DFCCIL invites tender for various work including signalling and telecommunication maintenance at various stations of Eastern Dedicated Freight Corridor for 2 years

Dedicated Freight Corridor Corporation of India Limited (DFCCIL) has invited open e-tenders, in Single Stage Two Packet System for signalling and telecommunication maintenance, replacement/refixing works, supply of minor spares and hiring of manpower, from DFCC Chainage Km 507.693 (Excluding New Bhaupur) to DFCC chainage Km 278.155 (Excluding New Karchana) section including junction link lines from IR Bhimsen station to New Bhimsen station, IR Sujatpur station to New Sujatpur station and IR Rooma station to New Kanpur station of Eastern Dedicated Freight Corridor (EDFC) under DFCCIL PRYJ(W) unit for two years.

Scope of Services:

Semi Skilled Manpower (Maintenance Helper (for Signalling works):

  • General Cleaning of signal units, Location Boxes, TLJBs, Point Machines etc.
  • Cleaning/Dusting in SER, ALHs, RHs and other S&T rooms.
  • Attention to earthing pits and earthling at service buildings (Station/ALH/RH/ LC Gates/ GSM-R).
  • Attention to earthing of location boxes and signals.
  • Visual Inspections and checking of loose connections.
  • Measurement of basic voltage/ current levels.
  • Observing the diagnostic indications in cards.
  • Cleaning of ALH/RH/Stations Signal rooms and equipment including Air Conditioner.
  • Cleaning/ Maintenance of IPS Signalling batteries at Stations SER/ALH/RH
  • Transportation of Signal/Telecom equipment/Cables from IMD/IMSD to Site.
  • Loading, Unloading & Handling of materials.
  • Restoration works at time of accident/ derailment. Prompt Attending of Breakdown/ equipment failures as per instructions of DFCCIL Staff.
  • Any other work associated with maintenance of S&T Gears, assigned by DFCCIL Site- Incharge.

Semi Skilled Manpower Maintenance Helper (for Telecommunication works):

  • General Cleaning of VHF Eqpts Telecomm eqpts, and installations at all SCADA, GSM-R, LC Gate and IMD/IMSD locations.
  • Attention to earthing pits and earthling at service buildings (GSM-R/IMD/IMSD etc).
  • Visual Inspections and checking of loose connections.
  • Measurement of basic voltage/ current levels.
  • Observing the diagnostic indications in cards.
  • Cleaning of ALH/RH/Stations Telecom rooms and equipment including Air Conditioner.
  • Cleaning/ Maintenance of IPS telecom batteries at Stations TER, GSM-R, SCADA locations.
  • Transportation of Signalling/Telecom material/equipment/Cables from IMD/IMSD to Site.
  • Loading, Unloading & Handling of materials.
  • Restoration works at time of accident/ derailment. Prompt Attending of Breakdown/ equipment failures as per instructions of DFCCIL Staff.
  • Any other work associated with maintenance of S&T Gears, assigned by DFCCIL Site- Incharge.
  • Safety and Protection items/ equipment i.e. luminous Jackets, Helmet, Torch, Safety Shoes, Hand Gloves or any other safety item as per site requirement shall be provided to all the outsourced staff by the Contractor.

Eligibility:

  • The tenderer must have successfully or substantially* completed any of the following during last 07 (seven) years, ending last day of month previous to the one in which tender is invited:
    • Three similar works, each costing not less than the amount equal to 30% of advertised value of the tender, OR
    • Two similar works, each costing not less than the amount equal to 40% of advertised value of the tender, OR
    • One similar work, each costing not less than the amount equal to 60% of advertised value of the tender.
  • The similar nature of work is defined is “To carry out the work related to Repairing/Refixing/Replacement/Construction/Maintenance of Signalling assets/Signalling and Telecommunication assets in Indian Railways or in Railway PSUs like RVNL, IRCON, RITES, DFCCIL etc.”
  • Substantially Completed Work means an ongoing work in which payment equal to or more than 90% of the present contract value (excluding the payment made for adjustment of Price variation (PVC), if any) has been made to the contractor in that ongoing contract and no proceedings of termination of contract on Contractor’s default has been initiated. The credential certificate in this regard should have been issued not prior to 60 days of date of invitation of present tender.

Notes:

  • Above detail should be given only for works which have been physically completed in all respects, for the similar nature work defined in para 4.14 of the tender document above. Part completed work shall not be considered.
  • Certificates from Private individuals for whom such works are executed shall not be considered for eligibility of tenderers.
  • The tenderers should attach a self-attested copy of certificate issued by the organisations for whom the work was carried out in the proforma above.
  • In column 4 type of organisation is to be mentioned viz. Central/ State Governments /Public Sector Undertaking/Public Funded Institutions/Municipal Bodies /DFCCIL Siding owners /Concessionaires/ Public listed companies.
  • In case a work is started prior to 07 (seven) years, ending last day of month previous to the one in which tender is invited, but completed in last 07 (seven) years, ending last day of month previous to the one in which tender is invited, the completed work shall be considered for fulfilment of credentials.
  • If a work is physically completed and completion certificate to this extent is issued by the concerned organisation but final bill is pending, such work shall be considered for fulfilment of credentials.
  • If a part or a component of work is completed but the overall scope of contract is not completed, this work shall not be considered for fulfilment of technical credentials even if the cost of part completed work/component is more than required for fulfilment of credentials.
  • In case a work is considered similar in nature for fulfilment of technical credentials, the overall cost of that work including PVC amount if any shall be considered and no separate evaluation for each component of that work shall be made to decide eligibility.
  • For col no 7, the value of final bill including PVC amount-if paid, or otherwise in case final bill is pending the contract cost in last approved variation statement plus PVC amount paid or cumulative amount paid up to last on-account bill including PVC amount and statutory deductions whichever is less, shall be considered as the completion cost of work.
  • The Secondary Component(s), i.e. the details of successfully completed works of similar nature (that defined for the Secondary Component), executed by tenderer himself / the subcontractor (fully by any one or jointly i.e. partly by tenderer and remaining through subcontractor) during last five years, shall not be considered.
