GMRC floats tender for design, supply and installation of battery powered shunting locomotives and mobile jacks for Phase-2 project of Ahmedabad Metro

The Gujarat Metro Rail Corporation (GMRC) has floated sealed bids from the eligible bidders for Design, manufacture, supply, installation, testing and commissioning of battery powered shunting locomotives and synchronised mobile jacks for lifting three car trains for Ahmedabad Metro Rail Project, Phase-2 (Lot- I and Lot- II).

Introduction:

Design, Manufacture, Supply, Installation, Testing and Commissioning of Battery Powered Shunting Locomotive for Ahmedabad Metro Rail Project, Phase-II for LoT –I.

Design, Manufacture, Supply, Installation, Testing and Commissioning of Battery Powered Shunting Locomotive and Synchronised Mobile Jacks for Lifting Three Car Trains for Ahmedabad Metro Rail Project, Phase-II for LoT-II.

General Description of the Stores:

Gujarat Metro Rail Corporation (GMRC) Limited is the Special Purpose Vehicle of Government of Gujarat and Government of India implementing the Phase I & Phase II of the Ahmedabad Metro Rail Project and Surat Metro Rail Project.

The sanctioned Detailed Project Report (DPR) of Ahmedabad Metro Rail Project Phase-I, envisages two corridors viz. East-West corridor, of approximately 19.44 Km length with 17 stations and North-South corridor of approximately 18.49 Km length with 15 stations, comprising at-grade, elevated and underground sections.

The mode of traction is 750V dc Third Rail. The track will be of Standard Gauge (1435 mm). On the East-West corridor a maintenance depot along with full workshop facilities is envisaged at Apparel Park. On the North-South corridor a maintenance depot along with full workshop facilities is envisaged at Gyaspur.

An Integrated Operation Control Centre (OCC) for both the corridors is proposed at Apparel Park Depot and a Back-up Control Centre (BCC) at Gyaspur Depot. The complete work is proposed to be brought into operational use in various stages.

The sanctioned Detailed Project Report (DPR) of Ahmedabad Metro Rail Project Phase-II envisages two corridors viz. corridor 1, of approximately 22.838 km length with 20 stations and corridor 2 of approximately 5.416 Km length with 2 stations, comprising elevated. The mode of traction is 750V dc Third Rail. The track will be of Standard Gauge (1435 mm). One depot for stabling facilities is planned at Indroda Circle.

The work in this Tender document comprises Design, Manufacture, Supply, Installation Testing and Commissioning of for Ahmedabad Metro Rail Project Phase-II:

  • One Number of Battery Powered Shunting Locomotive
  • One set of Synchronised Mobile Lifting Jacks and supply of spares and tools and the training of operation and maintenance personnel of the Purchaser

Source of Funds:

Ahmedabad Metro Rail Project Phase-II is financed partly through budgetary resources of Government of Gujarat (GoG) and Government of India (GoI) on equal equity basis (50:50) and partly through loans from AFD and KFW.

This work for Design, Manufacture, Supply, Installation Testing and Commissioning of Battery Powered Shunting Locomotive & Mobile Lifting Jacks for Ahmedabad Metro Rail Project Phase-II is funded by contribution of Government of Gujarat (GoG) and Government of India (GoI) and not through AFD and KFW loan or JICA loan. It will be Local Competitive Bidding. Tender will not require AFD and KFW concurrence at any time/stage.

Scope of Works:

Battery Powered Shunting Locomotive:

The specification covers the Design, Manufacture, Supply, Installation, Testing and Commissioning of One number of Battery Powered Shunting Locomotives for Rescue of Stranded Trains and Shunting of Six Car Rakes for Ahmedabad Metro Rail Project Phase-I for providing at Indroda Circle Depot in Gandhinagar, Gujarat, India.

Battery Powered Shunting Locomotive (Standard Gauge) shall be supplied along with an onboard battery charger and diesel generating set of suitable capacity to meet emergency requirements, in case battery gets drained on the way.

Battery Powered Shunting Locomotives will be stationed and maintained at Indroda Circle Depot to serve Corridor I of approximately 22.838 km length with 20 elevated stations and corridor 2 of approximately 5.416 Km length with 2 stations of Ahmedabad Metro Rail Project Phase-II. 

Battery Powered Shunting Locomotive can be utilised for rescue and maintenance related activities on any corridor and accordingly will be tested for its capacity on any corridors in GMRC Ahmedabad/Gandhinagar.

For Rescue operation of any stranded train, Battery Powered Shunting Locomotive shall start from respective depot, arrive at train location, couple the stranded train and bring it back to depot for attention on single charge to cover total travel of approx. 50KM (including 50% travel with six car train load).

During this journey, locomotives may have up to ten start and stop operations. On-board storage Battery capacity of Locomotive shall be designed to meet this specific requirement. 

The technology, equipment and components proposed to be used for manufacturing the Battery Powered Shunting Locomotive shall be of proven design, make and shall have already been used by the Manufacturer in the similar applications worldwide and should have worked satisfactorily.

