IRCON invites tender for laying of cable through microtunneling method for various places at Santragachi Station of South Eastern Railway

IRCON International Limited has invited an online e-Tender for Laying of 6.0 KV XLPE cable of size 3 Core X300 sq mm through Microtunneling method from CESC intake room to main electrical substation to extend the 6.0 KV power supply by crossing the railway tracks with 200 mm dia HDPE pipe of PE-100 & PN-10 Rating including all accessories, pipe joints, making cable pits etc. at Suitable Locations at Santragachi Station under Station Development Project of South Eastern Railway.

Scope of Work:

  • The work is to be executed inside the railway yard area where least interruption should be there in train movement. All the work should be executed with utmost care. The scope is defined as below but to limited to:
  • Supply of HDPE pipe of reputed manufacturer of PE-100 and PN-10 rating.
  • Jointing of HDPE pipes in the desired length before pulling the pipes.
  • Excavation of the pits as required with approval of the IRCON/SER inside/outside yard area. Pit shall be excavated in such a way that there should be least interruption to the train movement.
  • It is important to have a care that the pits must not collapse otherwise, it may be dangerous to the Railway tracks.
  • The depth of micro tunnelling must be 6.0 metre as per the drawing approved by SER.
  • Pulling of HDPE pipes of desired length.
  • Mouth of the HDPE pipe shall be covered in order to avoid ingress of mud/water inside the pipe.
  • After complete micro tunnelling work, HT cable shall be laid with carefully so that cable must not be damaged.
  • This technical specification is general in nature & description. The relevant description of a particular item shall be guided by the item description in the Schedule of Rates of this Bid Document.
  • The relevant IS Specifications and the National Building Code shall have to be followed as a general guideline. In case of any dispute/discrepancy, the decision of the Engineer-In-Charge and/or Technical Controlling Officer shall be final & binding on the bidder.
  • The work contemplated under this contract includes General Construction for the aforesaid project, all as detailed in the Bill of Quantities, Specifications and Drawings.
  • Notwithstanding the above, the IRCON reserves the right to order additional works under the same Contract. IRCON also reserves the right to omit any item of work included in the aforesaid Bill of Quantities and award the same to any other Contractoror not perform it at all at their discretion and the Contractor shall not have any claim because of the same.
  • The Contractor for this work shall be required to work in cooperation and coordination with other agencies on site and give them all reasonable assistance and help for the execution of the work in an efficient manner all as directed.

Indian Standard Specifications:

  • The particular Specifications for the work is as detailed hereinafter. These specifications shall be read in conjunction with the relevant Indian Standard Specifications and the work shall be executed accordingly.
  • Where the specifications in any of the standards are at variance with the specifications detailed herein, the specifications herein shall govern.

Quality of materials & General Standards of work:

  • The Contractor under this contract commits himself to use first class materials and assumes full responsibility for the quality of all material incorporated or brought for incorporation in the work. The work shall be executed in accordance with best engineering practice and as per direction of IRCON.
  • In all possible cases, sample approval shall be done by the Contractor before bringing the materials in bulk at site and the approved sample shall be well preserved at site at the risk and cost of the Contractor as a ready reference.
  • Over and above, the submission of test certificates by the manufacturer, IRCON may instruct further sample testing from Govt. Laboratories/ testing houses at the risk and cost of the Contractor for submission of test reports to become eligible for payment for those particular items used at work.
  • In all possible cases, where the warranty of manufacturers are sought for by IRCON, the Contractor shall submit the cross warranty in the form and manner as directed by IRCON including workmanship etc. along with the manufacturer’s warranty certificate.
  • The relevant IS and CPWD specification shall have to be complied with for all possible cases. The relevant clauses of GCC shall also be applicable and should be read in conjunction with technical specification of this contract.
  • In case of any anomaly / contradiction, the decision of IRCON shall be final and binding on the Contractor.
  • No extra claim shall be admissible for sample testing, sample approval, testing of sample at site etc. to the Contractor and shall be considered as deemed to have been included in the rates quoted by the Contractor.

Power for construction:

  • The Contractor has to arrange the power for construction activities as required. IRCON will not provide the same. The cost of the same is deemed to be inclusive in the quoted rate. Nothing shall be paid extra for taking the power for construction activities.
  • Alternatively, the Contractor shall have to arrange required capacity D.G. set at his own cost,  risk and responsibility to work. Necessary permission to operate DG set to be obtained from the concerned authority by the Contractor. Arrangement of DG may also be kept for exigencies or power failure.

Eligibility:

  • The bidder should possess the experience of having successfully completed or substantially completed similar works during the last 7-years (ending last day of the month previous to the one in which tenders are invited) which should be anyone of the following:
    • Three similar works each costing not less than the amount equal to Rs.11,27,385/-
    • Two similar works each costing not less than the amount equal to Rs.15,03,180/-
    • One similar work costing not less than the amount equal to Rs. 22,54,770/-
  • Similar Nature of works means: Works are considered similar if technology, equipment etc. required are similar e.g.: Similar work means having experience of laying HT cables by Microtunneling method below Railway Track/Road/Permanent Structure.
