Chennai Metro Update: Tender invited for providing rolling stock maintenance, PPIO & Depot control services

Chennai Metro Rail Limited (CMRL) has invited digitally signed open e-tender through e-procurement portal for Providing rolling stock maintenance, PPIO & Depot control services to CMRL.

Scope of Work:

  • Chennai Metro Rail Limited (CMRL) commenced passenger revenue operations from  29.06.2015. CMRL currently has 2 Rolling Stock Maintenance depots to facilitate the Maintenance activities of Rolling stock (Trains) and other Depot Machines;
  • Both the above depots are equipped with suitable infrastructure for conducting Rolling Stock maintenance.
  • Both the depots are functional 24X7. Accordingly, the Operation & Maintenance are being performed in all the shifts.
  • The Total length of the Phase-1 & Phase-1 extn.is Approx.54.03 kms and the details of the  corridors are as follows:
    • Corridor: 1 (Airport to Washermenpet) – 23.08 kms
    • Corridor: 2 (Central to St. Thomas Mount) – 21.96 kms
    • Corridor-1 Extn. (Washermenpet to Wimco Nagar Depot)– 8.99 kms
  • Totally 52 Trains which were manufactured by M/s Alstom are being maintained in  Koyambedu Depot and Wimco Nagar Depot for catering the passenger services. Currently, each train consists of 4 coaches with DMC-TC-TC-DMC configuration.
  • The CMRL‟s revenue operation of Trains is from early morning to late night on all the days of the year.
  • Currently Maximum 48 trains are being offered including Stand-by on daily basis in revenue service among the existing 52 trains of CMRL. It is expected that this number of Maximum trains under operation will be increased further in future.
  • Services provided & Maintenance activities performed by Contractor shall meet the requirements of CMRL‟s train availability for Operational services on a daily basis. Target shall be to achieve 100% availability of the trains for the operational requirements.
  • CMRL, through this tender wish to outsource below mentioned activities in both the Koyambedu depot & Wimco nagar depot and Other locations of CMRL along with managing interface with other contractors and departments of CMRL to ensure timely departure of trains from depot and trouble-free service in main line:
    • Conducting Preventive Maintenance of Rolling Stock
    • Conducting Corrective Maintenance of Trains including Repair & Retrofit works of Rolling Stock
    • Conducting Mainline Train failure attention in all corridors of CMRL and/or Material Management Services Assistance.
    • Operation of Progress Planning Investigation Office (PPIO) and/or Material Management Services

Operation of Depot Control Centre (DCC):

  • CMRL shall have the right to have any person removed who is considered to be undesirable  or otherwise and similarly the Contractor reserves the right to remove the personnel with prior permission of CMRL.
  • The contractor shall perform maintenance services as per the prescribed SOPs and other procedures approved by CMRL from time to time during the entire contract period. SOPs and procedures can be newly added/deleted or modified or improved from time to time.
  • CMRL reserves the right to instruct the contractor to increase manpower for improving quality of Rolling Stock Maintenance, PPIO & Depot Control Services to CMRL.
  • If the contractor is not in a position to perform Rolling Stock Maintenance, PPIO & Depot Control Services to the satisfaction of CMRL even after deploying the additional manpower, the contract is liable to be terminated after giving three months prior notice, in which case the contractor‟s performance bank guarantee will be forfeited.
  • The contractor‟s maintenance personnel shall independently be capable of executing and supervising the activities mentioned in 1.5 above.
  • The works mainly include as mentioned in 1.5 above and managing interface with other contractors who work in Koyambedu depot and Wimco nagar depot.
  • The Trains & Infrastructure in the depots is likely to be enhanced in future & the Contractor shall extend the necessary Support for the Installation, Testing & Commissioning, Operation & Maintenance of the same.

Particular Scope Of Work:

  • Conducting Preventive Maintenance of Rolling Stock
  • Conducting Corrective Maintenance of Trains including Repair & Retrofit works of Rolling Stock
  • Conducting Mainline Train failure attention in all corridors of CMRL.
  • Operation of Progress Planning Investigation Office (PPIO)
  • Operation of Depot Control centre (DCC)

Operation of Depot Control Centre (DCC):

