Kolkata Metro floats tender for electrical and all related works for seven stations from Swapnabhor to City Centre-2

Rail Vikas Nigam Limited (RVNL) has floated tender for Metro Railway (Kolkata) for Electrical work of 7 stations from SUB-CBD-1 (Renamed as Swapnabhor) to Titumir (renamed as City Centre-2) including all related works (Architectural, Electrical & Mechanical (E&M), Heating, Ventilation & Air conditioning (HVAC), Fire Detection & Fire suppression system & Public Health Engineering (PHE) works) of Metro Railway Kolkata, West Bengal, India.

Introduction and Project Overview:

The works to be executed under the Contract include detailed preparation and development of Good for Construction drawings on the basis of drawings supplied and to be approved from Employer. Supply, installation, testing and commissioning including testing, Technical support in taking statutory approvals, preparation of as built drawings.

RVNL has engaged the Detailed Design Consultant (DDC), for the design Works of  Stations. However, the Contractor shall be responsible for work specified in the bid documents.

Any other items/work not included in scope and identified at any stage as “required  for successful commissioning of E&M works” shall be deemed to be in scope of contractor. Any cost required for such work shall be dealt as per GCC. Decision of the Engineer shall be final and Binding.

Scope of Work:

The scope of works shall, inter-alia, include the following but not be limited to: 

  • All LT side panels and distribution arrangements
  • Cabling
  • Illumination
  • Ventilation and Air conditioning (HVAC)
  • Fire Detection, Water based fire suppression system in via-duct and stations
  • Site facilities to the employer
  • Standby power supplies

The above scope of works includes following: 

  • Verification of DDC drawings and modifications/alteration required if any as per site conditions or improvements if any. Contractor has to ensure that design is as per latest specification and guidelines for the works.
  • Procurement and supply of materials as per BOQ and detailed specifications in VolumeII of Bid documents from approved makes to meet the project target deadline.
  • Erection of materials as per best practices and standards.
  • Interface with civil contractor, E&M Contractor and System Contractors at relevant points.
  • Deployment of manpower as detailed in subsequent paragraphs.
  • Any other works not detailed here but required to successfully commission E&M works.
  • Minor Civil works may be incorporated as it will be required for smooth execution of the project.

Power Supply Scheme:

Power Supply Arrangement (Not in scope of this Contract). The bulk power is planned to be taken from Grid substations (GSS) of the nodal power supply authority i.e. West Bengal State Electricity Distribution Company Ltd. (WBSEDCL), through which, two circuits of 33 kV cable is envisaged, (2 Circuits of (3R X 1C X 1000 sq.mm).

33 kV Cable Distribution Network (Not in scope of this Contract):

The 33-kV power supply received from WBSEDCL’s Grid Substations at TSSs/ASSs of Metro Rail Kolkata and will be distributed along the alignment through the 33kV parallel Ring main cable network for feeding to traction and auxiliary loads.

Power supply at 33kV is distributed to various traction substations as well as auxiliary substations located in stations, by means of a 33kV ring main feeder network having 2 circuits of cables (each cable circuit consisting of 3 x single core cable).

Auxiliary Substations:

Each elevated and at-grade station is provided with one Auxiliary Substation (ASS)  having 33 kV / 415V, 2 x 500 kVA dry type transformers (Not in scope of this work) 

Normally two transformers of ASS at each elevated station will be fed from two Power Supply Point (Power Supply Points), with duplicate 33 kV ring main, to have  redundancy in the auxiliary power supply system. 

Each of the two auxiliary power transformers for the ASS at elevated station is sized to cater to full load demand of the station ancillary services. The auto changeover facility is provided at 415 V level in Main Distribution Board (MDB in scope of this contract).

In normal scenario, the two transformers of ASS for elevated / at-grade stations, are  envisaged to receive supply from nearest Power Supply Point, in case of outage of the Power Supply Point, the ASS will switch over to receive supply from other Power Supply Point. This implies operation of the 33kV ring is in open mode, to facilitate redundancy of supply either ring cable fault or transformer fault will not impact the station supply.

Therefore, the tripping in such cases will be at upstream switchgear only. Keeping in  view, to facilitate isolation of the smallest faulty section in the main feeding network. Each Auxiliary Substation shall receive power at 33kV from the 33kV ring feeder.

Eligibility:

Minimum average annual construction turnover in equivalent INR 81.41 Crores Calculated as total certified payments received for contracts in progress or completed, within the last three financial years (refer note below the table).

Specific Construction Experience:

Execution as contractor, or as subcontractor, at least one contract that has been successfully or substantially completed within the last ten years before the deadline for submission of the bids, and that is similar to the proposed work. The similar work here shall be that which includes following quantity of key activity mentioned below:

  • Works of Design, Engineering, Supply, installation, testing and commissioning of E&M works for 2 Metro Stations (Elevated/Underground)/Monorail Stations/Airports/Large Infrastructure Projects involving public assembly area, or

Execution as contractor, or as subcontractor, at least two contracts each of which have been successfully or substantially completed within the last ten years before the deadline for submission of the bids, and that is similar to the proposed work. The similar work here shall be that which includes following quantity of key activity mentioned below:

  • Works of Design, Engineering, Supply, installation, testing and commissioning of E&M works having at least 1 (One) Metro Stations (Elevated/Underground) /Monorail Stations/Airports/Large Infrastructure Project involving public assembly area.
