Delhi Metro Update: Tenders invited for supply of 16935 MT HH Rails for Phase-IV corridors

The Delhi Metro Rail Corporation Ltd. (DMRC) has invited an open e-tender through e-tendering system for the Manufacturing and Supply of 16935 MT HH Rails UIC 60/60 E-1 (Class-A), 1080 Grade, IRS-T-12-2009, on CIF basis (Indian Port) for DMRP-Ph-IV Corridors (i) Line-8 Extn. (ii) Line-7 Extn. (iii) Line-10.

Source of Funds:

  • The Borrower specified in the BDS has applied for or received a Japanese ODA Loan from Japan International Cooperation Agency (here in after referred as JICA) with the number in the amount and on the signed date of the Loan Agreement specified in the BDS, toward the cost of the project specified in the BDS. 
  • The Borrower intends to apply a portion of the proceeds of the Loan to eligible payments under the Contract(s) for which these Bidding Documents are issued.
  • Disbursement of a Japanese ODA Loan by JICA will be subject, in all respects, to the terms and conditions of the Loan Agreement, including the disbursement procedures and the applicable Guidelines for Procurement under Japanese ODA Loans specified in the BDS. No party other than the Borrower shall derive any rights from the Loan Agreement or have any claim to the Loan proceeds.
  • The above Loan Agreement will cover only part of the project cost. As for the remaining portion, the Borrower will take appropriate measures for finance.

Technical Proposal / Details to be submitted by the Bidder as a part of Technical Package:

  • Proposal for No. of change over blooms will be in terms of Clause 4.3 of IRS-T-12-2009.
  • The bidder shall furnish details of the steel making process including refining, vacuum degassing, controlled cooling of bloom/rails etc. which will be followed, in terms of Clause 5.1 of IRS-T-12-2009
  • The Best accepted code of practice to be applied throughout manufacturing process to ensure that the rails meet the stipulations of this specification. The bidder shall furnish the measures adopted for ensuring the same as per Clause 5.3 of IRS-T-12-2009. 
  • The Chemical Composition of rails for 1080 Grade shall be as per with up-to-date correction slips/corrigendum of IRS-T-12-2009. In case of issue of any amendment in IRS-T-12 specifications by RDSO during the execution of contract, same too will be applicable for the balance lots to be delivered after issuance of Amendments.
  • Furnish the method of heat treatment adopted by the manufacturer. The hardness to be achieved by heat treatment process only.
  • Furnish details of on-line ultrasonic testing of rails to be followed as per Clause 10.3 of IRS-T-12-2009.
  • Furnish the Clause-by-clause compliance/commentary on the provisions of IRS-T-12-2009 for 1080 grade head hardened rails. 
  • Furnish the proposal for the values /results obtainable for all the qualifying criteria tests mentioned in IRS-T-12-2009 for 1080 grade HH rails when conducted as per provisions of IRS-T-12-2009. 
  • Furnish the details of testing facilities, where the rails will be tested. If manufacturing firms don’t have facilities for qualifying criteria tests, supplier have to indicate name of any reputed independent lab for the same. 
  • Furnish the proposal of packing and shipment to demonstrate that no damage will be caused to Rails up to Delhi.
  • A confirmation in regard to weld ability of 1080 grade HH rails proposed to be supplied as per IRS-T-12-2009 by short pre-heat process of Alumino-thermic welding technique as specified in Indian Railway Specification IRS-T-19 (latest version) for Fusion welding of rails by Alumino-Thermic process duly following the provisions of Indian Railway Manual for Alumino-Thermic welding.
  • A confirmation in regard to use of 1080 grade HH rails supplied as per IRS-T-12-2009 for radius up to 90 m.
  • Any other pertinent technical information /detail, the bidder may like to furnish.
