Kochi Metro Update: Tender invited for architectural and interior works of elevated metro station at Thripunithura Terminal for Phase-1

Kochi Metro Rail Limited (KMRL) has invited online bids (e-Tender) under two packet systems from eligible applicants for Architectural and finishing works including block work, plumbing and other interior works of an elevated metro station at Thripunithura Terminal (Ch. 27+783.738) for Phase-I extension of Kochi Metro rail project.

Background:

  • Kochi Metro Rail Limited is constructing the Metro Alignment from SN Junction to Thrippunithura for around 1.16 Kms including one Station of Thrippunithura Terminal. The Civil work of Viaduct & Station is in progress excluding the interior Architectural finishes.
  • Now the civil work is in its final stage and it is expected to get the handover of Station to Architectural Contractor by January 2023. In view of that KMRL is now calling the Architectural Finishing Contractor for Thrippunithura Terminal Station.

General Features of the Project:

  • The Key features are Architectural and Finishing works including block work, finishing works like plastering & painting, Flooring works, façade works, plumbing and sanitary works of elevated metro stations at Thripunithura.
  • Solid Block & Brick works –1622 cum.
  • Granite work – 12376 sqm.
  • Painting – 27986 sqm
  • Plastering-28480 sqm
  • Aluminium Works – 1520 sqm
  • Metal work- 29098 kg
  • Fire Doors & Rolling Doors – 33 Nos.
  • Glass Work – 52.51sqm
  • Waterproofing- 4294.09 sqm

Scope of Work:

  • The scope of work in brief is given below but the scope includes all other requirements stipulated in various parts/volumes of the contract document including appendices and annexure thereto.
  • Entire scope of work shall be included in Schedules A, B, C, D & E (Schedules of BOQ) described in clause 2.9 of Work Requirements- Functional.

Stations:

  • Detailed investigation of the site for station works and execution of the in-station area as shown in the tender drawings and also as detailed in the scope of work given below should be included in quoted price:
  • Providing, Fabricating, Painting, transporting, erecting and securing in position, all those parts as detailed in Design drawings for Architectural & Finishing works of elevated station buildings-complete as per specifications, approved shop drawings and /or instructions) at all levels as shown in the elevations, cross sections and all floor plans and other drawings,
  • Applying Waterproofing/Insulation coatings on all those portions of Station buildings as specified by the Engineer or in design drawings as per the Technical specifications.
  • Providing cutouts, concealed pipes, raceways etc. required for various services and systems as per co-ordination with employers and also the service providers and the other system contractors.
  • Drainage arrangements of the station, including laying of pipes, construction of ManHole and other plumbing fixtures as detailed in design drawings including connection to existing municipal drainage line as required.
  • Masonry works with bricks /Cement concrete solid block (made from cement concrete 1:2:4) of class designation 100 lintel, ties, Mullions & Bands, Tie Beam etc including earthquake resistance provisions in the detailing etc. at various level in the structures as shown in the Drawings and detailed in the Scope of Work.
  • Earth filling with compaction with Contractor’s own good earth up to plinth level wherever required. For the area falling on the road, backfilling shall be done with sand.
  • Foundations for the system equipment etc. as per co-ordination with various service provisions and system contractors engaged by KMRL.
  • Development of all rooms including technical rooms in station buildings on the structural framework executed by the civil contractor, as per design drawings.
  • Development of Public toilets at stations in circulating areas on the structural framework executed by the civil contractor, as per standard drawing with septic tank-soak pit/sewer connection with municipal system or STP as shown in the drawing.
  • For stations located over road, a temporary arrangement is to be made for providing a working platform at suitable height so that traffic runs below it unhindered. This arrangement shall be maintained till completion of exterior finishing work. The working platform has to be covered with suitable material so that nothing falls on the road. A detailed scheme is to be submitted for approval before start of work.
  • Provisions for cutouts in the station required for various services in coordination with various system contractors.
  • Earthing arrangement for station and ancillary building as per requirement of system contractor.
  • The contractor has to get necessary permission/ NOC from the railway, road and other concerned regulatory authorities for block and work in such locations. KMRL will assist in getting permission from concerned regulatory authorities for working in such locations.
  • The galvanized brackets required for laying of cables will be in the scope of the contract.
  • Tenderer shall prepare and submit all documents for IGBC platinum rating in the Green Mass  Transit Building category Thrippunithura Terminal Station. The registration and application fees to be borne by the contractor.

