Mumbai Railway Vikas Corporation Limited (MRVC), operating under the Ministry of Railways (MoR), has initiated the tender process for the “Procurement, transportation and stacking of PSC sleepers marking a pivotal step in the Mumbai Urban Transport Project Phase-III (MUTP-III).”

Name of the Work: MRVC invited tender for “Procurement, transportation and stacking of PSC sleepers for MUTP-III projects through 2 Lots.” Lot-1: In the section between Virar and Dahanu Road stations on the Mumbai suburban section of Western Railway. Lot-2: In the section between Panvel to Karjat stations on the Mumbai suburban section of Central Railway for new suburban corridor.

Introduction:
Mumbai’s Suburban Railway system stands as the lifeblood of the city, facilitating efficient, dependable, and economical transportation for Mumbaikars. It is like a lifeline for the city of Mumbai without which the city would grind to a halt. Approximately 8 million people use local trains to commute daily.
To enable the Mumbai Suburban Railway system to meet the demands of the ever-growing passenger traffic, the Ministry of Railway (MoR) and the Government of Maharashtra (GoM) set up MRVC, an SPV for implementation of the railway projects under MUTP (Mumbai Urban Transport Project). The cost of the project is shared by MoR & GoM.
MUTP III was included in the Budget of 2015-16 and it includes the subject projects namely Quadrupling of Virar-Dahanu Road Section (64 Km) on Western Railway, Double line commuter corridor between Panvel-Karjat Section (30 Km) on Central Railway, Elevated double line rail link between Airoli-Kalva (4 Km) on Central Railway and Mid-section Trespass control works in Mumbai suburban sections of Central and Western Railways. The Union Cabinet has approved the Mumbai Urban Transport Project Phase-III on 30.11.2016.
Scope of Works:
- The scope this tender includes Manufacturing, Transportation and Stacking of various types of Prestressed Concrete Sleepers including loading and unloading with all contractor’s labour, transport, equipment, consumable etc. complete with all lead and lift at the specified locations mentioned in subsequent paras for:
- Quadrupling of Virar and Dahanu Road Railway Project on Mumbai Suburban Section of Western Railway.
- New Suburban Corridor Between Panvel & Karjat stations on Mumbai suburban section of Central Railway.
Main Line Sleepers: 2,15,100 for Lot-1 and 1,05,000 for Lot-2:
Goods, manufacture, transport and supply of main line prestressed monoblock concrete sleeper (pre- tensioned type) for broad gauge Railway track confirming to RDSO Drawing No. T-8746 (Alt.- 1) and IRS specification No. T-39 (6 th Revision, March 2021 or updated up to 28 days prior to date of opening of tender).
Bridge Guard Rail Sleepers: 11,800 for Lot-1 and 12,400 for Lot-2:
Goods, manufacture, transport and supply of bridge prestressed monoblock concrete sleeper (pre- tensioned type) for broad gauge Railway track confirming to RDSO Drawing No. T-8672 and IRS specification No. T-39 (6 th Revision, March 2021 or updated up to 28 days prior to date of opening of tender).
Bridge Approach Sleepers: 168 for Lot-1 and 66 for Lot-2:
Goods, manufacture, transport and supply of bridge approach prestressed monoblock concrete sleeper set (pre- tensioned type) for broad gauge Railway track confirming to RDSO Drawing No. T-8673 to 8680 and IRS specification No. T-39 (6 th Revision, March 2021 or updated up to 28 days prior to date of opening of tender).
Switch Expansion Joint (SEJ): 94 for Lot-1 and 30 for Lot-2:
Goods, manufacture, transport and supply of Switch Expansion Joint (SEJ) prestressed monoblock concrete sleeper set (pre- tensioned type) for broad gauge Railway track confirming to RDSO Drawing No. T-4149 – Alt- 4 and IRS specification No. T-39 (6 th Revision, March 2021 or updated up to 28 days prior to date of opening of tender).
Eligibility:
- A Tenderer may be a firm that is a private entity, a state-owned enterprise or institution subject to ITT 4.6, or any combination of such entities in the form of a joint venture (JV) under an existing agreement or with the intent to enter into such an agreement supported by a letter of intent. In the case of a JV, all members shall be jointly and severally liable for the execution of the entire Contract in accordance with the Contract terms.
- The JV shall nominate a Representative who shall have the authority to conduct all business for and on behalf of any and all the members of the JV during the tendering process and, in the event the JV is awarded the Contract, during contract execution. Unless specified in the TDS, there is no limit on the number of members in a JV.
