Delhi Metro Update: Tender invited for consultancy services for redevelopment of ISBT at Anand Vihar and Sarai Kale Khan

Introduction:

  • Delhi Metro Rail Corporation (DMRC), a joint venture of the Government of India (GOI) and the Government of the National Capital Territory of Delhi (GNCTD) implementing the Delhi Metro Rail Projects.
  • Transport Department, GNCTD and Delhi Transport Infrastructure Development Corporation (DTIDC) holds land parcels at ISBTs (Anand Vihar and Sarai Kale Khan), and desirous that  these land parcels be redeveloped for the permitted activities as per the applicable planning  norms mandated in the Master Plan of Delhi-2021 (or as amended from time to time), or as per applicable regulations including notified Transit Oriented Development Policy/Regulations.
  • For this Purpose DTIDC has appointed DMRC as Project Management Consultant. A project involving re-development of ISBTs at Anand Vihar and Sarai Kale Khan shall be carried out by DMRC.
  • The land for the two (02) ISBTs was allotted to the Transport Department on Leasehold basis. The allotted land shall be used for the purpose of development of ISBTs.

Objective of the Consultancy Assignment:

  • DMRC invites Proposals (the “Proposals”) for selection of Technical Consultant to undertake  the architectural, technical & financial consultancy for feasibility study, master planning, urban designing, engineering & Preparation of Detailed Project Report (DPR) for integrated  development/redevelopment of the Inter State Bus Terminals and to examine the prospects of proceeding with the Project on Public Private Partnership (PPP) basis financial models with different lease periods, with different consideration to be proposed for presentation to DMRC for shortlisting the final model.
  • The necessary project related inputs will be provided to the consultant for the purpose of the  project during study by DMRC.
  • The project development proposed shall be with utmost consideration for the ecology of the  existing surroundings. DMRC intends to select the Consultant through a limited competitive bidding in accordance with the procedure set therein.
  • The consultant shall develop innovative revenue models and project structures, prepare the feasibility report in accordance with Terms of Reference (ToR) specified in Section-7 and assist DMRC in the bidding process for selection of suitable bidder.

Project Background:

  • The Government of NCT of Delhi has identified several Inter-State Bus Terminals (ISBTs) as multi-modal transport hubs to improve movement of passengers and vehicles connecting to different terminals.
  • As part of this work, ISBT at Sarai Kale Khan and Anand Vihar have been identified for Redevelopment with proper integration with other modes of transport such as Metro, Railway, Regional Rapid Transit Station (RRTS) and other upcoming transportation projects.
  • A multi-modal ISBT complex will include essential facilities like bus platforms, operator’s offices, idle bus parking, passenger waiting and allied facilities, bus crew facilities, pick up and drop off points for car/taxi/auto/e-rickshaw, food court, communication centre, fuel station, bus repair and maintenance facilities, transport interchange and integration facilities, commercial, office, entertainment facilities, Residential facilities if applicable/required etc.
  • The Transport Department of Govt. of NCT Delhi has entrusted the work of redevelopment of above-mentioned ISBTs to Delhi Metro Rail Corporation (DMRC). In this regard, DMRC intends to seek the services from reputed, competent and professional consultancy firms who have relevant experience in the subject for Preparation of Detailed Project Report after Techno-Economic Feasibility Study and Preparation of Bid Documents for above noted work.
  • In pursuance of the above, it is proposed to select a Technical Consultant to undertake the architectural, technical & financial consultancy for feasibility study, master planning, urban designing, engineering & Preparation of Detailed Project Report (DPR) for integrated development/redevelopment of the Inter State Bus Terminals and to examine the prospects of proceeding with the Project on Public Private Partnership (PPP) basis financial models with different lease periods, with different consideration to be proposed for presentation to DMRC for shortlisting the final model.
  • If redevelopment of any ISBT is not found suitable for PPP the same may be considered for deposit work for which all specifications, BoQ, Detailed Design and Drawings to be worked out in a competent way which shall be acceptable to all stakeholders. The payment for such work Shall be quoted separately as per DSR schedule (which will be exercised in case Non-PPP mode detailing is desired).
  • Efforts will be made to ensure that the Project is executed such that it is ‘SelfSustainable’ in the long term. The Project shall take into account market study for the purpose and should align with approved plans by the Delhi Development Authority [DDA] or any other local body/civic agency/statutory body.

