Source of Funds:

  • The Borrower specified in the BDS has received or has applied for a Japanese ODA Loan from the Japan International Cooperation Agency (hereinafter referred to as “JICA”), with the number, in the amount and on the signed date of the Loan Agreement specified in the BDS, towards the cost of the Project. The Borrower intends to apply a portion of the proceeds of the Loan to payments under the contract(s) for which this Bidding Document is issued.
  • Disbursement of a Japanese ODA Loan by JICA will be subject, in all respects, to the terms and conditions of the Loan Agreement, including the disbursement procedures and the applicable Guidelines for Procurement under Japanese ODA Loans specified in the BDS. No party other than the Borrower shall derive any rights from the Loan Agreement or have any claim to the loan proceeds.
  • The above Loan Agreement will cover only a part of the project cost. As for the remaining portion, the Borrower, the Project Executing Agency and the Employer will take appropriate measures for finance through other sources specified in the BDS.

Scope of work:

The Permanent and Temporary works shall comprise the Construction of all Civil Works and Temporary Works and services necessary to complete the underground section complete all as per the Employer’s Drawings and the Employer’s Requirements, including, but not limited to, the following.

  • Survey including, Detailed Engineering Topographic Survey, Existing Building Condition Survey, Utilities Investigation, Existing Water Wells Investigation and plugging, in addition to the information given in these tender documents.
  • Additional Geotechnical Investigation as detailed in Sub-Section 2 of Section VII of Part 2 of this document and the Employer’s Drawings.
  • Site clearance, including tree felling, replacement planting at the ratio of 1 felled tree to 12 nos. of seedlings / saplings including the maintenance for two years, tree transplanting in case of rare species or red listed species (before extinct stage) or those with sentimental values, and the fencing, barricading and securing of the site areas and works areas to the satisfaction of the Engineer.
  • The demolition or slicing (wherever required) of existing buildings and other structures which may or may not be explicitly shown in the Employer’s Drawings; the exact shape, size and locations to be confirmed by the Contractor. The slicing shall be carried out in such a manner that the remainder of the building after slicing is structurally stable; after slicing the remaining part of building shall be strengthened, all services to the buildings are restored and separate access staircase shall be provided to the occupants in all floors, if required all associated design calculations shall be prepared by the Contractor and noticed by the Engineer.
  • Strengthening of buildings, after building condition survey to ensure structural integrity and safety of the buildings.
  • Instrumentation and Monitoring schemes in the influence zone as per the Employer’s Requirements and the Employer’s Drawings, and take over and monitor the monitoring instruments and record from the Tunnel Contractor in the station area to the satisfaction of the Engineer.
  • The evacuation of the buildings adjacent to Works as shown in the Employer’s Drawings and wherever required and payment of rent to the occupants / owners during the period of evacuation; along with hotel accommodation/ rent and daily allowance, transportation for hotel drop and pick up of the occupants/owners, the protection of the buildings during evacuation, and hand over the building in the same condition as taken over with necessary repair / rebuilding.
  • Diaphragm walls, excavation, demolition of temporary diaphragm wall, dewatering, erection, dismantling and disposing of lateral support (strutting) works, temporary decking and construction of all floors/slabs, walls/columns, building services etc. of four underground stations, namely Otteri, Pattalam, Perambur Barracks Road and Kellys., all as per the Employer’s Drawings and the Employer’s Requirements.
  • Works other than Diaphragm wall and Traffic decking of two Underground Stations at Ayanavaram and Puraisaiwakkam High Road Cum Crossover Box such as excavation, demolition of temporary diaphragm wall, dewatering, erection, dismantling and disposing of lateral support ( strutting ) works, temporary decking and construction of all floors/slabs, walls/columns, building services etc., all as per Employer’s Drawings and the Employer’s Requirements, and
  • Take over Ayanavaram and Purasaiwakkam High road cum crossover box, temporary decking, diverted utilities, as built records, strutting, barricading, monitoring instruments, dewatering, temporary lighting, instrumentation etc. from the Tunnel Contractor and maintenance to the satisfaction of the Engineer and dismantling and disposing as required.
  • Entrances and associated cut & cover structures and subways leading into the stations, including underground and above ground structures (Civil works) all as per the Employer’s Drawings and the Employer’s Requirements.
  • Underground and above ground ancillary structures including ventilation shafts, plant rooms all as per the Employer’s Drawings and the Employer’s Requirements.
  • First Stage concrete works as per the Employer’s Drawings and the Employer’s Requirements.
  • Diversion and reinstatement as necessary of existing utilities including supporting work for protection and retention of utilities, and handover the diverted utilities to the utility department in case of permanent diversion all to the satisfaction of the Engineer, which will be paid under Provisional Sum excluding storm water drain. Diversion of existing storm water drain and restoration including design shall be covered under the quoted lump sum price.
  • Reference shall be made to Appendix 12 – Utilities, Part 2, Section VI for detailed requirements.
  • All works related to identification of utilities, preparation of diversion proposals and obtaining necessary approvals from the relevant authorities are under the Contractor’s scope of works, and to be included in the lump sum quoted price.
  • Traffic management and road works, both temporary and permanent including diversions of roads and footpaths, temporary decking, pedestrian walkways, subways and footbridges, along with construction and maintenance of the new and existing road and diversions including taking over of road and its facilities from the Tunnel Contractor to the satisfaction of the Engineer; Any additional work area required for the Works and relevant road traffic arrangement/diversion shall be arranged by the Contractor with necessary approvals from Traffic Police department / Stake holders at no extra cost to the Employer.
