MMRDA launches tender for advanced Automatic Fare Collection system in Mumbai Metro Line-6 enhancement

The Mumbai Metropolitan Region Development Authority (MMRDA) has made a decisive advancement in upgrading Mumbai’s metro facilities by initiating the tendering process for an Automatic Fare Collection system (AFC) system, specifically designed for the Mumbai Metro Line-6 project. This initiative marks a critical step forward in the modernization and improvement of the city’s metro infrastructure.

Brief about Tender Submission:

Name of the Work: Design, manufacture, supply, installation, integration, testing and commissioning of Automatic Fare Collection system of Line-6 including 15 years of comprehensive maintenance after 2 years of defect liability maintenance period of line-6 [Swami Samarth Nagar to Vikhroli (EEH)] of Mumbai Metro Rail Project of MMRDA.

Scope of Works:

The Contractor shall supply an Automatic Fare Collection System (AFC) for Line 6 of Mumbai Metro Railway of MMRDA which shall include the following broad categories of equipment:

  • Station-level equipment and systems;
  • AFC Control Centre and BCC facilities in the depot and Interfaces to other systems on the Mumbai Metro Line 6;
  • Interfaces to other AFC systems external to the Mumbai Metro Line 6;
  • Interface and integration with the selected Bank/Financial Institution(s) for working and integration of NCMC including issuing of NCMC compliant cards, top-ups, acceptance of EMV contactless card, settlement of transactions, mobile banking, payment gateway and processing payments through digital channels.
  • An Interface with the Mobile Application, Website, ERP/AMS systems and ticketing partners;
  • QR-code tickets – physical and on electronic devices such as smartphones, tablets.
  • Defect Liability & Maintenance Period (DLMP);
  • Comprehensive Maintenance Period for 15 years.

Completion Period of the Work: 19 Years

  • Design -Build Period: 100 weeks (1.92 years) and
  • Comprehensive Maintenance – 17 years inclusive of 02 years of Defects Liability Maintenance Period.

The System shall operate in conjunction with, NCMC Compliant cards issued by all Banks in India and QR coded media physical and on digital devices based on Specifications for QR ticketing system for transit application by CDAC and NFC ticketing.

Line-6 has to interface with Line 4 & 4A for the Master Central Computer System (MCCS). The System shall be capable to NCMC from all approved payment scheme networks (e.g. RuPay, Master, Visa or any other approved scheme) and issued from any of the approved banks/financial institutions.

The System shall be hardware-ready in terms of technology capabilities, compliant with relevant standards and suitably certified to support upgrade to Account-based Ticketing in future without any additional cost.

The System shall, operate using open, non-proprietary, industry standards and shall be a highly reliable, easily expandable, highly secure, customer friendly facility able to readily accommodate Mumbai Metro network expansions, future changes in AFC technology and emerging/ future standards.

The System security shall include, as a minimum, protection against fraud, theft, falsification of data, false accounting, external threats, denial of service, eavesdropping, loss or corruption of information, masquerading (spoofing) and unauthorised access, etc.

Sensitive data pertaining to EMV cards shall be stored only in ‘tokenized’ form as per the regulations. The System shall adhere to industry recognized International and National standards and practices published and maintained by organisations such as EMVco, NPCI, PCI-DSS, IEC, ISO, CEN, EN and ISI etc., as applicable.
