National Capital Region Transport Corporation Limited (NCRTC) has invited limited e-bids for All miscellaneous balance structural works, architectural finishing works, site development works, sanitary & plumbing works and other identified works for the Viaduct and Stations from Sahibabad ramp to Duhai, EPE Crossing including Duhai Depot Line and Duhai Depot of priority section under CPM/Ghaziabad for Delhi-Ghaziabad-Meerut RRTS Corridor.

Scope of Work:

The Scope of work may include the following but not limited to miscellaneous Structural, Architectural, Finishing and development works for:

  • Balance Miscellaneous structural work in the 17 km Viaduct from Sahibabad ramp to Duhai including Duhai Depot line and Duhai Depot of priority section. The work may be required to be carried out during restricted/block hours.
  • Restoration work of NHAI Land at EPE,Duhai.
  • Other miscellaneous work like Architectural & Finishing works in RRTS Priority stations ie., Sahibabad, Ghaziabad, Guldhar, Duhai and Duhai Depot, site development works, balance horticulture work, road work, footpath, signages work, etc. or any other works as per the direction of Engineer in charge.
  • Balance structural and Architectural works in Entry/Exit of Priority stations.
  • Sewage Treatment Plants work for the Stations.
  • Balance drainage works for the Viaduct of Priority section
  • Other miscellaneous work wherever required or as directed by the Engineer in charge.

The scope of works shall, inter-alia, include the following but not be limited to:

  • Site clearance and dismantling of obstructions, temporary, semi-permanent/ permanent structures, bulk services including dismantling of road, footpath, drainage, sewerage, water supply services etc. as per requirement, before commencement of work as specified or as directed.
  • True and proper setting out and layout/ alignment of the items of Works, bench marks and provision of all necessary labour (skilled/unskilled/semiskilled), instruments and appliances in connection therewith as specified or as directed.
  • Provision of traffic marshal for smooth traffic during construction of work.
  • Deployment of survey team with Total station of 1 sec accuracy along with required accessories.
  • The barricading of the site shall be done before starting the work. Barricading shall be provided at all construction sites and maintained as per the drawing provided in the bid.
  • Provision of isolated footings/ combined footings/strip footing/machine block foundation for different structures to the minimum foundation depths in accordance with the actual soil parameters as obtained from detailed subsurface exploration as specified or directed.
  • Construction methodology is required to be submitted by the bidder and approved by the Competent Authority of NCRTC before carrying out the works. Adequate arrangements will have to be made by the contractor to stabilise the edge of excavated earth for foundation.
  • All disposable excavated material shall be collected and transported for disposal in specified areas or at any other land fill sites approved by relevant authorities & identified and arranged by contractor with approval of NCRTC.
  • Provision of Initial & routine tests of materials.
  • Provision of MS/RCC column, floor beams and slabs, lintels, chajjas, staircases, coping, fascia’s, drops, mullions, cornices, overhead & retaining structures etc. as specified or as directed.
  • Staircases in steel/concrete as per approved drawings and/or as directed by the Engineer.
  • Water-proof expansion joints, water proofing works wherever required as per the drawings & specifications.
  • Execution of items of work shall be in accordance with drawings & specifications supplied/approved by the Engineer-in- Charge.
  • Providing cut outs, openings etc. required for various services and systems as per coordination with NCRTC and other agencies.
  • Drainage arrangements & other structures including laying of pipes, construction of manhole, sump etc.
  • Masonry works (Cement Concrete blocks/Brick work), lintel, ties, etc. at various levels in the structure,
  • Foundations for the system/other equipment etc. as directed by Engineer-in-Charge.
  • Septic tank – soak pit/sewer connection of toilets with municipal system or existing sewage system.
  • Plinth protection work.
  • Clearing of site and handing over of all the Works, as specified or as directed;
  • All aspects of quality assurance, including testing of materials and other components of the work, as specified or as directed;
  • Maintenance of the completed Work during the period as specified;
  • Submission of completion (i.e., ‘as-built’) drawings and other related documents as specified or as directed;
  • Internal & external Road works, internal & external water supply, sewerage and drainage system for all structures etc.
  • Day to day cleaning of the work site throughout the execution period.
  • Any other item of work may be required to be carried out for completing the work under this Contract in all respects in accordance with the provisions of the Contract and/or to ensure the structural stability and safety during and after construction.
  • Other miscellaneous civil works not elaborated above may also be required. Those miscellaneous works shall be carried out as per BOQ/direction of Engineer-in-Charge along the RRTS corridor.
  • The work under this contract shall consist of, but not limited to, furnishing all labours, materials, equipment’s, tools, plants and necessary machinery as required to completely execute all the required works.
  • Work shall be executed with all precautions to prevent any damage to other structures and services, roads, paths, drainage etc.
  • Obtaining statutory approvals as applicable.
  • Interfacing with designated contractors/ departments, statutory authorities as per interface requirements.
  • Maintenance of the area during the implementation stage.
  • Demobilization, clearing of all temporary works and facilities after completion of job.
  • Any other item of work as may be required to be carried out for completing the work under this Contract in all respects in accordance with the provisions of the Contract and/or to ensure the safety of installation during and after execution.
  • Construction, commissioning, testing, start-up and handing over including supply of all materials, labours, equipment, plant, tools and tackles, shuttering, scaffoldings, consumables, testing, mock-ups, performance testing including mobilisation, demobilisation, project management and all necessary temporary works and services.
  • Procurement services, inspection, expediting, supply of all materials, equipment, plant, tools and tackles, scaffoldings, consumables, performance testing and necessary temporary works
  • All the permission and approvals related to Right of Way and Design/Construction of Permanent Works shall be arranged by the Employer. However, the Contractor is responsible to obtain licences/permissions for all Associated and Temporary works.
  • The contractor shall be responsible for obtaining relevant certificates or clearance from local civic authorities on his own cost. It also includes interfacing with designated contractors/ departments, statutory authorities as required for completion of work.
  • Site clearance and dismantling of obstructions, temporary, semi-permanent/ permanent structures, bulk services including dismantling of road, footpath, drainage, sewerage, water supply services etc. as per requirement before commencement of work as specified or as directed.
  • All taxes and duties except GST, bond and guarantees, insurance premium, licences, permits, fee and expenses of statutory compliances, fee and expenses of Dispute Resolution Board, legal fee and administration expenses along with costs towards office(s) and office equipment, staff and labour facilities, SHE compliances, safety trainings, overheads and profits and any other costs and charges not specifically detailed out but necessary for successful completion of contracted scope of work.

