Delhi Metro invites tender for creation of integrated OCC and Backup Control Centre for passenger information system from Line 2 to 6

Delhi Metro Rail Corporation Limited (DMRC) has floated open e-tenders from eligible applicants, who fulfil qualification criteria for Creation of Integrated OCC and Backup Control Centre for Passenger Information System (PIDS & PAS) installed at Line 2,3,4,5 and 6.

Introduction:

PIDS-PAS system is used in DMRC for providing information to the public in textual format over display panels and as audio via the speakers. The location of the Central PIDS-PAS system of Phase-1 & 2 Sections of Line 2,3,4,5 & 6.

Scope of Works:

At OCC MB:

  • Supply, Installation, Testing and commissioning of all necessary hardware and software or use the software and configurations etc. of the existing system and Installation, Testing and commissioning of software with the supplied hardware.
  • The scope of work shall include Integration with stations, Testing & commissioning of complete OCC level PIDS-PAS system for managing and operating PIDS-PAS system of Jahangirpuri to HUDA City Centre Section of Line 2. The servers for this section must be in fully redundant 1+1 hot standby configuration.
  • After successful supply and Installation, Testing & Commissioning of PIDS-PAS system, interfacing shall be done with ATS Server for train data, with Master clock for time syncing, with EPABX for making PA announcement through landline phone and with CDRS systems for Live-PA recording at central Level.
  • All the configurations, programming, licensing, software & firmware upgrades if any, OS upgrades, if any required shall be done by the contractor as per approved design within the currency of the contract.
  • If any configuration/Software change is required at station level for this work, then the contractor shall test, integrate the local PIDS-PAS System with OCC, BCC PIDS- PAS and other systems with prior approval from DMRC engineer in-charge. DMRC shall not be liable from making any extra payments towards this work.
  • The PIDS-PAS system within the OCC shall operate on dual 230 V AC and shall be powered from the ACDB (TER).
  • The design shall take into consideration the voltage drop between the power supply source and the Telecommunication as well as S&T system load (as the case may be), individually at OCC.
  • This is a lump sum contract for the above scope of work. The quantity indicated at Annexure B of this Employer’s Requirement is the minimum quantity required and indicative only. Any other item/services required for successful completion of the work shall be part of the contract and shall be provided by the contractor at their own expense.

At BCC SHPK:

  • Supply, Installation, Testing and commissioning of all necessary hardware and software or use the software and configurations etc. of the existing system and installation, testing and commissioning of software with the supplied hardware.
  • The scope of work shall include Integration of the central system with stations, Testing & commissioning of complete OCC level PIDS-PAS system for managing and operating PIDS-PAS system of Yamuna Bank to Vaishali/Noida city Center section including Dwarka Sector 8 & Dwarka Sector 21 stations of Line 3/4, Inderlok/Kirti Nagar-Mundka Section of Line 5 & Kashmere Gate-Escorts Mujesar section of Line 6.
  • After successful supply and installation, Testing & Commissioning of PIDS-PAS system, interfacing with ATS Server for train data, with EPABX for making PA announcement through landline phone, with Master clock for time syncing with CDRS systems for Live-PA recording at central Level.

General:

System must support all messages to be displayed in Hindi and English characters or in combination, having effects- static/scrolling/blinking etc., as selected by the PIDS-PAS operator. The PAS must support message announcements in Hindi and English or a combination of these languages.

PIDS-PAS Message scheduling must be enabled through central level to display routine and special emergency messages for Passengers and staff in stations. It must also be possible to display manually generated/pre-stored Messages on the PIDS Display Boards and voice messages over PAS speakers as and when required.

The Central servers shall support PIDS interfacing with PAS such that simultaneous display and audio announcement of automatic train information can be initiated in each station. PIDS-PAS operators must be able to display special or emergency messages for Passengers and staff on individual, group, selected or all display boards of a station, group of stations or all stations at once.

PIDS-PAS operators must be able to announce or schedule special or emergency audio messages (pre-stored or live) for Passengers and staff on individual, group, selected or all audio zones of a station, group of stations or all stations at once.

Configuration/Messages scheduling creation/modification done on the central servers for station(s), must be downloaded/applied on local stations in real time. Along with this, there shall be provision for manually syncing the stations from central level.

All configuration and message data must be stored in non-volatile memory. The PIDS-PAS Operator must be provided with the necessary facilities for downloading the configuration and alarm data files to compact disk or other secondary storage medium.

