• Expression of Interest (EOI) from Reputed Companies having Experience in Civil / Structural works are invited to associate as Subcontractor for “Composite works (Civil, Electrical, Mechanical & Telecom) involving construction of PEB Sheds, Inspection shed, Heavy Repair shed, Drop Pit shed, PIT wheel Lathe shed, Bogie Repair and other ancillary buildings (Service building, Training facilities, Electric substation), soil investigation work, Bridge Work, Drawing and Design work, Overhead water tank, water supply system, drainage system, track works, road works, Fire Fighting works, Supply, Installation and commissioning of EOT Crane, Electrification and illumination works, associated telecom works in connection with Development of JOSAT as Trainset maintenance Depot for energy efficient Vande Bharat sleeper trains at Jogeshwary WR as per conditions under WTA-532.”
• Entire completion of project considering Electrical, Mechanical, S&T & Other track related works also). Therefore, the vendor finishes his scope of work well on time to provide front to interfacing agencies accordingly. A master schedule shall be prepared with the selected vendor considering 18 months as completion period for the entire project.

• CAO/WPO/Patna acting for and on behalf of The President of India invites E-Tenders based on two packet systems through IREPS portal.

The scope of work will broadly include Construction of Trainset Depot:

Objective of EOI:

• IRCON wishes to expand aggressively its market share in development & construction of  Infrastructure Projects in order to fulfil its objective of multifold growth in its turnover & profitability.
• To achieve this goal IRCON is participating in a Bid for upcoming project for “Development of  JOS-AT as Train Set maintenance Depot for energy efficient Vande-Bharat sleeper trains  at Jogeshwary WR as per conditions under WTA-532.”
• Therefore, IRCON intends to associate with Subcontractor to execute this project. For this, applicants are invited to express their interest for participation for association with IRCON either for Civil Works/PEB works or both. Accordingly applicants are requested to check their eligibility as per Cl. VIII (A).
• It is to note that order shall be issued for PEB related schedules (A2 & A3) separately for Supply and Erection works. The subcontractor to consider all expenses related to Plant & Machinery (such as crane, Welding machines, Consumables, Personnel, Scaffolding etc.).
• The expenses towards deployment of required Key Personnel as identified for the entire period of contract shall be in Subcontractor scope which also needs to be considered in applicant’s quoted price.

Eligibility:

• EOI is open for Indian firms only.
• The firm should not be blacklisted by any Central/State Authority /PSU/ Govt. Bodies etc., or any Authority. They should not be under Corporate Insolvency Resolution Process (CIRP). A  certificate in this regard shall be furnished.
• If at all at a later stage it is found that the Contractor has submitted false declaration, and then it shall be debarred from participation in future tenders of IRCON for 05 Years and the present contract shall be terminated.
• The average annual financial turnover during the last 3-years should be minimum ₹ 60 Crores.
• Net worth of the Applicant should be positive as on 31.03.2023. This will be judged from the  audited Balance Sheet of the last financial year ending on a date not prior to 18 months from the date of invitation of the tender, but not earlier than an immediate financial year.
• Applications submitted by JV are not acceptable.
• The firm should be in the business of Construction for at least the past 07 years as on 31.03.2023.
• In addition to above, experience as per below table must be fulfilled, the details considered for Eligibility Criteria should be of last 07 years preceding the EoI due date.
• Projects &/or Similar work of minimum required value should have been satisfactorily completed by the firm in India.
• Documentary evidence (Client Certificate) in support, needs to be submitted along with the proposal.

Technical Eligibility Criteria:

• The tenderer must have successfully completed or substantially completed the following  categories of work(s) during last 07 (seven) years, ending last day of month previous to the one in which tender is invited:
  • For Civil Works: One similar Civil Engineering works costing not less than the amount equal to 35% of advertised value of the tender which is 38.2 Crs.
  • For Peb Works: One similar PEB works costing not less than the amount equal to 35% of advertised value of the tender which is 52.2 Crs.
• If the Applicant is interested in Civil Works only, he should meet the criteria laid above in Cl. A.1 and if interested in PEB works only, he should meet the criteria laid above in Cl. A.2. Further, if the Applicant is applying for both the Civil & PEB works, he should meet both the criteria of Cl. A.1 & A.2.
• Substantially Completed Work means an ongoing work in which payment equal to or more than 75% of the present contract value (excluding the payment made for adjustment of Price variation (PVC), if any) has been made to the contractor in that ongoing contract and no proceedings of termination of contract on Contractor’s default has been initiated.
• Completion certificate has to be attached for the complete works.
• For PEB works, the manufacturing plant / workshop should be approved by WPO. In case  the manufacturing plant/workshop is not approved, please provide an undertaking for approval with estimated time required for getting approved.
