NCRTC invites bids for design and commissioning of travelators and moving walk for Sarai Kale Khan station of Delhi-Ghaziabad-Meerut RRTS corridor

National Capital Region Transport Corporation Ltd. (NCRTC) has invited limited e-bids (Electronic Bid) (Manual bids are not permitted) from shortlisted firms under Single Stage Two Packet System for Package M11, Design, manufacturing, supply, installation, testing and commissioning of travelators / moving walk for Sarai Kale Khan station FOB (Foot Over Bridge) of Delhi-Ghaziabad-Meerut RRTS corridor of NCRTC.

General:

  • The design and performance of the Permanent Works shall comply with the specific core requirements contained in these Employer’s Requirements – Part 2, Section 6.A. Functional.
  • The design of the Permanent Works shall be developed in accordance with these Employer’s Requirements Sub-Division 6.A.ii – Functional, the Employer’s Outline Design Specifications, the Employer’s Outline Construction Specifications, as included in this Contract, other requirements of the Contract and the Contractor’s Technical Proposals.
  • The Permanent Works shall be designed and constructed to the highest standards available using proven up-to-date good practice. The Design speed of the section is 180 kmph. The Contractor’s Specification shall in any case not specify standards which, in the Engineer’s opinion, are less than or inferior to those described in the Outline Design Specifications and Outline Construction Specifications, Section 6.B and 6.C respectively, and shall be carried out employing the procedures established by the Contractor in his Quality, Safety Health and Environmental and Interface management plans.
  • The Contractor shall be responsible for obtaining all necessary approvals from the relevant Public/ Government/ local/ statutory agencies in the design and Manufacturing, Installation & Commissioning and Maintenance period of the Works at the cost of Contractor.

Scope of Works:

  • This Specification establishes requirements for the design, manufacture, delivery at Site, installation, testing and commissioning, operating and maintenance manual preparation and training of maintenance/operation personnel of the Equipment at stations of NCRTC Network in Delhi/NCR.
  • The Contractor shall be required to interface closely with the Detail Design Consultants appointed by the Employer and Designated Contractors working on Network. The Contractorshall also be responsible for obtaining clearances from statutory authorities, whenever required.

The Contract shall include but not be limited to the following Works:

  • Provision of Moving Walk/ Travelators at FOB for passenger movements.
  • Interface with civil contractor at site for all civil works including holes for cable entry,louvres and cutouts and Minor civil works like chipping up to 25 mm, plaster up to 25 mm, cutting of unwanted projection inside the shaft required for installation of the equipment and restoring to final finishes.
  • Transportation of materials and equipment for installation purposes.
  • Spare parts, special tools, testing and diagnostic equipment and measuring instruments.
  • Training and Transfer of Technology.
  • Documentation.
  • Control and monitoring system for Moving Walk/ Travelators.
  • Maintenance for specified period.
  • Services.
  • Obtaining approvals / license (if required) from the statutory authorities

The Services to be performed by the Contractor shall include, but not be limited to, the following:

  • Design, manufacture, supply, system quality management, installation, testing including integrated testing and commissioning of the complete system as brought out above;
  • Presentations, reviews and audit support as specified in this Specification;
  • Interface management as specified in this Specification;
  • System operations and maintenance support services;
  • Training for Employer’s staff;
  • Decommissioning, removal and/or disposal of temporary works;
  • Prototyping;
  • Defects liability of Permanent Works after commissioning as stipulated in the Contract; and Obtaining statutory clearances / license (if required) for the commissioning of Moving Walk/ Travellators from authorities if necessary.
  • The following are examples of works which are to be designed, supplied, installed, and commissioned by Interfacing/designated Contractors, with whom the Contractor shall co- ordinate all interface requirements at the design stage, during the construction stage and for integrated testing activities.
  • Construction of elevated stations [including Architectural Finishing & Pre Engineered steel roof structure of Sarai Kale Khan of Delhi – Ghaziabad – Meerut RRTS Corridor of NCRTC].
  • Railway Electrification and power supplies, Traction Power including OHE fixtures and auxiliary substations and SCADA (HV).
  • Design, manufacture, supply, install, testing and commissioning of Signalling and Traincontrol, Communications and PSD systems.
  • Design, manufacture, supply, installation, testing and commissioning of lifts and associated systems.
  • Station Security Systems
  • Any other designated/interfacing Contractor as decided by the Employer. The Contractor shall be responsible for obtaining relevant certificates or clearance from local civic Authorities including Delhi/NCR Fire Services, Delhi/ Ghaziabad/ Meerut Development Authority wherever required.

Source of Funds:

  • The Borrower or Recipient (hereinafter called “Borrower”) indicated in the BDS has applied for or received financing (hereinafter called “funds”) from the Asian Development Bank (hereinafter called “ADB”) toward the cost of the project named in the BDS.
  • The Borrower intends to apply a portion of the funds to eligible payments under the contract(s) for which this Bidding Document is issued.
  • Payments by the ADB will be made only at the request of the Borrower and upon approval by ADB in accordance with the terms and conditions of the Financing Agreement between the Borrower and ADB (hereinafter called “Financing Agreement”), and will be subject in all respects to the terms and conditions of that Financing Agreement.
  • No party other than the Borrower shall derive any rights from the Financing Agreement or have any claim to the funds.
