Chennai Metro Update: Tender invited for providing station and depot services at 17 stations for 5 years

Chennai Metro Rail Limited (CMRL) has invited digitally signed open e-tender through e-procurement portal for Providing station in-charge, traffic regulator and depot movement regulator services at 17 stations, OCC and DCC of 2 depots of CMRL.

Scope Of Work:

  • CMRL is operating 41 metro stations including elevated as well as underground stations and 2 Depots which are governed round the clock shift wise. The stations, Operation Control Centre (OCC) and depot are manned 24×7 for smooth operation of services to commuters.
  • Station is manned by Station controllers as well as Station In-Charge round the clock shift-wise for effective operation of station activities. Operation Control Centre (OCC) is manned by Traffic Regulator round the clock shift-wise for safe movement of trains in mainline along with Depot Movement Regulator for authorizing and regulating train movements inside depot.
  • CMRL wishes to outsource the above-mentioned activities to Station In-charges, Traffic Regulators and Depot Movement Regulators for a period of five (5) years. However, CMRL may extend the contract period by one (1) more year based on the performance of the contract.

The purpose of offering:

  • Station In-Charge is to assist CMRL in operational activities at station level and providing a safe and hassle-free travelling environment to passengers.
  • Traffic Regulator is to support in planning, scheduling, and supervising safe movement of trains in the mainline.
  • Depot movements Regulator is to plan the movement of trains in depot based on the train position.
  • The deployment of Station In-Charge, Traffic Regulator and Depot Movement Regulator for 17 stations, OCC and DCC of 2 Depots shall be as per requirement of CMRL in performing and accomplishment of Operation objectives.
  • Supervising, managing, and maintaining a high standard of cleanliness, appearance, aesthetic quality, and hygiene of Stations, Rolling Stock and CMRL premises.
  • Performance with fulfilment of all commitments and responsibilities of the operation in accordance with rules, regulations, Acts, and standard operating procedures.
  • Minimizing incidents/accidents affecting the safety by providing a rapid and effective response and maintaining liaison with emergency services of CMRL and Civic departments.
  • Managing crowd build-up efficiently during normal operation as well as emergency conditions and initiating necessary action to mitigate crowd effectively.
  • Monitoring and preparation of timetables of train movements, Revenue Management System, Parking Supervision, Last mile connectivity observance and record maintaining.
  • Close coordination with different internal departments for operation requirements, maintenance services, fault identification, work permit issuance etc.
  • Coordination with civic departments for operational needs.
  • Passenger safety and addressing passenger’s grievances and forward their suggestions for further actions.

Roles and Responsibilities of Station In-Charge:

Opening of Station:

  • Station In – charge must report for duty ON time as per the Duty Roster.
  • Ensure all PTW issues are cancelled and the work area is clear 1 hour before scheduled departure of the first train.
  • Ensuring stations are open for traffic in time and in condition to provide a comfortable and safe service to passengers.
  • Ensuring security of the station.
  • Ensuring all station rooms and equipment rooms are locked and in a secure position.
  • Ensuring adequate lighting in public areas.
  • Ensure working of lifts and Escalators duty carrying out the prescribed start up procedure for passenger service.
  • Ensuring adequate station entrances and exit barriers are in service.
  • Check for any obstruction or damage at station entrances and emergencies.
  • Ensuring the availability of the required number of staff.
  • Ensuring the status of AFC systems.
  • Ensure the supplies of Floating cash and Ticket Media are available for passenger service and enter the issued media and Floating cash.
  • He shall be responsible for clamping and padlocking of points in case of emergencies.

Inspection of Station:

  • Station In-Charge shall inspect all levels of stations in each shift and report if any abnormalities are found.
  • Shall ensure upkeep of station cleanliness and hygiene by precise implementation of Station  Management Service contract schedule and updating in application in each shift.
  • Ensure proper utilization of housekeeping manpower and resources as per station requirement.
  • Ensure working status of Station equipment, staff availability, performance of housekeeping services, and working condition of passenger amenities like Water dispenser, toilets etc.

Duty Handover/Takeover:

  • Ensure entry in assurance register and peruse Standing Order Book (SOB) for any new  instruction,
  • Record every event in the station dairy and reliever shall acknowledge the same.
  • Convey reliever regarding any PTW or Caution Order in force.
  • Communicate about any instruction from OCC / CMRL officials.
  • Inform about any defects in Equipment’s room and convey information regarding scheduled visits and special occurrences etc.

Crowd management:

  • To monitor the passenger mobility within the station area. The Station In-charge shall monitor the flow of passengers especially during peak hours and be alert to detect the significant buildup of crowds on the platform or any other area in the station premise.
  • To prevent unusual build – up of passengers on platforms, at entry / exit gates & in ticketing areas.
  • To restrict or deny entry to stations if conditions are likely to become unmanageable.

Station Revenue Management:

  • Maintenance of ticket media stock and floating cash at stations.
  • Proper accountability and handing over of floating Cash / ticket media to be shared with relievers.
  • Record about the cash / Ticket Media stock handed over to ticketing operators at commencement of shift and the balance media returned by the ticketing operators at the end of shift in RRSCM (revenue recording and reconciliation app).
  • ShiftWise settlement and acceptance of revenue and ticket media from ticketing operators as per shift settlement receipt/report.
  • Reviewing and finalizing revenue (Farebox and Non farebox) records on a daily basis in the app.
  • Keep Revenue records up to date.
  • Remittance of Cash earnings to bank representative.

Access and Contractor Management:

  • Monitor and Manage Contractors and maintenance department work through PTW and manage space allocation to them.
  • Manage storage of materials by contractor’s and maintenance department.
  • Manage Non – Pre Approved and Pre – approved visits of Contractors and Visitors.
  • Manage Issuance of Key through Key Register.

