General:
IRCON intends to engage an experienced and resourceful agency who can carry out Manufacture, Supply, Transportation and delivery of Prime Rail (Single Rail of standard length 13M) 60 kg of Grade IRS-T-12/09, R-260-60 E1 for Spur line between Bhalumuda (Km 13.375) to Gare Pelma (Km 30.668) in CERL, between Gevra Road (Km 0) to Pendra Road (Km 135) including Urga (0 Km) to Kusmunda (11.51 Km) with Junadih connectivity in CEWRL in the State of Chhattisgarh over South East Central Railway and between Shivpur-Kathautia in connection with New BG Electrified Rail Line Project in JCRL the State of Jharkhand over East Coast Railway.
- Between Bhalumuda to Gare Pelma section in CERL = 2850 MT
- Between Gevra Road to Pendra Road with Junadih connectivity including Urga-Kusmunda in CEWRL= 40100 MT
- Between Shivpur-Kathautia in JCRL= 9900 MT
Scope of Supplies:
- Manufacturing of Prime Rail (Single Rail of standard length 13M) 60 kg of Grade R-260-60 E1 as per IRS-T-12/2009 (with latest amendment) using the raw material only (Rerolling using the old materials is not acceptable).
- Inspection & Testing of Rails shall be done by supplier through the approved inspection authority by Indian Railway & providing necessary testing facilities to the inspecting authority.
- Delivery at Site as per written instruction by Engineer during execution including packing, loading and transportation by Rail / Road of the Rails using appropriate equipment, Tools & Tackles including re- handling (if any), unloading & stacking at various locations as directed by Engineers representative of IRCON.
- Rail stacks will be separated by wooden battens of minimum size (50mmX50mm) cross section. Minimum length of wooden batten will be one metre. Proper drainage of the rail stacking platform will be ensured by the supplier. IRS T-12 conditions regarding stacking to be followed by the bidder.
- Replacement of Rails found damaged/ defective at any stage till completion of defects liability period.
- Approach Roads up to site, clear levelled hard surface and platform to be provided by IRCON to facilitate unloading/stacking which will be as per practice.
The rates are to be quoted in the Bill of Quantities contained in the tender. The quoted rates shall include the following:
- Cost of Manufacture of 13 m long Prime Rail (Single Rail of standard length 13M) 60 kg of Grade R-260-60 E1 as per IRS-T-12/2009 (with latest amendment) specification including all material, man power, tools & plants, all applicable taxes, duties, insurance, on raw material.
- Cost of arranging inspection & testing by the inspecting authority approved by Indian Railway for this work both during and after the manufacture of rails including providing all the facilities to the inspecting officials.
- Cost of travel by Air/Train (to & fro) as the case may be, accommodation at or near the place of Manufacture of Rails per schedule inspection from IRCON/Railways for witnessing the inspection / testing and for ascertaining the quality of production shall also be included in the quoted rates.
- Cost of Packing including dunnage, Loading, transportation to designated locations using appropriate equipment, tools & plants, dunnage of supplier as per specifications including re-handling (if any), Transit Insurance, unloading & stacking at various locations as directed by Engineer’s representative of IRCON etc. The rail shall be supplied as per loading pattern approved by RDSO.
- Cost of all consumables, registrations, permits, sanctions, Toll charges, compensations for any damages, En-route incidental charges, if any etc.
Place of Delivery:
The supplies are to be delivered between Bhalumuda to Gare Pelma in CERL, between Gevra Road to Pendra Road including Junadih connectivity & Urga-Kusmunda in CEWRL in the State of Chhattisgarh and between Shivpur-Kathautia in JCRL in the state of Jharkhand as decided by Engineer during execution at IRCON stores or along the railway alignment. The actual delivery points will be decided during the supplies.
The Purchaser shall not be liable to render assistance to the Contractor in securing or to arrange for or provide transport to the Contractor unless it is so specifically stated in the contract, notwithstanding that transport of the stores, is controlled by or under the orders of the Government.
Notwithstanding any inspection and approval by the Inspecting Officer on the Contractor’s premises, property in the stores shall not pass on to the Purchaser until the stores have been received, inspected and accepted by the consignee.
Time for and Date of Delivery; the Essence of the Contract-The time for and the date specified in the contract or as extended for the delivery of the stores shall be deemed to be of the essence of the contract and delivery must be completed not later than the date(s) so specified or extended.
Eligibility:
Bidder should be an approved supplier for supply of rails in Indian Railway.
