Introduction:

National High Speed Rail Corporation Limited (NHSRCL) intends to engage a Consultant to carry out Consultancy Services for the works of Ticketing System for MAHSR as detailed in the scope.

Objectives:

  • The Consultant, based on the good industry practices, shall carry out the works to meet the following objectives:
    • To prepare the Employer’s Requirements of Ticketing System suitable for MAHSR Projects.
    • To prepare the Bidding Documents for inviting Tenders in accordance to the Online/Offline Mode of Tendering.
    • To prepare the cost estimate of the Ticketing System for MAHSR.
    • To assist the Employer for the smooth completion of Tender floating, submission and opening Process.
    • To carry out and submit the Tender Evaluation Report.
    • To prepare the Contract Agreement fit for the purpose of signing.

Details regarding the Consultancy Services:

National High Speed Rail Corporation Ltd. (NHSRCL) intends to engage the services of a Consultant to prepare the bidding documents including Employer’s Requirement best suited for MAHSR project, preparation of cost estimates, and carry out the tendering process for the Ticketing System as envisaged in the objectives above, for the purpose of bringing the best suited Ticketing Contractor on board at the earliest.

Scope of Consultancy Services:

  • The Consultant shall prepare Employer’s Requirement (Supply, Services Etc.) which clearly specify the following indicative requirements, but not limited to:
    • General Requirements,
    • Project Management and Programme Requirements,
    • Performance Requirements,
    • Functional Requirements,
    • Design Requirements,
    • Safety Requirements, Interface Requirements including with Financial Institution,
    • Package, Shipping and Delivery Requirements,
    • Installation Requirements,
    • Verification, Testing and Commissioning Requirements,
    • Performance Demonstration Requirements,
    • Defect Management Requirements,
    • Operation and Maintenance Support,
    • Spares Management during its Design Life,
    • Training Requirements,
    • Training Center Requirements,
    • Technology Transfer Requirements,
    • Technical Details like Equipment Room Sizes etc.,
    • Building Requirements (if any)-Architectural, Finishes, Furniture, Ergonomics, Electrical and Mechanical, Lighting, Fire Fighting etc.
    • Power Requirements,
    • Requirements for Centralised Control Center and its Spatial Backup for Ticketing System,
    • Other Technical Details like drawing/sketches/Diagrams/Photos as appropriate.
    • Requirements of Approval from Regulatory bodies, Certification Agencies etc.
    • Draft Business Rules for MAHSR.
    • Access Control System through Automated Gates System at reception of Maintenance Centres.
    • Fare Media Types and its Sale/Purchase arrangement,
    • Cyber Security Requirements,
    • Other Necessary Requirements suitable for MAHSR Project.

The above indicative requirements of Ticketing System shall be elaborated, detailed and shall focus on sub system such as Automatic Fare Collection System, Advance Seat Reservation System, Multimodal Integration, Central Clearing House System – CCHS (if provisioned), Financial Institution Integration Scheme (Issuing and Acquiring Bank), Biometric Assisted Access (if feasible), National Mobility Common Card (if provisioned), Centralised Controlling with suitable spatial Back up, Platform Crowd Control Measures through Ticketing System (if feasible), Seamless Entry/Exit provision similar to Digi Yatra Service in Airports etc.

Cost Estimates:

  • The Consultant shall prepare a detailed cost estimate as per scope of works for Ticketing System in MAHSR Project. The cost estimates shall be prepared in sufficient detail. Following heads as a minimum shall be covered in the cost estimate:
    • Design
    • Manufacture
    • Supply
    • Transportation including loading and unloading of cars and machinery
    • Insurance
    • Installation, Testing and Commissioning including Validation & Verification and Safety Certification
    • Defects Notification Period Support
    • Training
    • Documentation
    • Project Management
    • Other Overheads, Provisional Sums, Interest During Construction, Profits (if any) etc.
    • Maintenance Cost of Ticketing System with Year wise breakup.
    • Taxes and Duties etc.

Eligibility:

The average annual turnover of Tenderer of last five financial years (i.e. FY 2018-19, 2019-20, 2020-21, 2021-22 and 2022-23) in the field of Consultancy Services should be minimum INR 2.41 Crores.

The tenderers will be qualified only if they have substantially completed work(s) as a single entity, completion date(s) of which falling during last seven years ending last day of the month previous to the month of tender submission as given below:

  • One “similar work” of value of 482 Lakhs, or
  • Two “similar works” of value of 322 Lakhs, or
  • Three “similar works” of value of 241 Lakhs

Similar Works:

Work of General Consultancy or Project Management Consultancy as a Consultant/Sub-Consultant which includes one of the scopes as Preparation of Tender Document, Cost Estimates, Assistance in Tender Evaluation, of:

  • Signalling and/or Telecom and Automatic Fare Collection System/Ticketing System, or Automatic Fare Collection System / Ticketing System” in single (01) Project of Metro Rail/Semi-High Speed Rail/High Speed Sector Rail.
  • Substantially completed means where 80% payment of the contract value has been received.

Consultant/Sub-Consultant: The Main Consultant has received the works directly from the employer/owner of the project/property. Sub-Consultant – Works performed as a sub consultant will be considered provided works are received through the main consultant.
