Scope of Supply:
- The employer requirements pertaining to the Signalling Working Train Model to be installed at DMRA , ground floor of Block-A are, but not limited to, as below:
- Supply, installation, testing and commissioning of motorized trains of ‘O’ gauge with two cars (look alike metro trains) independently controlled by DCC controller with sound of acceleration, deceleration and horn as per the specified technical specifications document and quantity as per BOQ & suggested layout diagram of working train model.
- Supply, installation, testing and commissioning of 03-aspect signals having red, violet and green aspect with or without route indicator, Buffer stop signals having only red aspect at the end of tracks and Repeater signals with Violet and Green aspect in the working model as per the conditions mentioned in Annexure-B (attached below with this document) and the specified technical specifications document and quantity as per BOQ & suggested layout diagram of working train model in Tender Drawing document.
- Supply, installation, testing and commissioning of points with point machine for diverting train from one track to another and curved tracks in the working model as per the specified technical specifications document and quantity as per BOQ & suggested layout diagram of working train model in Tender Drawing document.
- Supply, installation, testing and commissioning of at least 02 sections of axle counters with axle in and axle out counters and showing corresponding presence of vehicle on Visual display unit the working model as per the specified technical specifications document and quantity as per BOQ & suggested layout diagram of working train model in Tender Drawing document.
- Supply, installation, testing and commissioning of track circuits sections showing Zbond/S-bond and Tuning unit boxes in each section and corresponding presence of vehicle on Visual display unit in the working model as per the specified technical specifications document and quantity as per BOQ & suggested layout diagram of working train model in Tender Drawing document.
- Supply, installation, testing and commissioning of Computer base system with visual display unit for controlling and displaying the gears of working model including train movement and setting of route in the working model as per the specified technical specifications document and quantity as per BOQ & suggested layout diagram of working train model in Tender Drawing document.
- Supply, installation, testing and commissioning of route control from computer base system or any other suitable arrangement for controlling train movements in the working model as per the specified technical specifications document and quantity as per BOQ & suggested layout diagram of working train model in Tender Drawing document.
- Supply, installation, testing and commissioning of OHE masts, Junction boxes of signals, point machines and Track circuits, Digital axle counters and stations etc. in the working model as per the specified technical specifications document and quantity as per BOQ & suggested layout diagram of working train model in Tender Drawing document.
- Supply, installation, testing and commissioning of Dust protection transparent cover for complete model as per the specified technical specifications document and quantity as per BOQ & suggested layout diagram of working train model in Tender Drawing document.
- Supply, installation, testing and commissioning of Platform Screen Door at one of the platform and opening of at least one platform screen door when train stopping at normal stopping point of a platform as per the specified technical specifications document and quantity as per BOQ & suggested layout diagram of working train model in Tender Drawing document.
- Supply, installation, testing and commissioning of Emergency stopping mechanism for train at one of the platforms as per the specified technical specifications document and quantity as per BOQ & suggested layout diagram of working train model in Tender Drawing document.
- Supply, installation, testing and commissioning of all the electrical power cable and other cables used in the working model as per the specified technical specifications document and quantity as per BOQ & suggested layout diagram of working train model in Tender Drawing document.
- Supply, installation, testing and commissioning of a customized model base of size 08’0” x 14’0” that can be extended if needed as per the specified technical specifications document and suggested layout diagram for table/mounting base in Tender diagram document and quantity as per BOQ.
- Supply, installation, testing and commissioning of a working model having at least 03 stations including 02 terminal stations and 01 intermediate station with short loop facility as per the specified technical specifications document and quantity as per BOQ and suggested layout diagram of working train model in Tender Drawing document.
- Supply, installation, testing and commissioning of separate tracks for up line & down line movement as per the specified technical specifications document and quantity as per BOQ and suggested layout diagram of working train model in Tender Drawing document.
- Supply, installation, testing and commissioning of friction type buffer stop along with each buffer stop signals as per the specified technical specifications document and quantity as per BOQ and suggested layout diagram of working train model in Tender Drawing document.
- Supply, installation, testing and commissioning of track locking concept that is when point zone track is occupied or train is available on a point, then movement of that point is not permitted as per the specified technical specifications document and quantity as per BOQ and suggested layout diagram of working train model in Tender Drawing document.
- Supply, installation, testing and commissioning of approach locking concept that is when train is available on approach section of a route, route will not release immediately and will take 90 sec to release as per the Annexure –B (attached below with this document) and specified technical specifications document and quantity as per BOQ and suggested layout diagram of working train model in Tender Drawing document.