  • Shall conduct independently the roles of Depot Controller (DCC) as per the Working Order of Depot Control Centre (DCC) and as per the Depot Operating Procedure of CMRL. These Working Order and Depot Operating Procedure shall be updated or modified from time to time during the Contract period.
  • Receipt of Trains from Mainline and enable to stable the trains in depot according to lines availability in depot and Maintenance Plan.
  • Induction of Trains from depot to the Mainline based on the train position and sequence.
  • Movement of trains within the depot as per the Working Order of Depot Control Centre (DCC) and as per the Depot Operating Procedure
  • Maintain the Logbooks of the Train Movement register.
  • Maintain the Train Keys and Tetra for the Train Operating Staff
  • Schedule the Train Operators for Depot testing
  • Control of Point machine through ETK (Electrical Key Terminal) interlocking of Point Machine.
  • Witnesses of breathalyser test result in train operator sign-ON & sign-OFF register of each train operator during their sign-ON and sign-OFF at depot. If the test result is not sober, inform the concerned manager immediately.
  • Planning, Conducting & Co-ordination for Depot Block Order Meeting.
  • Inducting trains from Depot to mainline & Receiving Trains from Mainline to Depot as per the Approved Plan of CMRL.
  • Planning the stabling of Trains & Movements inside the depot.

PPIO:

  • The PPIO Service includes, but not limited to the following Major activities
  • Responsible for Planning, monitoring and control of maintenance activities.
  • Authorised office to issue Job card/Permit to work (PTW)/Power block within RST Dept. controlled area & Trains.
  • Liaison office for all inter departmental activities to ensure fitness and train movements.
  • Ensures train fitness for the service by coordinating with the Maintenance and Operation team.
  • Responsible for daily planning, weekly planning and monthly planning and scheduled/unscheduled inspection and maintenance of Rolling Stock.

Roles and Responsibilities:

  • The contractor shall submit the roles and responsibilities of all the Personals viz. Service  Manager, Team Leader, Maintainer and General Administrator for CMRL‟s approval within 30 days from the Date of LoA.
  • The Particular Scope of Work and General Scope of Work shall be incorporated in the Roles and Responsibilities.
  • The Roles and responsibilities shall be revised and updated based on the experience for continual improvement in the services provided by the contractor on regular basis and submitted to CMRL for Approval.
  • The personnel deployed for any services under this contract, shall ensure proper handing over & taking over of the duty. The person working in any shift shall be relieved only after, arrival of the next shift reliever and ensuring proper handing over of duty.
  • Contractor should maintain a logbook system for recording the activities planned, performed, any special/safety instructions, details of the work allocated and manpower deployed, pending activities to be performed in the upcoming shifts etc.
  • Contractor should ensure timely completion of Training and competency certification  process including for the renewal of competency and only the trained and competent  persons are performing the services.
  • The employees deployed for the services should be aware of all the safety protocols and the contractor should maintain the safety assurance register signed by all the employees deployed declaring that they are aware of and follow all the safety protocols, relevant  procedures, manuals including depot working order, department procedure manuals, General Rules etc.
  • The activities, roles and responsibilities listed out against the particular scope of work are subject to revision & updated over the duration of the Contract period based on the experience and decision of CMRL. The contractor shall provide the services or activities without any change of quoted rates.
  • The Contractor shall ensure Super checks, Audits and Inspections are being performed by the Service manager and their Management representatives, relevant reports and records shall be provided to CMRL.
  • The Workplace should be maintained clean and tidy by the Contractor while performing the services and after completion of any activities.
  • At the end of the contract period or termination, all the equipment, hand tools, software, maintenance data, hard copies of maintenance documents, maintenance manuals, site office and any other items belonging to CMRL shall be handed over back in good condition to CMRL.
  • Any damages found shall be charged and recovered from the contractor whatever amount CMRL feels appropriate.
  • All the Transportation cost including between the Depots or Mainline shall or other location shall be borne by the Contractor.

Eligibility:

Annual Turnover:

  • Average annual financial turnover for 3 financial years out of last 5 years should be at least Rs. 5,44,00,000/- (Indian Rupees Five Crores Forty Four lakhs only)

Work Experience:

  • Work experience of having satisfactorily completed similar works during last 7 years starting from FY 2016-2017 in India or Abroad or both ending last day of previous months to which the tender is published, shall be as follows:
    • Three similar completed work each costing not less than the amount equal to Rs. 2,31,00,000/- (Indian Rupees Two Crores Thirty one Lakhs Only) each, or
    • Two similar completed work each costing not less than the amount equal to Rs. 2,89,00,000/- (Indian Rupees Two Crores Eighty Nine Lakhs only) each, or
    • One similar completed work costing not less than the amount equal to Rs. 4,62,00,000/- (Indian Rupees Four Crores Sixty Two lakhs Only) each.

Similar work means:

  • Providing Services of Preventive Maintenance and/or Corrective Maintenance and/or PPIO and/or Depot Control and/or Overhauling and/or Testing & Commissioning and/or CAMC/AMC of Metro Rolling Stock or Railway Rolling Stock or Metro Rolling Stock‟s sub systems or Railway Rolling Stock‟s sub systems.
