Scope of Work:
- The Engineering instructions spelt out in this tender document deal with the methods to be adopted for rectification of underground Optical Fiber Cable and associated work.
- Rectification by fault by attending faulty OFC joint/ OFC termination.
- Rectification by relaying of OFC in identified patches and joining at both ends with existing cable.
Relaying for patches, cable shall be done as per the following specification/ instructions:
- The Engineering instructions spelled out in this tender document deal with the methods to be adopted for underground Optical Fiber Cable laying in PLB HDPE ducts and termination/jointing of OFC cable at both ends.
- The broad responsibility of the contractor under the scope relaying of OFC cable for this tender shall be as under:
- Transportation of armoured OFC cable from RailTel Store to site of work including loading & unloading, Open Trenching/HDD and laying of HDPE Duct in all types of soils, Bridges/Culverts/Nallah, Road/Rail crossing etc. & protective works as per technical specifications, laying of OFC cable by open trenching/HDD method.
- Backfilling and dressing of the excavated trenches according to technical specifications.
- Blowing/pulling of Optical Fiber Cable with proper tools and accessories as per Technical specifications.
- Installation of Jointing Chambers & Route/ Joint Indicators as per technical specifications.
- Splicing of fibers in Joint closures and FMS/FDMS making joints with installation of joint enclosures.
- End to end Testing & Submission of test results, preparation of route diagrams of route.
Supply:
- Supply of items conforming to industry standards as per the schedule and the Technical Specifications.
- Tender offline documents shall be submitted in a sealed envelope super scribed with Tender No and addressed to Regional General Manager Office Eastern Region, RailTel Corporation of India Ltd. Aurora Waterfront, 19th floor, GN 34/1, Sector V, PS-Electronics Complex, Bidhannagar, Kolkata-91 (WB).
- Awarding or not awarding is at the sole discretion of the RailTel Corporation of India Ltd.
- The tenderers are required to quote % (percentage) below/above/at par for the complete work.
- Specifications: Reference of specifications of the important equipment and materials required for execution of the contract is given in the Technical Specification (Section III chapter 9 & Chapter12 of the tender document). The work shall be executed in compliance with all the technical requirements given therein.
- Schedule of Requirement: The various items to be supplied and works/services to be provided by the tenderer are indicated in the Schedule of Requirement as enclosed in Section I Chapter -2.
- The tenderer is advised to quote for all the items. The make and model of all the equipment proposed to be supplied must be indicated by the tenderer/s in the Schedule of Requirement.
- As built drawings: shall be submitted after completion of testing and completion of section as per specification (section III chapter -9).
Only OFC (24F) will be supplied by RailTel:
- Materials to be supplied by Contractor: Tenderer ‘s special attention is invited to the fact that no material except items mentioned in clause 1.17 above shall be arranged/supplied by RailTel for execution of the work.
- All materials including the materials covered under the Schedule of Requirement and those required to achieve the end objective as required are to be supplied by the contractor.
- As a good tender practice, the tenderer is expected to submit all the information in the relevant forms attached as Annexure to this document and suitably numbering each page of the bid documents with a content list indicating availability of various documents with their serial numbers.
- In the absence of numbering of pages and the content list, there is a likelihood of any important document going unnoticed for which the tenderer shall be solely responsible.
- Maintenance Support: The tenderer should submit their strategy for providing maintenance support during maintenance, warranty and post warranty period.
- In all matters, the decision of Regional General Manager, Eastern Region RailTel Corporation of India Ltd., Kolkata, will be final.

Technical Eligibility Criteria:
- The tenderer must have successfully completed any of the following during last 07 (seven) years, ending last day of month previous to the one in which tender is invited:
- Three similar works each costing not less than the amount equal to 30% of advertised value of the tender, or
- Two similar works each costing not less than the amount equal to 40% of advertised value of the tender, or
- One similar work each costing not less than the amount equal to 60% of advertised value of the tender.
- In case of tenders for composite Contracts tenderer must have successfully completed any of the following during last 07 (seven) years, ending last day of month previous to the one in which tender is invited:
- Three similar works each costing not less than the amount equal to 30% of advertised value of each component of tender, or
- Two similar works each costing not less than the amount equal to 40% of advertised value of each component of tender, or
- One similar work each costing not less than the amount equal to 60% of advertised value of each component of tender.
Financial Eligibility Criteria:
- The tenderer must have received contractual payments in the previous three financial years and the current financial year up to the date of inviting of tender, at least 150% of the advertised value of the tender.
- The tenderers shall submit Certificates to this effect which may be an attested Certificate from the concerned department / client or Audited Balance Sheet duly certified by the Chartered Accountant/Certificate from Chartered Accountant duly supported by Audited Balance Sheet.
For Startups: (recognized by Department of Industrial Policy and Promotion Ministry of Commerce & Industry):
Technical Eligibility Criteria:
- The tenderer must have successfully completed any of the following during last 07 (seven) years, ending last day of month previous to the one in which tender is invited:
- Three similar works each costing not less than the amount equal to 15% of advertised value of the tender, or
- Two similar works each costing not less than the amount equal to 20% of advertised value of the tender, or
- One similar work each costing not less than the amount equal to 35% of advertised value of the tender.
- In case of tenders for composite Contracts tenderer must have successfully completed any of the following during last 07 (seven) years, ending last day of month previous to the one in which tender is invited:
- Three similar works each costing not less than the amount equal to 15% of advertised value of each component of tender, or
- Two similar works each costing not less than the amount equal to 20% of advertised value of each component of tender, or
- One similar work each costing not less than the amount equal to 35% of advertised value of each component of tender.
Financial Eligibility Criteria:
- The tenderer must have received contractual payments in the previous three financial years and the current financial year up to the date of inviting of tender, at least 50% of the advertised value of the tender.
- The tenderers shall submit Certificates to this effect which may be an attested Certificate from the concerned department / client or Audited Balance Sheet duly certified by the Chartered Accountant/Certificate from Chartered Accountant duly supported by Audited Balance Sheet.