She and Environmental Considerations:

  • All provisions and conditions contained in the conditions of contract on Safety, Health & Environment manual shall be strictly complied with. It shall include day to day cleaning of construction work sites throughout the execution period.

Quality Assurance:

  • All aspects of quality assurance, including testing of materials and other components of the work, as specified or as directed.

Traffic Management:

  • The Contractor shall carry out the works, so as to minimise disruption to road and pedestrian traffic including precautionary measures for smooth traffic movement during construction of work at site. However, the deployment of Traffic marshal as per the direction of Engineer In charge shall be payable as per relevant BOQ Item.
  • The Contractor shall prepare his traffic management plan based on his proposed construction methodology in co- ordination with Engineer and in conjunction with Traffic Police. He shall comply strictly with the approved plan during construction of his works.

Survey and Setting Out:

  • True and proper setting out and layout/ alignment of the items of Works, benchmarks, and provision of all necessary labour (skilled/unskilled/semiskilled), instruments and appliances in connection therewith as specified or as directed. Deployment of survey team with required precise instruments along with accessories.
  • Clearing of site and handing over of all the Works, as specified or as directed by the Employer including de-mobilization, clearing of all temporary works and facilities after completion of job.

Utility Identification and Precautionary Measures:

  • Before starting the Work at Site, it shall be essential on part of the Contractor to ensure that there are no utilities infringing the works particularly the cables carrying the working circuits within the Right of Way (ROW). Work shall be executed with all precautions to prevent any  damage to other structures and services, roads, paths, drainage etc.
  • The works shall conform to all the provisions of the relevant Government Legislation,
  • Regulations and Byelaws of the Central/Local Authorities 
  • Maintenance of the completed Work during the period as specified.

Eligibility:

Average Annual Construction Turnover:

  • Minimum Average Annual Construction Turnover of INR 4.32 Crore calculated as total  certified payments received for contracts in progress or completed, within the last 03 (Three) years or from the date of incorporation. 

For Startups:

  • Minimum Average Annual Construction Turnover of INR 3.24 Crore calculated as total  certified payments received for contracts in progress or completed, within the last 03 (Three) years or from the date of incorporation.

Construction Experience:

  • Participation as a contractor or JV partner in One Single Contract, within the last Ten years ending last day of the month previous to the month of deadline for bid submission, that has been successfully or substantially completed where the total value of the Bidder’s participation is not less than INR 6.90 Crore in the similar nature work mentioned below, or
  • Participation as a contractor or JV partner in Two Single Contracts, within the last Ten years ending last day of the month previous to the month of deadline for bid submission, that has been successfully or substantially completed where the total value of the Bidder’s participation is not less than INR 4.31 Crore in each Contract in the similar nature work  mentioned below, or
  • Participation in Three Single Contracts as a contractor or JV partner, within the last Ten years ending last day of the month previous to the month of deadline for bid submission, that has been successfully or substantially completed where the total value of the Bidder’s participation is not less than INR 3.45 Crore in each Contract in the similar nature work mentioned below

For Startup Firms:

  • Participation as a contractor or JV partner in One Single Contract, within the last Ten years ending last day of the month previous to the month of deadline for bid submission, that has been successfully or substantially completed where the total value of the Bidder’s participation is not less than INR 5.17 Crore in the similar nature work mentioned below, or
  • Participation as a contractor or JV partner in Two Single Contracts, within the last Ten years ending last day of the month previous to the month of deadline for bid submission, that has been successfully or substantially completed where the total value of the Bidder’s participation is not less than INR 3.24 Crore in each Contract in the similar nature work mentioned below, or
  • Participation in Three Single Contracts as a contractor or JV partner, within the last Ten years ending last day of the month previous to the month of deadline for bid submission, that has been successfully or substantially completed where the total value of the Bidder’s participation is not less than INR 2.58 Crore in each Contract in the similar nature work mentioned below.