Scope of Architectural, Finishing & PHE Works (General):

  • The work includes entire masonry works within the station buildings along with construction of lintels, mullions and other concrete members embedded in masonry like sunshades, architectural finishes comprising of flooring, finishing, wood works, stone/granite/marble works, stainless/mild steel railing, glass mosaic tiles, aluminium door & windows, steel doors, plumbing, drainage, water supply, sanitary installation & fixtures, glass & Glazing works etc. complete in all aspects and all other works as listed/ specified in drawings & BOQs.
  • The work under this contract shall consist of, but not limited to all materials, labour, equipments, tools, plants and necessary machinery as required to completely execute all the works relating to Architectural, PHE works, and other interior works and shall be paid on item rate basis under relevant heads of schedule of BOQ.
  • All wall treatments including plastering, cladding, tiling and painting. 
  • Flooring work with Kota stone/marble/granite & ceramic/vitrified tiles etc. as specified at various locations.
  • Cavity flooring on pedestal supports as specified.
  • Veneering to walls and columns using Kota stone/marble/granite/ceramic tiles/glass mosaic tiles in columns and walls as specified.
  • Aluminum/pre-laminated particle bounded doors with aluminum frames, aluminum windows with glazing and steel doors with steel frames.
  • All fire rated doors & fire rated roller shutters for system rooms and other areas as specified.
  • Railings, handrails, balustrades in mild steel/stainless steel as specified.
  • Gates – Rolling shutters and steel gates with architectural elements e.g. fins etc.
  • False ceiling works. 
  • Paints shall be synthetic enamel, distemper, oil bound distemper, plastic /acrylic emulsion and any other as specified.
  • All External architectural works to be done as specified by site architect/Engineer.
  • All glass works and aluminium works as specified by site architect/engineer.
  • Site development works include grading, precise concrete/interlocking tiles, paver blocks, Kerb stones, bituminous road, water bodies, mounds etc.
  • Theming work which includes the fabrication, supply, installation and preparation of areas for theming as per the specifications provided. The theme for each station will be shared by KMRL and the preparation of Artwork/Graphics for all the areas selected for theming is under the scope of the contractor.
  • This includes the presentation of the concepts, research, data collection, preparation of graphics & text matter, revisions/modifications if any and the preparation of final print file. Upon successful completion of work, the contractor is expected to handover all the work files – artwork files in .cdr/.ai/.ps and .pdf/.jpg formats and shop drawings in AutoCAD & pdf formats to KMRL along with necessary warranty certificates.

Eligibility:

  • No Joint Venture (JV)/Consortium is permitted for this Contract Financial Capabilities
  • Minimum average liquidity for the last three financial years > 2.57 Cr.
  • Minimum average annual turnover of Rs. 9.60 crores for last three (03) financial years ending in March 2022

Specific Construction & Contract Management Experience:

  • Experience in successfully (substantially) completing at least one contract of similar works of at least 9.60Cr. within the original/actual completion period during the last Seven years ending November 2022, or
  • Experience in successfully (substantially) completing at least two contracts of similar works of at least 6.00Cr. within the original/actual completion period during the last Seven years ending November 2022, or
  • Experience in successfully (substantially) completing at least three contracts of similar works of at least 4.80Cr. within the original/actual completion period during the last Seven years ending November 2022.
  • Similar works means Architectural and Finishing works including Block work and other Interior works of stations for Metro/ Major Commercial Complexes / Hotel Buildings/ Residential Complexes/ Major Office spaces.

Work Experience:

  • The tenderers will be qualified only if they have completed work(s) during last seven years ending on the last day of the previous month of tender submission as given below:
  • At least one similar work (i.e Architectural and Finishing works including Block work and other Interior works of stations for Metro/ Major Commercial Complexes / Hotel Buildings/ Residential Complexes/ Major Office spaces) of Rs. 9.6 crores, o
  • At least two similar works (i.e Architectural and Finishing works including Block work and other Interior works of stations for Metro / Major Commercial Complexes / Hotel Buildings/ Residential Complexes/ Major Office spaces) each of value of Rs. 6 Crores or more, or
  • At least three similar works (i.e Architectural and Finishing works including Block work and other Interior works of stations for Metro / Major Commercial Complexes / Hotel Buildings/ Residential Complexes/ Major Office spaces) each of value of Rs. 4.8 Crores or more.

Notes:

  • The tenderer shall submit details of works executed by them in the Performa of Appendix-17 and Appendix 17A of FOT for the works to be considered for qualification of work experience criteria. Documentary proof such as completion certificates from clients clearly indicating the nature/scope of work, actual completion cost and actual date of completion for such work should be submitted.
  • The offers submitted without this documentary proof shall not be evaluated. In case the work is executed for private client, copy of work order, bill of quantities, bill wise details of payment received certified by C.A., T.D.S certificates for all payments received and a copy of the final/last bill paid by the client shall also be submitted.
  • Value of a successfully completed portion of any ongoing work up to the last day of the previous month of tender submission or Value of any ‘substantially completed’ work up to the last day of the previous month of tender submission will also be considered for qualification of work experience criteria. A work will be considered as substantially completed if at least 80% of the work is completed.
  • For completed works, value of work done shall be updated to the last day of the previous month of tender submission price level assuming 5% inflation for Indian Rupees every year and 2% for foreign currency portions per year. The exchange rate of foreign currency shall be applicable 28 days before the last date of submission of tender.
  • In case of joint venture / Consortium, full value of the work, if done by the same joint venture shall be considered. However, if the qualifying work(s) were done by them in a JV/Consortium having different constituents, then the value of work as per their percentage participation in such JV/Consortium shall be considered.
  • If the above work(s) comprise other works (which are not in the scope of this project) such as electrical works etc., then client’s certificate clearly indicating the amount of work done in respect of the “similar work” shall be furnished by the tenderer in support of work experience along-with their tender submissions.
