MMRDA Enhances Mumbai Metro Line-6 development with tender initiation for Rolling Stock and Signalling System

Mumbai Metropolitan Region Development Authority (MMRDA) has taken a significant step by inviting tenders for Rolling Stock, Signalling, Train Control, Telecommunication including Platform Screen Doors Systems, Depot Machinery and Plant for Mumbai Metro Line-6 Project.

Name of the Work: Design, manufacture, supply, installation, integration, testing and commissioning of Rolling Stock, Communication Based Signalling & Train Control, Telecommunication, Platform Screen Doors Systems and Depot Machinery & Plant including 15 Years of comprehensive maintenance after 2 Years of defect liability maintenance period of Line-6 [Swami Samarth Nagar to Vikhroli (EEH)] of Mumbai Metro Rail Project of MMRDA.

General:

This specification establishes requirements for the design, development, manufacture, supply, testing, delivery, commissioning and integrated testing of light weight fully furnished modern passenger cars with microprocessor control 3-phase induction motor drive and fit for Unattended Train Operation (UTO) confirming to Grade of Automation-GoA4 as specified in IEC 62290 :2014 or latest, including the training of operating & maintenance staffs of the employer and outsourced staff of employer as directed by engineer of Line-6 of the Mumbai Mass Rapid System.

The trains shall initially be operated in GoA2 mode and shall be progressively operated in GoA3/GoA4 mode. The elevated sections have ballastless track, and at-grade sections have ballasted track. The cars shall be designed to meet the performance requirement given in Chapter 3 of this specification. The track gauge for elevated, at grade sections shall be standard gauge of 1435 mm.

Scope of Works:

Rolling Stock:

  • The Scope of work also covers the Comprehensive Maintenance of the Rolling Stock for a period of 15 (fifteen) years after completion of DLMP period in accordance with the conditions provided in the contract.
  • The cars required for the various stages shall be delivered and commissioned by the contractor at the nominated train maintenance depot of the employer. The Contractor shall base his Testing, Commissioning, Maintenance, Warranty, Safety and Quality organisation/team at the nominated Depot.
  • The prototype six cars train shall be supplied as per the delivery schedule. Clearance for dispatch of the prototype trains will be granted, only after successful completion of all the equipment level tests as per relevant standards and car/train level tests as per IEC 61133:2016 or latest at the nominated place by the manufacturer/contractor, to the entire satisfaction of the Employer.
  • Should any modification/ alteration based on results of the tests on the sub- systems/prototype train be required, the contractor will be obliged to carry out necessary modifications at no additional charge and time on all trains. The contractor shall cover up all the time loss due to failure in tests of equipment/car/train level.
  • The Contractor shall manufacture, test and supply complete six cars train duly equipped with test and measuring equipment and sensors, for carrying out the following tests, in addition to those specified in IEC 61133 or an accepted International Standard, on respective lines.

S&TC system:

  • The S&TC system shall be based on proven technology and design, with a record of successful revenue service on a mass transit railway system for the operation of safety critical S&TC including Platform Screen Doors and Telecommunication functions.
  • The Works under this Contract shall comprise a complete, safe, reliable and readily maintainable S&TC System for the automatic operation and control of Trains.
  • The Works to be executed under the contract include the design, procurement, manufacture, verification, supply, delivery to site, storage, installation, testing, commissioning, technical support for complete integrated S&TC System, including all control centres, wayside, platform and train borne equipment, setting to work, performance demonstration, training, rectification of defects and maintenance during Defects Liability Period, and necessary to deliver the requirements of this specification.
  • The S&TC shall meet the headway, journey time and train fleet size requirements as specified in this TS (clause 4.12.1.1). The contractor shall conduct a performance demonstration to prove that these performance requirements can be achieved.
  • The project is approximately 15.60 km Mumbai Metro Line 6 including viaduct sections, terminus stations, intermediate stations and depot.

Eligibility:

The average annual turnover of the last Five financial years shall not be less than INR 1457 Crores. A price variation rate of 8 % p.a. can be applied to annual turnover to arrive at the updated turnover value (refer table below notes sr 3).

General Experience:

Eligible Projects Experience in relation to “Eligible Projects” in India or countries as per NDB procurement guidelines as an individual contractor/ lead member of joint venture member/ JV member during last 7 years from the date of submission of bid:

  • At least One Similar work satisfactorily and substantially completed of minimum value INR 1165 Crore or more
  • At least Two Similar works satisfactorily and substantially completed of minimum value INR 728 Crore or more
  • At least Three Similar works satisfactorily and substantially completed of minimum value INR 582 Crore or more.

The tender displays a speedy progress of Mumbai Metro Line 6 which connects Swami Samarth Nagar (Lokhandwala) – JVLR – SEEPZ – Powai – Vikhroli through 13 stations, covering a distance of 15.18 km. Rolling Stock and Signalling Suppliers, inter alia, in every project bears the onus of setting a benchmark in the overall quality of the metro network and builds trust among users of the system.