Passenger amenities like Lift, Escalator monitoring:

  • Ensure that stations maintain adequate and safe vertical transportation capacity between platforms, concourse, and street levels.
  • Ensure that escalator provision matches demand in capacity and direction.
  • Responding to unscheduled stoppages of escalators, restoring them to service if practicable and informing the concern team for rectification.
  • Ensure that defects are reported and rectified in reasonable time by the maintenance staff.

Response to Station Alarm:

  • In case of fire related emergencies, Station In – Charge shall assume the functionality of Fire commander.
  • To ensure safety of passengers and staff by safe evacuation of passengers and staff to the point of safety and following safety procedures in the event of a fire or smoke emission.
  • To minimize the effect of an alarm or fire in the event of a fire / smoke emission.
  • Ensure permission from OCC to operate the station IBP panel.
  • Report any breakdown / Failure immediately to OCC.
  • Co – ordinate with TC or OCC TVS controller during incident operation.
  • In the event of Tunnel / Station evacuation make appropriate station announcements.
  • ESP buttons have been provided for each tunnel ventilation fans and track way exhaust fans. The station In – Charge shall follow the standard operating procedures to operate the ESP button in case of extreme events only.
  • Station In – charge shall ensure monthly testing of all the TVS equipment from the SCR and to be produced on the demand from higher authorities.
  • Safety – Unauthorized access to be restricted to TVS equipment rooms. Accessing any smoke or air path in the tunnel ventilation ducts / rooms during operational hours is strictly prohibited.
  • All the maintenance activities shall be carried out during non-operational hours only. Station In – Charge to ensure the above.
  • All the local level operation and maintenance activities shall be in consultation with OCC TVS Controller.

Roles and Responsibilities of Traffic Regulator:

  • Generation of timetable as per management requirement
  • Ensuring safe operation of revenue trains in accordance with timetable in-force from time to time
  • Safe operation of all time tabled and non-time tabled train movements.
  • Coordinating all activities in the event of train delay
  • Monitoring passenger flow at station, so that additional service can be planned in case of unexpected increase in demand.
  • Guiding train operators in trouble shooting with the aid of rolling stock controller and signalling fault management controller.
  • Recording and consolidating the system faults informed by train operators, updating the same in fault management apps.
  • Guiding Station controller/Station In-charge and train operators in emergency.
  • Ensuring availability of rakes in time for revenue operation.
  • Liaising with depot controller, crew controller, station controller, Station In-charge, train operator, PPIO and other staff for ensuring safe and scheduled service.
  • Ensuring display and announcement of train information to passengers.
  • Coordination with DCC for pull-out/pull-in of rake from/to the depot.
  • Organising engineer’s possession of the mainline for maintenance and other departmental works in issuing power blocks and authorizing working permits accordingly.
  • Managing emergencies and coordinating with external agencies like fire brigade, police and ambulance in case of incidents/accidents.
  • Ensure temporary speed restrictions if any request by systems department in respective form and the same shall be implemented in the signalling system.
  • Passing timely information of failures to all concerned.
  • The Operator shall regulate the traffic in accordance with the OCC working order.
  • Shall provide advance notification to passengers in case of any amendments to the timetable, through coordination with internal departments for display panels, websites, local newspapers, mobile app or any other reasonable means.
  • In times of delay/disruption in passengers train services, shall inform and coordinate with station controller/station in-charge for guiding the passengers accordingly.

Roles and Responsibilities of Depot movement regulator:

  • Receipt of train from mainline and stable according to space availability and maintenance plan shared/requested by rolling stock team.
  • Induction of trains in the depot to the mainline based on the train position.
  • Movement of trains within the depot with depot operating procedure.
  • Maintain the logbooks of the train movement register.
  • Maintain train keys and tetra for operating staff.
  • Control the point machine through EKT(Electrical Key Terminal) interlocking of PM(Point Machine).
  • Witness breath analyser test results in train operator sign-ON & sign-OFF register of each train operator during their sign-ON and sign-OFF at depot. If the test result is not sober, inform the concerned manager immediately.

Roles and Responsibilities of Service Manager:

  • Provide Overall coordination with CMRL for this contract.
  • Submit monthly bills based on KPI marks given by CMRL concern managers.
  • Preparation and management of roaster and getting approved by CMRL.
  • Deploy Manpower as per the scope of work and CMRL requirement.
  • Ensure the compliance of statutory norms as per contract with regard to deployed personnel.
  • Carry out any other works required for day-to-day Operational activities as assigned by CMRL Engineer and Manager.
  • Daily monitor/supervise the works carried out by deployed personnel and submit the monthly report to CMRL.
  • Counselling of the deployed personnel as and when needed and identification of their training needs.
  • Ensure that only competent/authorized persons are deployed for duty.

Experience:

  • The tenderer shall predominantly be in the business related to operations and maintenance services of the Metro rail system, either in India or Abroad or both.
  • Work Experience of having satisfactorily completed similar works during the last 5 years starting from FY 2017-18 in India or abroad or both, ending last day of the previous month to which the tender is published, shall be as follows:
    • Three similar works costing not less than Rs.11.25 Crore each, or
    • Two similar works costing not less than Rs.14 Crore each, or
    • One similar work costing not less than Rs. 22.5 Crore
  • Similar work means “Providing Operation and maintenance services to Metro rail systems”.

Notes:

  • Works like train cleaning/ train washing and housekeeping services shall not be treated as maintenance.
  • For running contracts, the contract value will be reckoned only up to the period for which the last payment was received.
  • Completed works means either fully completed or paid.
