DFCCIL invites tender for supply and installation along with Operation and Maintenance of Point and Crossing Tamping Machines

The Dedicated Freight Corridor Corporation of India Limited (DFCCIL) has floated open e-tenders for the Design, manufacture, supply, testing & commissioning of 4 (Four) New Point & Crossing Tamping Machines (PCTM). The project includes Training of DFCCIL Personnel, and  Operation & Comprehensive Maintenance of Machine for a period 144 Months after Commissioning of machines.

Objective:

The Scope includes operation and maintenance work of machines to be outsourced for a period of Twelve years after commissioning of machines. The period of 144 months shall be counted from the date of commissioning of each machine. The O&M period will be considered for extension on applicable grounds including on Force-Majeure account.

The Scope includes all cost of manpower and materials/consumables (except HSD oil) required for proper O & M of PCTMS. The objective of the contract is the operation and maintenance of Machines including supply of spares/consumables by the Contractor in the manner and to the standards and within the time stipulated by the Contract.

In full recognition of this objective, and with full acceptance of the obligations, liabilities and risks which may be involved, the Contractor shall undertake the execution of the Works. The Maintenance Works shall be executed to the highest standards available using proven up-to-date good Engineering practices.

The Specification shall in any case not specify standards which, in the Engineer’s opinion, are less than or inferior to those described in the Technical/Maintenance Specifications contained in the Tender Documents.

This Tender shall be governed by instructions to Bidders, General condition of Contract, Special conditions of contract of O & M phase. If there are varying or conflicting provisions in the documents forming part of the contract, the Engineer shall be deciding authority with regard to the intentions of the provision and decision of Engineer will be final and binding on the contractor.

Scope of Works:

Contractor’s Obligations:

  • Maintain the machines as per maintenance Schedule by providing timely consumables, spares including tamping tools and maintenance staff etc. by his own manpower.
  • Ensuring availability of agreed scale of staff for operation (movement, shifting and working) and maintenance of track machines.
  • Ensuring availability of Track machines for tamping for 25 days in month. The time consumed in Maintaining the machine as per 1000 Hrs. IOH and POH will be considered as availability for the purpose of counting 25 days.
  • Offer the track machines to DFCCIL for obtaining traffic block and avail traffic block as granted.
  • The block timings may be different depending upon the traffic pattern and shall be advised to the supervisor in advance, who will ensure that the machine is offered with due daily maintenance at least 30 minutes before the tentative block time.
  • Will arrange proper lighting for night block working.
  • Carry out the work of tamping of plain track/ Points by his own operators. viii) Tamping of the track shall be carried out so as to attain the final track geometry after the work (final tamping) within the prescribed tolerances. Supply of all spares and consumables including tamping tools.
  • Average team to be deputed for operation & maintenance: Supervisor -1, Operators 3, Technicians/Fitter – 3, Helper-3. Contractor will try to optimise the utilisation of traffic blocks.
  • Indemnify the DFCCIL and maintain insurance as per contract.
  • Provide accommodation and transport facilities to its staff.
  • Contractor will ensure validity of competency of staff and for this purpose he will spare the staff in time for refresher courses, Periodical Medical Examination and arrange suitable replacement at par with IR Track machine operators.
  • Contractor will supervise the machine tamping work at its own cost and ensure safety and quality of work.
  • Shall maintain the record and submit progress/information/reports as per contract periodical.
  • Shall make arrangements to expeditiously clear the block section in case of failure/derailment of track machine, by his own means and at his own cost.
  • Shall take measurement of works and submit the bills in time.
  • During breakdown maintenance, Contractor shall provide:
  • All necessary manpower needed to restore the machine for operation.
  • All additional manpower and specialists for immediate troubleshoot and repair in the least possible time.
  • Contractor shall ensure that all precautions to be taken while working in Track circuited area is observed as per Para 279 of IRPWM.
  • After completion of days/nights works the contractor shall ensure that all equipment, tools and plants is cleared before leaving the site. No material whatsoever shall be left behind.
  • The contractor shall ensure that all his staff shall wear proper uniform with personal protective equipment including helmet, safety shoes and illuminated jacket etc. while working.
  • The contractor shall take all necessary safety measures & precautions and the contractor shall be entirely responsible for the safety & security of his men & materials.
  • Contractor shall provide Photo-identity cards to all his staff & supervisors.
  • Adhere to statutory laws.
  • To deploy competent staff fulfilling necessary medical requirements. Medical examination at nominated medical hospital/Health centre will be carried out by DFCCIL Medical Officers Charges of medical examination, if any, will be borne and paid by contractor.
  • While working on double/multiple line sections, it shall not infringe the adjoining track and it must be possible to permit trains at full speed on that track.
  • If considered unavoidable for working, any infringement of the adjoining track shall be allowed only after obtaining the block of that track.
  • The cost of manpower and service engineer of all schedules of maintenance prescribed in the Track machine manual are included in agreed rates of item No. 2/4 of SOR.
  • However, the spare parts and other material and consumables (except HSD oil) required are included in agreed rates of item No. 3/5 of SOR.

Eligibility:

The Bidder or lead Partner (in case of JV) have a valid MoU with Manufacturer/OEM of PCTM for supply of Machines dully mentioning the Delivery and Commissioning schedule as per attached Performa Annexure-TC1, or

Bidder or its member is a licensed manufacturer who regularly manufactures the Point and Crossing Tamping Machine and has adequate technical knowledge and practical experience in manufacture, supply, and commissioning of offered items to Indian Railways or any other Railway organisation in India or abroad.

Technical Eligibility Criteria: The Bidder must have successfully completed or substantially completed any one of the following categories of work(s) during last 07 (seven) years, ending last day of month previous to the one in which tender is invited:

  • Three similar works each costing not less than the amount equal to 15% of advertised value of the tender or
  • Two similar works each costing not less than the amount equal to 20% of advertised value of the tender or
  • One similar work costing not less than the amount equal to 30% of advertised value of the tender.

Substantially Completed Work:

Means an ongoing work in which payment equal to or more than 90% of the present contract value [excluding the payment made for adjustment of Price variation (PVC), if any] has been made to the contractor in that ongoing contract and no proceedings of termination of contract on Contractor’s default has been initiated. The credential certificate in this regard should have been issued not prior to 60 days of date of invitation of present tender.

  • Mechanised Track Maintenance using On-Track Machines anywhere in Railway Sector in any country of the world, or
  • Operation and Maintenance of ON Track Machines anywhere in the Railway Sector in any country of the world, or
  • Mechanised Track laying by NTC/T28 and/or renewal of track by TRT/PQRS/T28 and/or Mechanised Track deep screening, shallow screening and/or through weld renewal by mobile flash butt welding plant anywhere in railway sector in any country of the world, or
  • Any work of Supply of ON-Track tamping machine(s) and its spares for laying/maintenance of track in railway sector in any country of the world.