The files must be in a format which is easily readable & can be processed by commercially available software applications. Any changes made to the database, must be updated automatically on a system disk and mass storage device so that an up-to-date version of the software shall be available. Centrally initiated messages to the station(s) shall be processed by individually or collectively selected the particular PIDS-PAS equipment.

PIDS-PAS Central Server:

  • The PIDS-PAS central server must be interfaced to the TC&S system as the source of train time table data.
  • The PIDS-PAS central server must be integrated with existing PIDS-PAS servers and equipment installed in TER at each station.
  • The PIDS-PAS central server must communicate all PIDS data to the PIDS-PAS server at each station and must receive from the PIDS-PAS station server appropriate data such as system health, alarms and other data required for proper functioning of the system.
  • The Central Server must have an internal clock synchronised to the Master Clock Subsystem for time and date provided by the Clock system. The internal clock shall be free running in the event of Master Clock Subsystem signals are lost.
  • The System must have facilities of downloading the configuration and alarm data files to compact disc or other secondary storage medium. The files must be in a format that is easily readable and can be processed by commercially available software applications.
  • Any changes in the database must be updated automatically on system disc and mass storage device so that an up-to-date version of the system shall be available, in case a system failure or power failure event occurs.
  • The system should be modular and field replaceable. Failure in any module must not impede the performance of any other module. System shall display a default message on PIDS whenever there is no data from ATS and this shall be configurable.
  • The System must have the following management functions as a minimum:
    • Loading and creating fixed pre-formatted messages
    • Downloading of system backup, registry, configuration files etc.
    • Message priorities assignment.
    • Message scheduling
    • Co-coordinating PIDS and PAS messages.
    • Pre-programming system triggering events
    • Retrieve event logs
    • Modifying pre-defined system information
    • System parameter configuration

Modes of Operation:

The current system at OCC MB and OCC SHPK has the following features and functions. After execution of the works, the back-up systems installed should have/retain all these features.

Following modes of operation shall be available as a minimum:

  • Automatic Mode: Based on information from the Signalling and Train Control System, this shall display the data for train running information. This must be the default mode of operation of the PIDS Subsystem.
  • Time Mode: This mode shall display the information as initiated by the internal system clock via a Time table & message scheduler provided as part of the system facilities.
  • Manual Mode: This mode shall display the information as initiated by a PIDS-PAS operator from the GUI placed at the OCC, BCC and the station SCR including Emergency Messages such as for Station Evacuation under hazardous conditions, etc.
  • The PIDS Subsystem must support messages to be sent by:
    • Station Controller (SC) in SCRs;
    • The PIDS-PAS Operator in OCC/BCC;
    • From the TC&S Interface;

The PIDS-PAS operator must be able to initiate automatically, information on the PIDS displays and on the PAS regarding the mission of a train under certain failure conditions, involving interfaces between the Passengers Information Display System and Signalling Automatic Train Supervision (ATS) system.

In the event of wrong information (train running) being displayed by the central PIDS, the system must have the facility to allow the Controllers in OCC, BCC to override the displayed automatic train running information.

The wrong information can be either due to interface problems with Signalling or failure of connectivity with the OCC and BCC. The message information to be displayed must be prioritised in relation to message type, message source and time Displaying all train services at the platform, unless otherwise directed by the PIDS board/station PIDS server.

Eligibility:

Work Experience:

The tenderers will be qualified only if they have successfully completed or substantially completed similar works during the last five years ending the last day of the month previous to the month of tender submission as given below:

  • At least one “similar work” of value of ₹322.19 Lakh or more, or
  • Two “similar works” each of value of ₹201.37 Lakh or more, or
  • Three “similar works” each of value of ₹161.10 Lakh or more

Similar works for this contract shall be “Design, Supply, Installation, Testing and Commissioning of Passenger Information System for stations and OCC (Operations Control Centre) having Signalling interface at central level so that automatic real time train arrival & departure information received from Signalling system is provided on Public Information Display System & Public Announcement System on real time basis at multiple stations of any Metro Rail.” OR

Upgradation of Passenger Information System for stations and OCC (Operations Control Centre) having Signalling Interface at central level so that automatic real time train arrival & departure information received from Signalling system is provided on Public Information Display System & Public Announcement System on real time basis at multiple stations of any Metro Rail.

Submission of Certificate from End User to confirm functionalities of Passenger Information System as per Annexure-A of the Employer’s Requirement. If the tenderer is a JV/Consortium having foreign partner(s) and above work(s) have been executed by the foreign partner of JV and the work(s) were done in the country of the foreign partner, then in addition to this the foreign partner must have executed works (which need not be similar in nature) of total put together of value ₹161.10 Lakh or more outside the country of the foreign partner.