Land Details:

  • Land has been allotted to the Transport Department of GNCTD by DDA on a perpetual leasehold basis:
    • 22.48 Acres for ISBT at Anand Vihar. 
    • 38.945 Acres for ISBT at Sarai KaleKhan.
  • Topographical survey plans for above land are enclosed along with tender documents. The topographical survey attached with the tender documents are for reference only and the Consultant shall carry out their own topography, site survey with due diligence of land records before submitting their proposal, concept plan and DPR.
  • The bidder shall note that there areDelhi Metro tunnels (pink line)& NCRTC elevated station at the Sarai Kale Khan ISBT.
  • Also, there is an elevated station of DMRC and underground station of NCRTC at AnandVihar ISBT.
  • Successful bidders shall carry out mapping of the metro andNCRTC structure along with other utilities during topography survey and shall submit their proposal considering construction restriction within Influence Zone of metro rail/Rapid metro rail structures. Influence zone for metro rail structures is available on DMRC website. 

Scope of Services:

Broad Terms of Reference is as given below:

  • Part I: Site evaluation, Traffic Assessment,Environment Impact Assessment(EIA) and best-use analysis
  • Part II: Development of Conceptual plan, Influence Zone Plan(as required), TOD  Scheme,Master Plan After development of design alternatives (at least 2) of the site for cost optimization and improved circulation of traffic to be made. Getting approvals from IZP,TOD Scheme,conceptual plans of project development from requisite statutory bodies/local authorities.
  • Part III: Financial feasibility study for different types of PPP modes of execution.
  • Part IV: Preparation of Detailed Project Report and getting approval from DTIDC.
  • Part V: Preparation of Bid Document and assisting in Bid Process detailed schedule, BoQ, Special Condition of Contract, Design & Drawings for also to be submitted as part of bid document based on rates referred in schedule]. And in PPP mode all detailed schedules, BOQ, Special Conditions of Contract, Design & Drawings, Employers Requirements are also to be prepared.

Obligations of DDC:

  • DDC shall perform Services relating to the Project. The Scope of the Services is as stated in the tender documents.
  • DDC shall exercise reasonable skill, care and diligence in the performance of his obligations under the Agreement.
  • Where the Services include the co-ordination between the DDC and other consultants and contractors employed on the Project, the DDC shall provide such coordination.
  • The DDC shall obtain, co-ordinate and submit to the Employer’s Representative for his information and approval all details, drawings, quantities, specifications arising from such coordination with others. Such coordination will take place throughout the period of the Services.

Eligibility:

  • The Consultant should have undertaken at least 01 Consultancy Work/Transaction Advisory PPP Engagement having Fee value of Rs.2 Crs. in the last 10 years in the Infrastructure sector for the Government.
  • In case the bidder is DMRC’s existing Consultant, the Consultant is required to submit the details by duly filled up Annexure-2B. In case the bidder is not an existing Consultant of DMRC, the fact shall be clearly stated in the Annexure.
  • Work experience of only substantial partners (partner with a share of 26% or more in the JV/Consortium) shall be considered for evaluating the JV/Consortium.
  • The tenderer shall submit details of works executed by them in the Proforma prescribed in Form TECH-2C of Section-5 for the works to be considered for qualification of work experience criteria.
  • Documentary proof such as completion certificates from clients clearly indicating the nature/Terms of Reference, actual completion cost and actual date of completion for such work should be submitted.
  • The offers submitted without this documentary proof shall not be evaluated. In case the work is executed for a private client, a copy of work order, bill of quantities, bill wise details of payment received certified by CA, TDS certificates for all payments received and copy of final/last bill paid by client shall be submitted.
  • Only fully completed works shall be taken into consideration for meeting work experience criteria. However, the value of successfully completed portion of similar work in any on-going composite work (work involving other than similar work also) up to last day of the month previous to the month of tender submission will also be considered for qualification of Work experience criteria subject to completion of entire scope of similar work in a composite tender.
  • The Consultant should have undertaken at least 1 Consultancy Work/ Transaction advisory PPP engagement having fee value of Rs.2 Crs. in the last 10 years in the Infrastructure sector for the Government comprise other works, then client’s certificate clearly indicating the amount of work done in respect of the “similar work” shall be furnished by the tenderer in support of work experience along-with their tender submissions.