Detailed scope of work covers following:

  • Design, Manufacture, Supply, Installation, Testing and Commissioning including Integrated Testing and Commissioning of Battery Powered Shunting Locomotives including all of its sub-assemblies.
  • Design, Manufacture, Supply, Installation, Testing and Commissioning including Integrated Testing and Commissioning of on-board battery charger of suitable capacity. On-board battery chargers should have a provision of quick charging, in case such a need arises at any way side station. On-board battery charger should be suitable to work on power supply from on-board Diesel Generating set by providing necessary filters.
  • Design, Manufacture, Supply, Installation, Testing and Commissioning including Integrated Testing and Commissioning of on-board ventilation arrangement using suitable air circulators to prevent temperature rise of equipment of Battery Powered Shunting Locomotives.
  • Design, Manufacture, Supply, Installation, Testing and Commissioning including Integrated Testing and Commissioning of on-board Diesel Generating set of suitable capacity.
  • Supply of Spares and Consumables and Spares parts’ catalogue containing details of all components and their suppliers as required under Clause -10 of this specification.
  • Preparation and supply of drawings, documents, samples, specimens and operation & maintenance manuals as specified.
  • Supply of resources, materials, tools, plant and manpower for delivery, installation, testing and commissioning of the equipment to meet the intended functions. Coordinate with Civil Contractor, Rolling Stock Contractor, Track work Contractor, and any other relevant Contractors, as per Clause 12 of this specification.
  • Licence applications for registration with local statutory authorities is not required in case of Battery Powered Shunting Locomotive. However, documents required for CMRS/any other certification to operate it on the main line shall be submitted.
  • Training of Employer staff as described in Statement-10 to Annexure-A to Appendix FT-2 to Form of Tender.
  • Scheduled and unscheduled maintenance and periodic servicing of Battery Powered Shunting Locomotive and associated equipment through authorised service engineer of Original Equipment Manufacturer (OEM) of respective equipment during the Defect Liability Period.
  • Scheduled and unscheduled maintenance and periodic servicing at prescribed intervals of Battery Powered Shunting Locomotives during the Comprehensive Annual Maintenance Contract.

The manufacturer should either directly or through their associate company have trained manpower and maintenance facilities in India preferably at Gandhinagar/ Ahmedabad. The associate company must have at least 3 (three) years of experience of manufacturing the machine for Railways/Metros application or of giving after-sales service for machines used in Railways/Metros. The competency of the trained manpower deputed for the purpose of maintenance during DLP period shall be certified by the Tenderer.

In case Tenderer lacks facility in accordance with Clause 1.3.2 above, he shall submit complete credentials of proposed associate company in compliance with this Clause within 2 (two) months of placement of order and shall submit an undertaking as per format placed at Appendix FT-5 to Form of Tender along with his Tender. 

The catalogue containing details of all Spares, Spare Parts, Tools, Assemblies, and Subassemblies shall be provided as described in Clause 10 of this Specification. 

Synchronized Mobile Lifting Jacks:

The specification covers the Design, Supply, Installation, Testing and Commissioning of One Set of Synchronized Mobile Lifting Jacks for Lifting Three Car Trains for Ahmedabad Metro Rail Project Phase-II for provision at GMRC Depot in Gandhinagar/Ahmedabad, Gujarat, India. The supplier shall be responsible for the design of the complete Equipment, which shall include but not be limited to details mentioned hereunder.

The Specification covers the Design, Manufacture, Supply, Installation, Testing and Commissioning including Integrated Testing and Commissioning of Metro Cars Lifting System consisting of following: 

  • Synchronized Mobile Lifting Jacks for lifting 3 (three) car trains required for lifting and support of Metro Cars, for scheduled inspection, repairs and unscheduled repairs.
  • One set of Mobile Jack shall be installed at Depots of Gujarat Metro Rail Corporation (GMRC) Ltd at Gandhinagar/Ahmedabad.

Concealed piping and conducting work has already been done at Gyaspur Depot, Ahmedabad. Any special material required for grouting/foundation or interconnection shall be supplied by the Synchronized Mobile Lifting Jacks supplier along with the instructions to use. It is the responsibility of the Contractor to coordinate with the GMRC. All associated minor civil and E&M work required shall be done by Mobile Lifting Jack Contractor. Bidders may visit the site before submitting its offer.

The Synchronized Mobile Lifting Jacks shall be complete with control console and all other accessories required making the Metro Car lifting system fully functional and set of special tools and test equipment.

Detailed scope of work covers following:

  • Design, Manufacture, Supply, Installation, Testing including Integrated Testing and Commissioning of Synchronized Mobile Lifting Jacks for lifting 3 (three) Car Train.
  • Preparation and supply of drawings, documents, samples, specimens and operation & maintenance manuals as specified.
  • Supply of resources, materials, tools, plant and manpower for delivery, installation and testing of the equipment to meet the intended functions.
  • Where necessary, licence applications and statutory submissions in accordance with its enactment up to the commencement of the Defects Liability Period.
  • Training of Employer staff as described in Statement-10 to Annexure-A to Appendix FT-2 to Form of Tender.
  • Maintenance of the Synchronized Mobile Lifting Jacks during the Defect Liability Period under Comprehensive Annual Maintenance Contract.

The catalogue containing details of all Spares, Spare Parts, Tools, Assemblies, and Subassemblies shall be provided as described in Clause 10 of this Specification. 

 

Calibration tools shall be supplied as per frequency of calibration, recommended by the manufacturer for verification of Mobile Lifting Jacks.

Eligibility:

Lead partner must have a minimum of 26% participation in the JV/Consortium. Each other partner should have a minimum of 20% participation in the JV/Consortium. The lead partner in case of JV/Consortium, shall be one who has experience as mentioned in NIT 1.5.4.

The Tenders for this Contract will be considered only from those Companies, Corporations, Consortiums and Joint Ventures, who meets the Eligibility Criteria based on the information and documents submitted with Appendix FT-3 to Form of Tender (i.e., Eligibility Criteria cum Qualification Requirement (ECcQR) of Volume – 1).

Financial Evaluation shall be made only for the responsive Tenders. A responsive Tenderer is the one whose offer passes the Eligibility Criteria, Qualifying requirements and Technical requirements.