- Supply, installation, testing and commissioning of route locking concept that is when the entry signal of a route is proceed aspect then all the route elements like points are locked and cannot be altered as per the specified technical specifications document and quantity as per BOQ and suggested layout diagram of working train model in Tender Drawing document.
Technical Specifications:
- The block detection system and other signalling systems shall be microprocessor based.
- Each Point Controller shall be microprocessor based with “close to realistic” demonstration of changeover of the installed points.
- Route controller/Computer base system shall be designed so that multiple configurations of the route can be pre-defined or can be independently set “on the fly”.
- In the axle counting system, Seven Segment Display shall be used to show axle in & out counts and section status shall display on Visual Display Unit.
- Track circuits boundary shall display S-bond /Z-bond and tuning unit boxes along the tracks to show the track circuits equipment.
- The tracks will be supplied in solid brass with plastic sleepers (O Gauge). Similarly, the turnouts will be brass rails in ABS (Acrylonitrile butadiene styrene) or similar plastic sleepers.
- Rakes will be of “O” gauge types with 02 cars with one power car and other non-power car and shall be moveable in both directions.
- All the components shall be in proper scale and 3D printed, cast resin, cast metal or fabricated so as to give the look and feel of actual material at site.
- Train shall stop in front of the red aspect of an entry signal of a route and proceed when signal is violet/green as per Annexure-B of employer requirement document and point shall not operate electrically/ manually when train is available over the point zone track circuit (Track locking).
- All the entry signals shall display a red aspect when no route set or any undefined condition.
- Model shall be of modular type and all the equipment shall be mounted on the model base of size 08’0” x 14’0” approx. as per suggested layout diagram for table/mounting base in Tender diagram document.
- Model base shall be of modular type and of size 08’0” x 14’0” approx. and shall install visual display unit and other command gears as per suggested layout diagram for table/mounting base in Tender diagram document.
- Model base shall be constructed from tubular metal framing clad with laminated wooden panels. Provisions shall be made for modular expansion / modification in future.
- Facility shall be provided for running power /signaling cables within the base.
- The digital components of the model shall include embedded engineering, unity programming and Graphical user interface (GUI) designing with 34” Visual display unit (VDU).
- Graphic User Interface (GUI) will operate and give all commands to the metro model. Once the application starts on Graphic User Interface (GUI), the Welcome screen will be animated with a message of “Welcome to Delhi Metro Rail Academy”. Users can accordingly give commands to start the metro train, stopping at any station, changing the track, set route etc.
- All the signalling gears like points, signals etc. shall be of “O” gauge standards.
- Transparent cover may be acrylic / polycarbonate on a metal frame of enough height so that the working model can be seen clearly and maintenance can be done smoothly.
- Island / side platforms shall be installed on 03 stations as per layout diagram of the working model that can accommodate 02 – car trains.
Notes:
- Financial data for the last three audited financial years has to be submitted by the tenderer (each member in case of JV/Consortium) in Appendix-8 of Form of Tender along with audited balance sheets.
- The financial data in the prescribed format shall be certified by a Chartered Accountant with his stamp, signature, membership number & Unique Documents Identification Number (UDIN).
- In case the audited balance sheet of the last financial year is not made available by the bidder, he has to submit an affidavit (As per format provided in Appendix-8A to form of Tender) certifying that ‘the balance sheet has actually not been audited so far’. In such a case the financial data of previous ‘2’ audited financial years will be taken into consideration for evaluation.
- If the audited balance sheet of any other year than the last year is not submitted, the tender may be considered as non-responsive. All the documents or certificates which are provided by CA after 1st July, 2019, must contain UDIN thereon and the particulars of certifications must be the same as mentioned on document/certification and submitted to ICAI on its website.
- However, the tenderer including all substantial members of JV / Consortium should have been incorporated more than three years earlier from the last day of the previous month of tender submission.
- In case financial statements for any of the financial year is not required to be audited as per any relevant section of the Income Tax Act, then, same should be supported by CA (Chartered Accountant) certificate along with all the GST returns, ITR-3/4 (including all the forms) and form 26AS for each of the financial year not liable to be audited as per relevant section of the income tax Act.
- Any certification or document required to be provided by CA, must contain UDIN thereon and the particulars of certifications must be the same as mentioned on document/certification and submitted to ICAI on its website which can be verified online.
- Where a work is undertaken by a group, only that portion of the contract which is undertaken by the concerned applicant/member should be indicated and the remaining done by the other members of the group be excluded. This is to be substantiated with documentary evidence.
