Kolkata Metro invites tender for commissioning of viaduct and other allied works at various metro stations in connection with Kavi Subhas-Bimanbandar Metro project

In a strategic partnership aimed at elevating Kolkata’s metro infrastructure, Kolkata metro has joined forces with  Rail Vikas Nigam Limited (RVNL) for the commissioning of viaducts and allied works, RVNL, a crucial player in the initiative has floated the tender for the commissioning of the viaduct from Nalban Station to City Centre-2 station. This extensive project encompasses architectural finishing, signage display, louvres fixing, stainless steel work and other miscellaneous architectural works for metro stations from Swapnabhor to City Centre-2 in connection with Kavi Subhas-Bimanbandar Metro project.

Scope of Works:

Kolkata Metro emphasises the importance of a comprehensive Staff Organization Plan. The Contractor shall submit a Staff Organisation Plan in accordance with the Engineer. This plan shall be updated and resubmitted whenever there are changes to the staff. The plan shall show the management structure and state clearly the duties, responsibilities and authority of each staff member.

The site agent and his associates/supervisors shall have experience and qualification appropriate to the type and magnitude of the Works. Full details shall be submitted of the qualifications and experience of all proposed staff to the Engineer for his approval.

The selected contractor is required to submit a quality manual for the project, outlining various stages of the Quality Assurance (QA) programme as described briefly in Appendix-I to this document.

The Contractor shall, prior to commencing any enabling works shall submit the Design. These submittals shall be made at least twenty-eight (28) days prior to putting in use. The design of enabling works shall take into account the design considerations for Permanent Works and effects of construction stages.

The Good for construction Drawings (GFCs) for the permanent works will be issued by the Engineer in a phased manner depending upon the progress of the works. The Contractor shall develop a detailed Traffic Management Plan for the work under the contract.

The purpose is to develop a Traffic Management Plan to cope with the traffic disruption as a result of construction activities by identifying strategies for traffic management on the roads and neighbourhoods impacted by the construction activities.

  • The Contractor shall implement the Traffic Management Plan throughout the whole period of the Contract:
    • To minimise the inconvenience of road users and the interruption to surface traffic through the area impacted by the construction activities;
    • To ensure the safety of road users in the impacted area;
    • To facilitate access to the construction site, and to maintain reasonable construction progress.
    • To ensure traffic safety at each construction site.

Works Programme:

The Works Program shall show the Contractor’s plan for organising and carrying out the whole of the Works. The Works Program shall be a computerised Critical Path Method (CPM) network developed using the Precedence Diagramming Method (PDM) and shall be present in bar chart and time-scaled network diagram format to a weekly time scale. Tasks in the Works Programme shall be sufficiently detailed to describe activities and events that include, but are not limited to, the following:

  • Key Dates, and Works Area Hand-over Dates and Interface dates.
  • All physical work to be undertaken in the performance of the Contract obligations, including Temporary Works,
  • The requested date for issue of any drawings or information by the Employer/Engineer,
  • Procurement of major materials and the delivery and/or partial delivery date on-Site of principal items of Contractor’s Equipment,
  • Commissioning date of Contractor’s major equipment
  • Any off-site work such as production or pre-fabrication of components,
  • Installation of temporary construction facilities,
  • Interface periods with Designated Contractors or utility undertakings,
  • Design, supply and/or construction activities of sub-contractors,
  • Any outside influence which will or may affect the Works.

Site Facilities for the Employer and the Engineer:

The Contractor shall provide for the use of the Employer / Engineer office accommodation, equipment, communication & drawing facilities throughout the course of the work and for such period of time during the defects liability period as the employer & Engineer may require, The details of the accommodation & the other facilities are detailed below:

  • All the facilities under this clause will continue to be maintained by the Contractor free of cost till the defect liability period is over.
  • Thereafter the Contractor shall dismantle the building and take away all the materials, office furniture, & equipment etc which will be the property of the Contractor.
  • The provisions of the site facilities will be paid for separately.

