Delhi Metro Update: Tenders invited for Implementation of Integrated Project Monitoring Software for upcoming Projects

After resuming construction work in the city,  Delhi Metro Rail Corporation (DMRC) has now invited Open e-Tenders for the  Implementation of Integrated Project Monitoring Software for Civil, Electrical & System Works of upcoming Projects of DMRC.

Key Details:

  • Name of Work: Contract: IPMS-01R/2020: Development, Implementation and Maintenance of Integrated Project Monitoring Software for Civil, Electrical & System Works of upcoming Projects of DMRC.
  • Approximate cost of work: INR 8.00 Crore (Inclusive of GST)
  • Completion period of the Work: 64 Months (4 months is for Development and Go-Live and remaining 60 months is for Support Services and Maintenance of the Developed Software)
  • Pre-bid Meeting: 03.06.2020 at 1100 hrs.
  • Tender submission start date: 18.06.2020 (0900 hrs).
  • Tender submission end date: 25.06.2020 (1500 hrs).
  • Date & time of opening of Tender online: 26.06.2020 at 1500 hrs.

Project Description:

It is proposed to develop an Integrated Project Monitoring Software for Civil, Electrical and System works of upcoming projects. DMRC teams will access the application using public cloud services to manage deliverables, RFI, resolve issues, collect field data, share files, submittals, drive project performance and get project insights using various dashboards.

The proposed software should enable seamless flow of data from site to various HQ and various Project officials with customized dashboards and appropriate interfaces with BIM 360 and Primavera project schedules.

For the upcoming projects, all modeling and design will be done through BIM 360. Proposed software solution should have capability of storing of record keeping/ construction time data linked to BIM 360 Design Model. Records may include but not limited to status of work, test reports, data sheets, other document etc.

DMRC is working on a comprehensive BIM execution plan using BIM 360 Design which will eliminate design data redundancies and errors. DMRC has centralized license for BIM-360 Design. Primavera will be operated at multiple points on different licenses by contractors and DMRC officials.

The proposed software should provide interface through mobile app for capturing various data/photos from site. Project scheduling and monitoring shall be done in Primavera Software. The project schedules output of Primavera will be ingested by the proposed software for visual project construction monitoring in reference to 3D Models taken from BIM 360 design models stored in the system. This methodology of working will ensure a tight integration between BIM models and Primavera Schedules.

The proposed software will be used by about 500 users out of which about 250 will be concurrent users (due to shift work). However, system should be scalable to take care of additional users in future. All licenses related to BIM 360 design and Primavera will be arranged by DMRC.

The Pre-bid meeting shall be conducted through video conferencing by software apps such as etc. All prospective bidders shall have to provide the details of the person(s) (maximum up to two) who will be participating in such virtual meeting at least one day before the meeting (latest by 1100 hrs on 02.06.2020) to the registered official email of DMRC i.e. so that links having details such as software, meeting ID, password etc. can be mailed to these persons at least 12 hours before the scheduled virtual prebid meeting.

DMRC has awarded this contract worth Rs 6.66 crores to Mansycom-Nadhi-Excelize Consortium with Mansycom Consultants Pvt Ltd, New Delhi as the Lead Partner and Nadhi Information Technologies Pvt Ltd, Chennai and Excelize Engineering Services Pvt Ltd, Aurangabad as the two other consortium members. Nadhi’s COTS solution – ‘nPulse’ shall be used as the core for developing & customizing the required functionalities for IPMS solution, as specified in the tender by DMRC.

    Mansycom Consultants is perhaps the first organization in India, founded by a senior construction management professional & a civil engineer from IIT Delhi & MBA from FMS, which started providing consulting services using BIM technology for engineering spatial coordination, model based take-off sheets/ bill of quantities, construction time & cost management to international & domestic construction & infrastructure industry from the year 2006 onwards, at which time other BIM organizations in India were just carrying out conversion of Autocad 2D drawings to 3D BIM models.

The IPMS solution is proposed to go-live in March 2021 and then maintained by the Consortium for next 5 years i.e. till March 2026.
