RITES Limited, a Public Sector Enterprise under the Ministry of Railways, floated online e-tender for Earthwork in formation, construction of minor bridges, supply of P. Scope of Works:

Brief Scope of Works:

  • Earthwork & Blanketing work in Railway formation from CH 5/600 to CH 8/250(Dead End)
  • Construction of minor bridges.
  • Supply of P. Way materials and Track linking work.
  • Any other works required for completion of the work under this contract as per direction of the Engineer in charge.

Earthwork:

Blasting, in general, will not be permitted. However, in exceptional circumstances, locations where blasting is warranted, prior permission of the employer must be obtained to ascertain whether blasting is permitted or prohibited. Rate of cutting includes the cost of all precautionary measures necessary for safety during blasting of rock.

Permanent Way Supply & Works:

Quantities of P. Way items and reference to the drawing as mentioned in the Bill of Quantity (BOQ) may vary. Actual requirement of P. Way materials, No. of Turnouts and relevant RDSO drawing nos. of P. Way material etc., should be approved by the Engineer-in-charge before processing for procurement.

Rails required for manufacturing of Points & Crossing, Glued Joints etc which are to be supplied by the contractor, unless otherwise mentioned specifically in the item, shall be only T-12 1st quality rail of R 260 grade produced by M/s SAIL. Documentary evidence in this regard shall be furnished by the contractor along with supply of said material.

Space/Ground for stacking/storage for Rails, Sleepers (including that supplied by RITES) and other P. Way materials shall be prepared by the contractor, including ground cleaning, levelling, compaction etc as required, the contractor has to make his own arrangement at his own cost.

The contractor shall be solely responsible for keeping in safe custody of Rails (Procured by RITES & issued to contractor) and PSC sleepers & other P. Way materials procured by him. He shall also be responsible for any damage / theft that may occur during the time when these materials are under his custody. He will keep proper watch & ward persons for the safety of materials at his own cost including materials issued by RITES/NLCIL.

All P.Way items should be as per RDSO drawing Numbers and shall comprise of all parts and accessories listed in the drawing except where otherwise stated. All items should be procured from Railway/RDSO approved manufacturers only.

Actual quantity delivered at site will be considered for the purpose of making payment. Quality inspection is to be carried out by the RITES Quality Assurance (QA) Division or Zonal Railways/RDSO with which the factory is tied up, before effecting dispatch of the materials. Inspection certificates and the original money receipt of the inspection wing /Zonal Railways will have to be submitted along with the bills as documentary evidence.

Payments of P. Way supply items which meets the requirement of the contract and after the same have been inspected for quality and delivered at site, shall be made as per contract BOQ rate(s) as under:

  • 90% of BOQ rate shall be released after receipt of materials at site duly certified by RITES.
  • Balance 10% of the BOQ rate payment to be released after the use of the materials in the work duly certified by RITES.

Adequate safety/protection arrangements shall be made by the contractor while moving the rails/other P. Way materials on public roads or adjacent and across the railway tracks. No separate payment will be made for the same except where otherwise specified in the contract contractor shall include such expenses in his quoted rates.

The workmen engaged by the contractor for P. Way works shall be headed by the Permanent Way expert, who is well experienced in execution and maintenance of P. Way works including safety rules.

RITES reserves the right to undertake any test, if required, before acceptance of the materials at the contractor’s cost. Profiling of ballast shall be done to achieve the ballast section prescribed in IRPWM & its latest amendments.

Eligibility:

The bidder should have achieved a minimum average annual financial turnover of Rs. 54,47,55,365/-(Excluding GST) during the last 3 Financial Years.

Similar Works:

Similar Works shall mean the work of “Any Civil Engineering work of a Railway Project involving execution of Earthwork, Construction of Minor Bridges and Track Linking” carried out in India under a single contract (including additional work carried out under the contract).

In case the Bidder (Indian Company) wishes to rely on a work completed abroad, the value of such completed work in foreign convertible currency shall be converted into Indian Rupees. The conversion rate shall be decided by RITES based on the rates of currency on the date of completion of work (the bidder to also submit the currency conversion rate as on completion date of the Credential Certificate relied upon by the bidder for the purpose of work experience).

Further, such a bidder (Indian Company) should have also completed at least one Similar work of value minimum 25% of estimated cost of work in India i.e. of Rs. 13,61,88,841/- in the last seven years prior to the last stipulated date for submission of the Bids.

JV is not allowed for this tender.
