Chennai Metro Update: Tender invited for re-engineering of Phase-1 extension AFC gates and setting up of supporting network infrastructure

Chennai Metro Rail Limited (CMRL) has invited digitally signed open e-tender through e-procurement portal for Re-Engineering of Phase-1 extension AFC gates, setting up of supporting network infrastructure and setting up of a test lab for open loop ticketing system.

Introduction:

  • Currently Chennai Metro Rail Limited has 9 Phase-1 extension stations. These stations are installed with new generation Automatic Fare Collection Gates.
  • The main objective of the tender is to study, research, design and re-engineer these new  generation gates to enable them to support QR and Open Loop ticketing as well (closed loop supported currently) at phase 1 extension 9 stations of CMRL located at Chennai, Tamil Nadu.

Scope of Work:

  • Contractor shall study, research, design and re-engineer these new generation gates which shall enable these gates to read and validate both QR and Open loop ticketing systems and to do testing and commissioning of these gates as and when deployed as per standard industry practice.
  • The bidder shall deploy sufficient network infrastructure, design, build, deploy the necessary software and install necessary supporting hardware to enable the newly deployed system compatible with the existing ticketing system, duly ensuring it is integrated with the existing closed loop ticketing network architecture for a smooth transition.
  • All deployments, installations testing etc. shall be done under the presence of CMRL representative/(s). This shall be reviewed and approved by competent authority.
  • The bidder also needs to setup a test lab for the complete integrated system for time and again testing of new developments in the QR ticketing system and in any anticipated or non-anticipated changes that might be deployed in future under a single test environment that can demonstrate various test cases in integration with the existing closed loop ticketing software/hardware without disturbing/affecting the ongoing ticketing operations.

  • All equipment shall duly undergo User Acceptance Testing, Commissioning and any other checks as deemed fit by the tender inviting authority.
  • Freight, insurance charges, if any shall be borne by the supplier, similarly shortage, pilferage in transit will be sole responsibility of the supplier and the same will be intimated to the supplier on receipt of goods by the CMRL for resupply.
  • The defective supplies will have to be replaced by the supplier within 15 days without any additional freight / transport charge. 

Warranty & Guarantee:

  • Contractor is required to, without charge, repair or rectify defective goods or to replace such goods with similar goods free from defects.
  • Any goods repaired or replaced by the supplier shall be delivered at the CMRL premises without costs to the CMRL.
  • Warranty / guarantee of 30 months from the date of supply or 24 months from the date of installation, whichever is earlier, should be given in the form of certificate indicating the warranty period along with the terms & conditions for the warranty / guarantee.

Eligibility:

  • In order to submit the bid, the bidders have to get themselves registered on-line on the eprocurement portal with valid Class II/III Digital Signature Certificate (DSC) issued from any agency authorized by Controller of Certifying Authority (CCA), Govt. of India.
  • The on-line registration of the bidders on the portal will be free of cost and one time activity only. If the bidder is an individual person then he should register himself under the “Individual” category and if the bidder is a proprietorship firm/partnership firm/Joint venture/company/consortium then registration should be under the “Corporate” category.
  • The registration must be in the name of the bidder, whereas the DSC holder may be either bidder himself or authorized person.
  • A Tenderer may be a firm that is a private entity, a state-owned enterprise or institution. Joint Venture participation is not permissible for this tender.
  • A Tenderer shall not have a conflict of interest. Any Tenderer found to have a conflict of interest shall be disqualified.
  • A Tenderer shall provide such documentary evidence of eligibility satisfactory to the Employer, as the Employer shall reasonably request.