Architectural Finishes (Aluminium Louver, Stainless Steel Works, Etc):

Providing and fixing Aluminium composite panels in various colours of Alucobond/Alpolic or equivalent brand for external/internal wall cladding at all heights and elevations including necessary aluminium frameworks.

The aluminium composite panel consists of a 3mm thermoplastic core of clear anti oxidant LDPE sandwiched between two skins of 0.5mm thick aluminium alloy sheet making a total sheet thickness of 4mm. The Sqm surface shall be finished with PVDF base coating on the top side and service coating on the reverse side shall be with a polymer paint.

Coating shall conform to ECCA of AAMA. The system shall be designed to withstand wind pressure of 200 kg/sqm and shall be fixed to the masonry/RCC walls with necessary clamps, brackets and anchor fasteners.

Suspended Double Sided Illuminated Signage:

  • Providing and Fixing Suspended Double Sided Illuminated signage made from anodized aluminium profiles of Cosign make or equivalent, polycarbonate sheeting with 3M brand or equivalent vinyl and message printed on Digital UV Vutek platform with protective layer of clear vinyl, strip LED with power driver, wiring shall be of FRLSZH (Fire resistant low smoke zero halogen) type, extended up to 5 Metre near termination point, terminated with 3 pin plug (6 ampere rating) and powder coated MS suspension supports.
  • The Signage shall have an easy mechanism of removing the content /Information for inspection and access of the services. Internal signs shall be IP52 and external signs shall be IP65 certified.

Platform Name Signage with Information Panels:

Providing and Fixing Post Mounted Signage including all operations from fabrication to Installation & Accessories complete as per relevant drawings,graphics,technical specifications and Signage schedule.

Steel Post duly erected at site will be provided by RVNL. Alternatively Steel frame spanning between roof support columns will be erected (payable separately) to support the Signage Sign Frame.

The sign frame shall be made out of mild steel sections 3mm thick fabricated to required size and shape. Sign frame to be painted to match Grey RAL 7046. All painting shall be done on all external surfaces.

Station Name Sign Panel:

  • Providing and fixing sign panels made out of 1.6mm thick Aluminium sheet fabricated to required size and shape finished. Item to include 3M brand or equivalent Vinyl.
  • Message to be printed on Digital UV Vutek platform with protective layer of clear film as per signage schedule and drawing on the front of signage panel.

Logo Sign Panel:

  • The Signage comprises a Circular ring fabricated from 1.6mm thick MS section on all sides with 50mm return finish with powder coating to match approved colour.
  • Sign Panel to be made out of 3mm ACP Sheet of required size and shape with 3M or equivalent Vinyl. Message to be printed on Digital UV Vutek platform with protective layer of clear film as per signage schedule and Drawing.

Eligibility:

Minimum average annual construction turnover in equivalent INR 44.88  Crores Calculated as total certified payments received for contracts in progress or completed, within the last three financial years (2020-21, 2021- 22, 2022-23) (refer note below the table).

Minimum average Net-Worth (Total Assets – Total Liabilities) should not be less than INR 6.74 Crores during the last three financial years (refer note below the table).

Experience:

Execution as contractor, or subcontractor, at least One contract with a value of at least INR 20.20 Cr. that has been successfully or is substantially completed within the last Seven years before the deadline for submission of the bids, and that is similar to the proposed work. The similar work here shall be that which includes key activities mentioned below:

  • Execution of Miscellaneous Architectural and Other Finishing works at any metro station/stations having value of Rs. 9.98 Cr. through single contract, or

Execution as contractor, or subcontractor, at least Two contracts, each with a value of at least INR 11.78 Cr. that have been successfully or are substantially completed within the last Seven years before the deadline for the submission of the bids, and that are similar to the proposed work. Each similar work here shall be that which includes key activities mentioned below:

  • Execution of Miscellaneous Architectural and Other Finishing works at any metro station/stations having value of Rs. 4.99 Cr. through each contract.
