DFCCIL invites tender for construction of new RUBs between Boisar-Vangaon Railway Stations of Mumbai Division

Dedicated Freight Corridor Corporation of India Limited (DFCCIL) has invited open e-tenders, in Single Stage Two Packet System for Construction of new RUB at LC 52 (IR Chainage-102/19-21) (By Box Pushing Method on DFC portion with DFC side approach) between Boisar – Vangaon Railway Stations of Virar – Surat section of Mumbai Division of Western Railway.

Introduction:

Dedicated Freight Corridor:

  • Dedicated Freight Corridor Corporation of India Ltd. (DFCCIL), a public sector undertaking has been set up under the Indian Companies Act, 1956 for implementation of Dedicated Freight Corridor Project. Government of India is the sole shareholder of the DFCCIL.
  • The Ministry of Railways (MOR), Government of India has planned to construct Dedicated Freight Corridor (DFC) covering about 3338 route Kilometres on Eastern and Western Corridors.
  • The coverage of the Eastern Corridor is from Ludhiana to Dankuni and Western Corridor is planned from Jawaharlal Nehru Port, Mumbai to Rewari/Tughlakabad/Dadri near Delhi. There will be a linkage between two corridors at Dadri.

Project Description:

  • Level Crossings (LC’s) are generally unsafe locations and also a congestion point for road/rail’s users. These LC’s are operational bottlenecks for Railways / DFCCIL in terms of loss in punctuality and reduction in line capacity.
  • Construction of ROB(s)/ RUB(s) is financially and operationally beneficial apart from the fact that it improves the safety of Rail/ Road users.
  • Road over bridges (ROB)/Road under bridges (RUB) are being constructed on the level crossings falling on Western Corridor of DFCCIL. These ROBs shall span over the existing railway lines, the proposed DFCC lines and on approaches.
  • The work of Construction of RUB / LHS of having size 2×3.615×3.5 m of approx. 15 m length under DFC Portion (By BOX PUSHING METHOD on DFC Portion with DFC side approach) between Boisar – Vangaon Railway station of Virar – Surat Section of Mumbai Division of Western Railway.

Scope of Work:

  • Scope of work is as per the requirements given in the Bid document but not limited to: WDFC alignment is passing parallel to IR track on Mumbai Division of Western Railway.
  • Along this route, one Road Under Bridge (RUB) is required to be constructed under DFC tracks to eliminate Level Crossing No.52 near Boisar Station. The details of this RUB is shown in List of Drawings (Part-V of Tender Document).
  • Preparation and submission of structural design, detailed drawings and design details of RCC Box, thrust bed and retaining wall for box-pushing of RCC Boxes for construction of RUB at LC-52. These designs shall be proof checked by IIT/NIT or agency nominated by Engineer in charge or as decided by the Engineer in charge.
  • Construction of thrust bed as per contractor’s own design & approved by DFCCIL on the approach for pushing of precast RCC Box.
  • Construction of precast RCC Box over thrust bed as per approved design and drawings as per DFC loading standard.
  • Pushing of precast RCC Box on the approved level & alignment as per the approved GAD  and to match with the already placed RCC Box on IR main line, with contractors own pushing arrangements, ensuring safety of DFC tracks and restoring the track and formation if any deficiencies are observed during pushing on priority basis.
  • Construction of RCC approach road along with retaining wall as per approved drawings.
  • Making all the joints of RCC Box watertight to ensure no water logging takes place in RUB.
  • Construction of drainage arrangements for RUB to ensure no water logging takes place during monsoon.
  • Providing roofing arrangements as per approved drawings.
  • Providing safety arrangements in approaches and RUB to ensure safe movement of road and rail traffic.
  • Providing a footpath for the movement of pedestrians.
  • Any other work as required for the safety of road and rail traffic and commissioning of RUB as directed by Engineer in charge.

Location:

  • Works are to be executed in the jurisdiction of Mumbai Division of Western Railway with approaches of RUB However, DFCCIL reserves right to change the site of work anywhere in adjacent/adjoining area of the work defined in Para 1.3.1(iii) above in the jurisdiction of CGM/Mumbai/North/DFCCIL and the contractor shall be bound to execute the work without any extra cost.

Eligibility:

  • The tenderer /JV firm or Lead Member of JV firm must have satisfactorily completed or substantially completed any one of the following categories of work(s) during last 07 (seven) years, ending last day of month previous to the one in which tender is invited:
    • Three similar works each costing not less than the amount equal to 30% of advertised value of the tender, or
    • Two similar works each costing not less than the amount equal to 40% of advertised value of the tender, or
    • One similar work costing not less than the amount equal to 60% of advertised value of the tender.

Similar Nature of Work for this Tender is defined as:

  • Construction of any Bridge Work / ROB / RUB / Viaduct of Railway / Metro Railway Track(s).
  • For the purpose of technical eligibility criteria, the definition of ROB means “Road Over Bridges”constructed over Railway line(s).
  • For the purpose of technical eligibility criteria, the definition of RUB means “Road Under Bridges” constructed under Railway line(s).
  • It is clarified that the Technical Eligibility Criterion mentioned above is a composite component for fulfilment of criteria by a JV firm. Refer Clause 65.15.1 of Chapter IV Part I of this Tender document.
