MRIDC invites bids for various works including RUB and OHE in connection with gauge conversion work between Itwari and Nagbhir sections in Nagpur division

Maharashtra Rail Infrastructure Development Corporation Limited (MRIDC) has invited e-bids rom eligible tenderers for Construction of civil works i.e. earthwork, blanketing, major & minor bridges, wildlife mitigation structures, Road Under Bridges (RUB)/ Limited Height Subway (LHS), retaining walls, drains, ground improvement works, cement concrete lining, cross drainage works, relocation of existing roads & utilities, providing & fixing of Over Head Equipment mast etc. including all Chord lines, shunting, isolations/sand hump/crossovers etc. in all the station yards in connection with gauge conversion work between Itwari and Nagbhir section in Nagpur division of South East Central Railway.

Eligibility:

  • This section contains all the criteria that MRIDC will use to evaluate Bids and qualify Bidders through post-qualification.
  • No other factors, methods or criteria shall be used other than specified in this bidding document. The Bidder shall provide all the information requested in the forms included in Annexures.

Adequacy of Technical Proposal:

  • Evaluation of the Bidder’s Technical Proposal will include an assessment of the Bidder’s technical capacity i.e. experience of having executed similar nature of work and Financial Capacity as detailed in the following paras.
  • The successfully completed / physically completed / substantially completed work experience certificate issued from Govt. / Semi Govt. / PSU only will be considered for evaluation.

Technical Eligibility Criteria:

  • The Bidder must have successfully completed / physically completed / substantially completed any of the following during last 07 (seven) years, ending last day of month, previous to the month in which tender is invited:
    • Three similar works each costing not less than the amount equal to 15% of advertised value of the tender, or
    • Two similar works each costing not less than the amount equal to 20% of advertised value of the tender, or
    • One similar work costing not less than the amount equal to 30% of advertised value of the tender.
  • In case of JV, either the JV firm or lead member of the JV firm must satisfy the Technical Eligibility Criteria defined above and each other partner of JV (excluding lead partner) shall have minimum 5 years of experience in the similar work, from the last day of month, previous to the month in which tender is invited.

Similar Work:

  • Work executed for Railways, Highways, Expressway, Runways, Four lane roads, Major District Roads, BRTS Works, Major Industrial Roads, Metro, Airport involving Earthwork in formation, Blanketing, Construction of Bridges / Rail Viaduct / Road Viaduct / Rail or Road Bridges / Flyover in same contract or in other contracts with any Government, Semi Government or Public Sector Undertaking (PSU) organisation of India or private organisation of Repute shall be treated as similar work.
  • Successfully completed: It shall mean that the work must be satisfactorily completed in all respects.

Physically completed:

  • It shall mean that the work should be physically completed in all respects, but the final bill may be under process.
  • Substantially completed: Value of work completed should be 90% or more of the latest contract value.
  • The bidders having work experience certificate issued by Private organisation of Repute, following documents must be enclosed along with offer, otherwise the particular work experience certificate issued by Private organisation of Repute will not be considered for evaluation:
  • Proof of having average annual turnover of Rs. 500 crore and above in last three financial years excluding the current financial year by the Private organisation of Repute who have issued the work experience certificate.
  • Along with the work experience certificate, the bidder must submit, the relevant copy of work order, copy of final/last bill paid by the company duly certified by Chartered Accountant in support of above work experience certificate.
  • The Bidder has to submit a certificate duly verified by Client whether the work is successfully completed or physically completed or substantially completed and in case of substantially completed work, the issued certificate from client should clearly indicate the percentage completion of work with respect to the latest contract value.
  • For successfully completed or physically completed works, value of work done shall be updated up to the end of previous month in which tender is invited from the month in which the work has been completed, in case of successfully completed work or from the month in which the work has been physically completed, in case of physically completed work, assuming 5% inflation for Indian Rupees every year.
  • In case of substantially completed work, no updating of the value of work completed, as given in the clause above, shall be applicable.
  • The successfully completed / physically completed / substantially completed work experience certificate issued from Govt. / Semi Govt. / PSU only will be considered for evaluation.

Financial Eligibility Criteria:

  • The Bidder must have received contractual payments in the previous three financial years and the current financial year ending last date of the month previous to the month in which tender is invited, at least 150% of the advertised value/ estimated cost of the tender.
  • The Bidders shall submit Certificates to this effect which may be an attested Certificate from the concerned department / client, Audited Balance Sheet or statement duly certified by the Chartered Accountant.
  • In case of JV Firm, either the JV firm or lead member of the JV firm must satisfy the Financial Eligibility Criteria defined above and financial turnover of each other partner of JV (Excluding lead member) shall not be less than 10% of the financial eligibility as specified above.
