Introduction:

Kochi Metro Rail Limited is a special purpose vehicle formed between Government of India and Government of Kerala for betterment of urban transport systems in the city of Kochi, Kerala.

KMRL has completed the first phase of construction of about 26 km of metro rail network and is operational for the public. KMRL has been entrusted with the implementation of the water metro project by the Government of Kerala.

The Kochi Water Metro Project envisages the development of 15 identified routes, connecting 10 islands along a network of routes that span 78.2 route kms with a fleet of 78 fast, fuel efficient ferries with Workboats / rescue boats plying between 38 terminals.

More than 1,00,000 islanders are expected to benefit from the water metro. The water metro project intends to provide connectivity to the people living in Island in Kochi agglomeration area and city. Water Metro is envisaged as a feeder service to the Kochi Metro rail project, and the idea is to have an integrated mobility project comprising Metro rail, Water Metro and feeder buses.

Passengers can seamlessly travel from one mode to another without having to purchase additional tickets and vessel branding would be the same as that of Kochi metro rail network for easy identification. The implementation of this project shall pave the way for environmentally friendly transportation and reduction in the carbon footprint.

The project has been partly funded by the German funding agency, KfW and by the Government of Kerala. KfW will part fund the water metro project under the climate friendly urban mobility programme for developing sustainable transport systems. The balance amount shall be funded by the government of Kerala.

Scope of Works:

  • The broad scope of works for the “Construction of Extension of S.W.T.D Jetty at Vypeen” includes; Construction of RCC piled jetty of plan area 15 m x 5.5 m including punch items like handrails, bollard, fender, etc & roof and the jetty would be constructed in continuation with the already existing jetty portion.
  • The existing jetty portion is of size 22.8 x 5.5 m and it is presently operational. SWTD may continue operations during the construction of work under this RFP. Therefore, the Contractor shall take necessary care & manage his works suitably not hindering the present operations.
  • It is to be noted that the temporary soil filled platforms are not allowed as a method of Construction for executing the substructure works as per environmental Regulations. The Bidder shall conduct a site visit in order to get familiar with the location, before submitting his Bid. The purpose of site visits shall be but not limited to:
    • Assess the access to the Sites for material transport & site storage facilities.
    • Inspect the project site in terms of met ocean conditions such as currents, waves, winds, drainage pattern, etc.
    • Understand the existing structures & other ongoing works,
    • Assess the Constructability of Works i.e. piling works in marine condition, etc.
    • Identify and plan the Contractor’s own working area. No separate Contractor working area shall be provided by the Employer.
    • Foresee any issues / obstructions that could affect execution of works to plan the work program.
    • The key details of scope of works are provided in the following sections which will be read in conjunction with specifications, drawings & BOQ and Conditions of Contract.

Civil Works:

  • Construction of 15 m x 5.5 m RCC at two levels (1.49mCD and 1.75mCD) piled jetty with roof in water with all necessary & required temporary piling platform including structural bracing for rigidity during piling operations.0.7m roof of the existing jetty will be removed in-order to accommodate the roofing of the new extension.
  • Precast pile cap, precast beams and precast slab as well as cast-in-situ slab concreting.
  • Fabrication and installation of the SS Handrail on either side of the jetty.
  • Supply and installation of 2 no’s of 10 ton cast-iron bollards with all fixtures.
  • Supply and Installation of tyre fenders as specified.
  • In addition, 2 Nos. of Routine load tests are to be carried out in each of the work and 1 Nos. of Dynamic load Testing for both works.

Electrical Works:

  • Tapping of power supply from the existing light fitting on the jetty and extending to the proposed new down lights.
  • Wiring for light point/ fan point/ exhaust fan point/ call bell point with 1.5 sq.mm FRLS PVC insulated copper conductor single core cable in surface / recessed medium class PVC conduit, with modular switch, modular plate, suitable GI box and earthing the point with 1.5 sq.mm.
  • FRLS PVC insulated copper conductor single core cable etc. as required. The work includes supply and installation of PVC conduit, ceiling rose, junction box, flexible hose etc. which are required for wiring and light-up the lights.
  • Supply and installation of LED surface mounted down light (4 No.) with IP65 rating, made of extruded aluminium body, along with driver, system wattage of 20+/-2 Watts, lumen output of lamp greater than 1700 lumens, power factor >= 0.9, rated life of L70 @ 50,000 hours, system efficacy greater than 83 lumen/watt, colour temperature at 6000K and including all necessary accessories as required complete.
  • Make: -Wipro LD-52-301-040-060-XX or equivalent approved make).

Eligibility:

The bidder should have positive net worth in the latest financial year (FY 2021-22). The Minimum average annual turnover equivalent to Rs. 1.82 crores calculated as total certified payments received for contracts in progress and/or completed in any three years out of last five financial years ending 31 st March 2022.

Similar Works Experience:

  • The bidder shall have experience in successfully completing at least one contract of similar works (Construction of Jetty/Berth/platform/bridge on marine/river piles) of value at least INR 116.40 Lakhs within the completion period during the last seven (7) years ending last day of month previous to the one in which bids are invited, or
  • Experience in successfully completing at least two contracts of similar works (Construction of Jetty/Berth/platform/bridge on marine/river piles), each having a value of at least INR 72.75 Lakhs within the completion period during the last seven (7) years ending last day of month previous to the one in which bids are invited, or
  • Experience in successfully completing at least three contracts of similar works (Construction of Jetty/Berth/platform/bridge on marine/river piles), each having a value of at least INR 58.20 Lakhs within the completion period during the last seven (7) years ending last day of month previous to the one in which bids are invited.
