per the Standard operating procedure (SOP)
  • All Special Vehicle (specified in the clause No. 3.1 & 3.2 of Scope of Work) Movements shall be perform by the contractor as per the Standard operating procedure (SOP)
  • All the Coupling Operation and Uncoupling Operation (including manual Operation) shall be perform by the contractors as per the standard operating procedure (SOP)
  • All the shunting Operation, Shunting assistant operation and Train/Special Vehicle piloting operation shall be performed by the Contractor as per the standard operating procedure (SOP).
  • Manual Point Machine operation shall be performed by the contractor as per the SOP

Eligibility:

  • Average annual financial turnover for 3 financial years out of last 5 years should be at least Rs. 1,38,00,000/- (Indian Rupees One Crore thirty eight lakhs only)

Work Experience:

  • Work experience of having satisfactorily completed similar works during last 5 years starting from FY 2017-2018 in India or Abroad or both ending last day of previous months to which the tender is published, shall be as follows:
    • Three similar completed services each costing not less than the amount equal to Rs. 1,84,00,00/- (Indian Rupees One Crore eighty four Lakh Only) each, or
    • Two similar completed services each costing not less than the amount equal to Rs. 2,30,00,00/- (Indian Rupees Two Crore thirty Lakh only) each, or
    • One similar completed work costing not less than the amount equal to Rs. 3,67,00,000/-(Indian Rupees Three Crore sixty seven lakhs Only) each.

Similar work means:

  • Providing Depot Machine Operation and maintenance or Supply of trained and uniformed man power for the above contracts completed and under implementation as contractor, a minimum experience in the following key activities successfully and preferably in a Metro rail depot or Railway depot (The work analogous in nature and complexity with respect to works  defined in tender document shall only be construed as similar work).
